(Parsons -Dunn in favor, Latham, Wellington opposed) NOT VOTED Planner Parsons noted that the $25.00 for the Masaachusetts Conference of Planning Directors should be paid for becuase it is in the budget, which was approved by the Board. He also felt that since the other departments heads receive this benefit that it should be extended to the Planning Director. _2e Minutes September 24, 1975 Planner Latham noted that he would not vote to approve it no matter what Committee he was on. Motion: To approve the warrant of September 30, 1975 in the amount of $30.81 to pay for the telephone bill only. (Dunn -Latham, all in favor) VOTED Planner Wellington noted that the approval of the budget is one thing, however it does not mean that the amount will be spent throughout the year and that even though the budget was approved on the whole each item is subject to discussion. Planning Director Maurer noted that he did not care which account the $25.00 came from but felt that the Town should pay for it as it is something that every other department head is entitled to and felt that the request was not out of line. 5. Board reviewed the Form<>A Plan for Clyde Phillips for land on Pratt Street. It was noted that 'it had been returned to have the zone line added and the North arrow corrected and that all corrections had been made as requested. Motion: To sign the Form A Plan for Clyde Phillips for land on Pratt Street. (Latham -Dunn, all in favor) VOTED 6. Board met with Allen Willis who noted that he would like to have lots 1, 2, 3, 4, 5, 14 and 15 released, which is shown on the landcourt plan as lots 52, 53, 54, 55, 56, 67, and 68. He noted that $10,397.50 was the bond estimate which he received from the Board and that a check was given to the Town Treasurer two days ago for that amount. Planner Latham suggested that the land court lot numbers be cross referenced on the subdivision plan. Board to get back to Mr. Willis. 7. Motion: To accept the performance guarantee for Hemlock Lane in the amount of $10,397.50 for work which remains to be completed. (Latham -Dunn, all in favor) VOTED Motion: To release lots 1, 2, 3, 4, 5, 14 and 15 on Hemlock Lane for building purposes. (Latham -Dunn, all in favor) VOTED 8. Board reviewed the revised plan for George Blais for land on Lakeview Avenue. It was noted that it is a revision of a plan approved by the Planning Board on September 10, 1975 due to an engineering error in the distance of a lot line. Motion: To sign the revised Form A Plan for George Blais for land on Lakeview Avenue. (Dunn -Parsons, all in favor) VOTED -3 - Minutes September 24, 1975 9. Board reviewed the site plan for Walter Day for land on Chauncy Street. Planning Director Maurer noted that there was a proposal to put an addition on to the existing house to make it into a store and to convert the house into two apartments. It was the consensus of the Board to advise the Building Inspector that in their intial review they noted the following that would have to be complied with, then they wished to review the plan further: a) Dimensions not shown from the brook b) parking inadequate as it is backing directly onto an existing street c) No zoning classification shown d) Square footage of the addition to existing facilities not shown e) More definitive information required on the alteration of the existing house. f) Store; i entrance, walkways and extent of pavement required. g) Elevations and topography 10. Board reviewed the Board of Appeals application of Joseph Pedini, who requested permission to add to his home to put an apartment in the building for his daughter to come and have separate living quarters and care for them. Motion: To recommend to the Board of Appeals that the variance be granted. (Parsons motion lost for want of a second. No recommendation to be sent to the Board of Appeals. 11. Board reviewed the request from Val Scarpellini for a reduction in the Bond amount for Foxfield Estates. Board reviewed the memorandum prepared by the Planning Director. Acting Chairman Wellington felt that it was ridiculous to bond the road partially into the cul-de-sac and felt that it should be completed to the end of the cul-de-sac for a turn around. Acting Chairman Wellington felt that the underground wiring is not necessary as the area is built up and has been for years. Acting Chairman Wellington felt it was necessary to have sidewalks to eliminate the Town having to put them in at a later time, however he would consider waiving them on one side. Planning Director Maurer noted that the biggest expense is the turn around because of the granite curbing. Acting Chairman Wellington felt that it could be built through the base course, as long as the turn around was constructed, it could be.constructed as a temporary turning area, and that sidewalks would only be necessary for 220 feet. He noted that the estimate should be around $20,000. Planning Director Maurer to prepare a revised bond estimate for the next meeting. Sidewalks; to be required on the side of the street in frontof lot #2. Planner Parsons felt that there was no reason to waive any sidewalks as he had come in with a subdivision plan which was all ppproved. Bond estimate to be prepared with sidewalks on both sides compared with sidewalks on one side. -4- 12. Board reviewed the request for a waiver of corner rounds from Americo P. Day for the preliminary plan on Fruit Street. Acting Chairman Wellington noted that there was no way to extend the subdivision any further. Planner Latham felt that he should be required to obtain the corner roundings. To be discussed at a later meeting. 13. Board reviewed the request from Ryan, Elliott and Company for the release of all accrued interest on the passbook in the amount of $27,250 which is being held as the 10% contingency. Motion: To release all interest accrued on Mount Washington Savings Bank Passbook #15143, leaving a balance of $27,250, for Ryan, Elliott and Company. (Latham -Parsons, all in favor) VOTED 14. Board reviewed the letter of Anna Prohdosky regarding two lots on Fowler Street. Planning Director Maurer noted that Fowler Street is an accepted street for the entire length but is not paved for the entire length, and that there is a sewer connection application before the Board of Selectmen for these two lots. Anoiher, point is if it will require Hatch Act and Planning Director Maurer noted that RIM Engineering is perparing plans for this and also to show how it complies with the wetland protection provision of the Zoning By-law. The Water Superintendent is requesting the owner to extend the water main to service these lots, otherwise the water main can only be extended by Town Meeting vote. Acting Chairman Wellington noted that there is an account in the Capital Improvement Budget which could take care of this without a Town Meeting Vote. Planning Director Maurer to respond to this letter. 15. Planning Director Maurer noted that on the DownTown Program that a member from the Planning Board would have to be appointed and than an at large member would have to be appointed. He noted that discussion.may want to be held regarding increasing the number of members. 16. Planning Director Maurer noted that next week's meeting would include the Public Hearing on the subdivision rggulation amendments. Planning Board to meet at 7:00 P.M. Planning Board appointments to Committees also to be put on the agenda for the next meeting. 17. Clerk Dunn suggested that someone from the Board go in Planner Davisons place to the Capital Improvement Program meeting on Thursday, September 25, 1975 as an acting representative. Planner Latham felt that there is not much enthusiasum. Clerk Dunn noted that there will be less money appropriated so that all requests should be looked at closely. Planner Wellington stated he would go if he could make it, but he is not looking for a permanent appointment. Clerk Dunn noted that this year the two Selectmen's Representatives are going to vote as individuals and not as a Board. Clerk Dunn noted that last year a member of the Board of Selectmen who didn't even attend the meetings wanted to cut the Capital Improvement Budget considerably. Acting Chairman Wellington noted that a problem could result by the Selectmen represenatives voting individually when it gets to the Town Meeting floor for voting. Clerk Dunn felt that the Planning Board members should vote as a Board, however they could Speak on an item as an individual. -5- 1B.; Planner Parsons noted that he had talked with the Planning Director regarding the Down Town Program and felt that the businessmen were put aside, felt that it got tilted away from businessmen. He noted that he would like to see the Committee enlarged to take in more members from the business sector. He felt that the Committee was being made up of other committee members and not bringing in any new members with new ideas. 19. Planner Parsons questioned when the Board would have more of an opportunity to study the Williams Street layout plans. It was noted that RIM was going to study from Old Elm Street to School Street. It was the consensus of the Board to advise the Board of Selectmen', that the Planning Board would like an opportunity to review the plans further when the revisions are received from RIM. Board also questioned when the date was for the public herring on Williams Street. To be advised at the next meeting. Planner Latham questioned if the Town still had the plans for Williams Street that Tibbetts had prepared years ago and noted that these plans are similar to those already prepared. 20. Acting Chairman Wellington noted that he received a call from Dr. Collins that the first meeting of the Community School Concept Committee would be October 1 1975 at 6:30 P.M.. He advised Dr. Collins that being a Wednesday evening, the Planning Board andSelectmen held there regular meetings. Acting Chairman Wellington will meet with the School CoRbbPt Gommittee at 6:30, but will leave in time for the PlanningBoard meeting at 7:00 P.M. Planner Parsons noted it would be difficult for him to be there at 7:00 P.M. and noted that the agendas are getting small and mentioned the possibility of meeting every two weeks. It was the consensus of the Board to make the meeting next week at 7:30 P.M. since there would not be much on the agenda. 21. Clerk Dunn questioned if the Board wanted to send a letter regarding the memorandum from the Joint Transporation Group on Route 495. It was the consensus of the Board that this would be a waste of ink. 22. Board reviewed the draft letter to Ryan, Elliott and Company regarding the contingency for Francis Avenue. Motion: To send the draft letter to Ryan, Elliott and Company as presented. (Parsons'Latham, all in favor) VOTED 23. MEETING ADJOURNED AT 9:30 P.M. _a> _ ', t Date
