5. Planning Director Maurer advised the Board that instead of putting through
a voucher for the Sunday breakfast for the Board that he took the money
out of petty cash in the amount, of $7.58.
Board met with Mr. James Antosca to review the Camelot -at -Mansfield
subdivision. It was noted that the noterequested on lot 23 was on the
plan. It was noted that the Board of Health's letter requested that
they delete the last note on the plan and that the Planning Board was
in consensus of this so it had been deleted. It was further noted that
the Board of Health had requested a note stating which lots had passed
percolation and that this had been added to the plan.
Mr. Antosca noted that lot 27 was includedin the subdivision plan, even
though there is an existing house on it so that it could be recorded and
noted that the note did not indicate that this lot was approved. The
Board suggested that a Form A Plan be filed for the existing house of
Tremont Street. Board advised Mr. Antosca that they would get back to
him.
Board discussed the Camelot -at -Mansfield subdivision plan. Planner
Parsons questioned if anything had been received from the Cabot, Cabot
and Forbes firm regarding the retention area. Planning Director Maurer
noted that nothing had been received. Planner Wellington felt that it
was too late to bring the retention area up for discussion and that it
would not be built until the beginning of next spring and that a Form A
plan could be brought in to delete the retention area if he decides to
put his money down stream for improvements.
Mr..ah& Mrs. Udall came before the Board and noted that the plan was
different from the one at the Public Hearing and questioned what the
difference was. Planner Wellington noted that the road layout is no
different and that the drainage is no different that all that was done
was taken off lot lines and just made 4 parcels, a, b and c and D. The
lots which received approval from the Board of Health are shown as lots
23, 24, 25, 26, 28, 29, 30, 31 and 32. Mrs. Udall questioned if he had
to put all the drainage in before he could build. Planner Wellington noted
that he would have to bond the road up to 650 feet and the entire drainage
system. Mrs. Udall questioned what recourse they would have if this did
not work. Board noted that they were not sure. Mrs. Udall noted that
Mr. Antosca had requested an easement from them to make the water run off
faster, however they have not heard any further from him or his attorney.
Richard Sherman noted that the Board mentioned the possibility of a
retention area not being building and Planner Wellington advised them of
the alternative of doing work down stream in the same amount of dollars
as the retention area would cost. Mr. Sherman questioned if they were going
to be allowed to change the drainage without a Public Hearing. He was advised
that the plan would be as shown and that if the alterantive is proposed then
a new public hearing would be held.
Mrs. Udall questioned if Mr. Antosca would have to have Hatch
Act approval prior to lowering the water table. Planning Director Maurer
advised that he would have to go to the Conservation Commission, which he
cannot do until he received Planning Board approval. Planning Director
