3. Board discussed the warrant of August 12, 1975 in the amount of$227.17
Clerk Dunn questioned if the bill for Miller Blueprint included the
reduction of the map. Planning Director Maurer noted that it did.

Massachusetts Conference of Planning Directors even though they had voted
on it during the preparation of the budget, he was still opposed.
Motion: To pay the warrant of August 12, 1975 in the amount of $227.17
(Dunn - motion lost for want of a second.
4. Board met with James Antosca to discuss the Camelot -at -Mansfield subdivision.
Mr. Antosca submitted a revised plan to the Board which showed only the lots
which have been approved by the Board of Health. It was noted that nothing
in the drainage system was changed and thatonly the lot lines were eliminated
on the lots which were not approved by the Board of Health. It was noted
that the streets are in the exact location as they previously were.
(Planner Parsons entered the meeting during this disucssion). Board discussed
the revised plan with respect to the WetTand Protection Provision of the zoning
by-law and noted that only the rear portion of the property would be relative
to this.
Chairman Zaffini questioned if Mr. Antosca planned to just put the drainage
in. Mr. Antosca stated that is all that would be done until they are certain
that it will help the area. Planner Wellington questioned if the plan is
approved and they bond'Lancelot Lane if they were going to bond the entire
drainage system in addition to the roadway for Lancelot Lane. Mr. Antosca
stated that he was not sure of the alternatives for bonding and that it would
be something the Board would have to tell him. Planner Wellington noted that
if the drainage system did not work that the town would be stuck with a
dead end road over 650 feet long.
Board discussed the possibility of having a culde sac in on lot C if the
drainage did not work.' It was noted on sheets 3 and 4 that lots 22 and
23 were excluded. It was the consensus of the Board to require a temporary
turn around to be shown in at the end of the 650 feet of roadway on Lancelot
Lane and lot 23 to have a note that it would not be released by the Planning
Board until the drainage system functions properly and the lot is released
in accordance with Planning Board requirements.
It was the consensus of the Board that once the roadway system and the
drainage system is checked out by the Planning Director' with the Plans
previously submitted, the comments will be submitted to Mr. Antosca for
changes to be made and a set of plans will be forwarded to the Board of
Health along with a copy of the Planning Board comments.
5. Board met with Mr. Guy Scarpellini to review a revised plan for lots 27 and
28 Casa Drive. The Board questioned how many other lots had had the
houses placed on them incorrectly. Mr. Scarpellini noted that there is
only lot 26 left, which will require a variance becuase there is not enough
land to transfer ownership. The Board noted that there was a dimension
missing on the plan. Plan returned to be corrected. Board reviewed this
plan in comparison with the Subdivision plan for this lot.

6. Board reviewed the definitive subdivision plan for Peter's Park. It was
noted that the board had requested that the words heirs, successors and
assigns be added to the wording on the drainage easements deeds and that
a note be added to the plan to be recorded that would cross referenced to
drainage easement plan. It was noted that all of this information had been
submitted as requested.
Motion: To approve the definitive subdivision plan for Peter's Park
for land off Park Street.
(Wellington -Dunn, all in favor) VOTED
7. Board reviewed the preliminary subdivision plan for Americo P. Day for land
off Fruit Street. It was noted that there is an error in the elevations
of the sewer line which would have to be corrected, and that an easement
would have to be obtained from Sheehan to cross his property to tie into
the sewer.; It was noted that more property would have to be acquired for
the corner roundings. These comments to be forwarded to the applicant.
8. Board reviewed the Form A Plan for Thomas Clemmins for land on Gilbert Street.
Motion: To sign the Form A Plan for Thomas Clemmins for land on Gilbert Street.
With the rear property stamped that no builiding permit to be issued for
this lot without prior approval of the Planning Board.
(Wellington -Latham, all in favor) VOTED
9. Board again met with Mr. Guy Scarpellini to review the Form A Plan for lots
27 and 28 Casa Drive. It was noted that the dimension has been corrected.
Motion: To sign the Form A Plan for Casa Realty for land on Casa Drive.
(Wellington -Parsons, all in favor) VOTED
10. Board met with Mr. Ken Bray to discuss his property on East Street for which
a variance had been denied. Mr. Bray noted that he wanted to put two
one bedroom apartments on the 3rd floor at 23-25 East Street and felt that
the Board of Appeals had rejected the variance based upon the recommendation
of the Planning Board. He noted that the plan submitted to the Planning
Board was for parking for 9 cars and the correctdd one submitted to the
Board of Appeals was for 12 cars. Mr. Bray presented a written report on
why he felt the variance should be granted.
Chairman Zaffini noted that the Planning Board only makes a recommendation
to the Board of Appeals and they try to comply to the Zoning By-law. Mr.
Bray noted that Millhaus Apartments are non -conforming in front, side and
rear yard dimensions and that the parking is right up to the property lines.
He felt that his project would in no way be detrimental to the Town. He
noted that he would be willing to put 5 apartments instead of 6 and have
more than one bedroom on the 3rd floor and noted that this would increase
the school enrollement and would lessen the number of parking spaces=required.
Mr. Bray felt that the by-laws were inadequate for multi -family dwellings as
they only pertain to new construction.
ll.Board discussed Mr. Bray's proposal and noted that he would not be able to
refile for two years. Planning Director Maurer stated that this was not so
as that portion of the general laws was never accepted by the Town, so he
would be able to file immediately.

13. Board reviewed the draft questionnaireon the community attitude survey.
It was noted that if approved it would be mailed in the September light bill.
It was the consensus of the Board that the questionnaire be sent as presented.
14. Board discussed the Zoning Board of Appeals application of Edward Stivaletta
for the expansion of the Connor Street which is a non -conforming,- use.
Board reviewed the revised site plan for the corner store. It was noted
that the refuse disposals were not shown to be screened and that they now
have 25 feet clearance around the building.
Board discussed the entrance from East Street only as in the previous variance
Board felt that there should be an entrance and exit from Franklin Street as
well. Board discussed the proposed parking for the use.
Motion: To recommend that the variance be approv ed with the conditions that
the construction be limited to 9,280 sq. ft. and that provisions be
made to screen the dumpsters, that the development be subject to
sign regulations in Section V -H-3 shopping centers and that entrance
and exit be allowed from both Franklin and East Streets.
(Latham -Wellington, all in favor) VOTED
15. Board reviewed the Memorandum prepared by the Planning Director rggarding
the proposal for the downtown area. Planning Director Maurer felt that if
the Board was in agreement with this concept then a presentation could be
made at next weeks meeting with the Board of Selectmen to discuss this.
Motion: To table the memorandum to the next weeks meeting.
(Wellington -Dunn, all in favor) VOTED
Planner Wellington felt that a memorandum for this size should have been
mailed for the Board's review or not on the agenda at all.
16. Planner Dunn questioned why he dould not get his minutes and agenda mailed
on Thursday so that he could have the weekend to review them.
17. Planner Latham noted that Foxborough is now having problems with sewerage
and that they want to pump Homart up to the State Hospital or, as another
alternative, connect it to the Cabot, Cabot and Forbes sewerage. He noted
that Homart is willing to put money into a sewerage system. He noted that
residents in the area are complaining about the odors from the filter beds.

18. Clerk Dunn noted that the state turned down the clover leaf coming on to
Route 140 and that they are going to move the traffic flow down closer to
the Mansfield Foxborough line. He noted his concern for traffic coming
out of the facility and going out on to central street as it may cause problems
19. Chairman Zaffini noted that onletters of credit that the Planning Board signs
it does not give the Town of Mansfield any options. It has to be agreeable
between both parties. He questioned where -a policy of this type would leave
the Town. He advised the Board he talked to a banker and normally after a
year the letter of credit is dead and that the Town has to watch this carefully.
Felt that passbooks or bonds should be used instead of a letter of credit.
Planning Director Maurer advised that if the applicant is defaulting that
you only have to advise the bank within 20 days: of a withdrawal. and if the
time period is running out and they do not grant an extension you just have
to notify them that you are going to withdraw on it.
20. Planner Wellingtonquestioned what the red dots on the curbs over the catchbasins
were for. Planning Director Maurer noted that this indicated which catchbasins
had been cleaned.
21. Planner Parsons questioned the status of Homart and it was noted that it
is still up in the air.
22. Planner Parsons questioned the status of a new Planning Board member. It was
noted that nothing has been done yet.
