4. Planning Director Maurer presented a memorandum to the Board regarding
the Camelot=at=Mansfield subdivision. He noted that all conditions
requested in the Planning Board's letters since the original submission
of";the definitive plan in 1974have been compliedwith as requested
and that he recommends approval of the plan with notes relative to the
Board of Health. He suggested that these conditions be reviewed by
Town Counsel.
5. Planning Director Maurer noted that after the meeting with Mr. Ceccarelli
last week regarding the Peter's Park subdivision that the engineer asked
if the request for drainage easements through the drainage ditch was a
formal request by the Board rather than having written agreements.
Planning Director Maurer noted that the Board had not made a formal request
for this and felt that it should be done.
Motion: To request that drainage ditch be shown in easements to be
recorded at the Registry of Deeds with permission from the
Mansfield Housing Authority, Joseph Gonsalves, and Fireside
Realty.
(Wellington -Dunn, all in favor) VOTED
Planning Director Maurer noted that he did not feel that Mr. Austin has a
legitimate complaint regarding the drainage as this was an existing condition
prior to the submission of the plan and he appears to be the only one in
the area with a water problem and felt that it was something from his own
house.
6. Board reviewed the Form A Plan for James Reid for land on Oak Street.
Motion: To sign the Form A Plan for James Reid for land on Oak Street.
(Wellington -Dunn, all in favor) VOTED
(Planner Parsons entered the meeting at this time.)
7. Board met with Mr. Kelly of Millhaus Realty trust to discuss the irrevocable
letter of credit from the City Bank and Trust Company in the amount of
$86,778.78. It was noted the corrections had been made in the letter as
requested at the previous meeting. It was noted that the request had been
received for the release of lots 6, 7, 8, 36, 37 and 38. Mr. Kelly noted
that they have been working on the project and that within the next 10 days
al'l of the lots and roads will have been brought to grade. (Planner Latham
entered the meeting at this time.)
Motion: To accept the letter of credit in the amount of $86,778.78 from the

8. Board met with Mrs. Margot Jellinek to discuss the Circle C Estates
Subdivision. She noted that the road for Morgan Drive is 750 feet
and noted that the subdivision regulations only alow 650 feet for a
dead end street, which this will be if the developer does not complete
the subdivision. Mrs. Jellinek questioned who wasmaking the inspections
of the roadway. Planning Director Maurer advised he was making the
inspections and that he had observed the following:
On May 7, 1975 Millhaus construction conducted the scraping of the topsoil
and they intend to begin major removal of earth within the next two weeks.
On May 9, 1975, discussion with Pat: Kelly of Millhaus Construction regarding
the construction of Morgan Road.
On May 20, 1975, continuation of stripping loam and moving of gravel on the
site. No material has been removed from the site.
On May 29, 1975 filling of lots 24 and 25 along the westerly side of
Maverick Drive.
On June 2, 1975, continuation of the filling of the lots. Verbally notified
that on June 9, 1975 they will begin the filling of the roadway and requests
inspections for the compaction in accordance with the approved plans.
June 5, 1975, reviewed the entire site with Pat Kelly. Sections of
Maverick Drive and Pinto Way to be filled. Loam and subsoil have been
stripped and ready for gravel.
June 18, 1975, preparation of road base for gravel on Morgan Road and
Pinto Way.
June 23, 1975, June 24, 1975, and June 25, 1975, Gavel in place in onefoot
lifts and mechanically compacted with a vibratory roller on Morgan Road and
Pinto Way.
Mrs. Jellinek stated that as far as she could see subsoil was used and not
gravel. She noted that the clearing and grubbing the trees were still there.
Planning Director Maurer noted that they were not in the roadway and that
his inspections are only on the roadway and that on the lots it would have
to be taken up with the Board of Health. Mrs. Jellinek questioned if the
Planning Director was satisfied with what has gone in. Planning Director
Maurer stated he was.
Mrs. Jellinek questioned if the electrical facilities were underground,
It was noted that they would be. Mrs. Jellinek questioned if there was a
gravel subbase on the road. Planning Director Maurer noted that there was.
Mrs. Jellinek questioned the letter of credit and felt that it should be a
bond or passbook and not a letter of credit.
9. Board discussed the letter from attorney John S. Morley and the application
to the Board of Appeals for Edward Stivaletta to increase the size of the
Corner Store. It was noted that they wish to add 10,370 square feet of
commercial space. Board reviewed the application along with the siteplan
submitted. The Board questioned if the existing manhole on Franklin Street
was draining into the manhole shown on the lot. Planning Director Maurer
to check this out. It was noted that no refuse disposal area was shown.

June 25, 1975
The Board questioned the dimension of the corner of the building to the
lot line and questioned if a vehicle could manuever around the building.
To be discussed further later in the meeting.
(PlannerWelli, ngton left to attend a meeting with the Board of Selectmen
on behalf of the Planning Board.)
10. At 8:00 P.M. a Public Hearing was held on the definitive subdivision plan
for Camelot at Mansfield. A transcript of that hearing is on file.
(Planner Wellington returned to the meeting during this hearing.)
11. Board reviewed the Form A Plan for Jafes Gibson for land on West Street.
The Board noted that the application form was not filled in correctly
as far as the description as there are 4 sides to the parcel and all
4 sides should be described.=' Planning Director Maurer noted that
the Board had signed a plan on this property over a year ago and the
time period, expired before the plan was filed. Plan to be returned
for description correction.
12. Board reviewed the siteplan for the corner store as noted in item #9.
Planning Director Maurer noted that aside from the technical requirements
on of the considerations to be is if the Board wanted to recommend the
variance. It was noted that this is not done until the hearing is
scheduled by the Board of Appeals. It was the consensus of the Board to
have the Planning Director schedule a meeting with Attorney John S.
Morley for the next meeting to review the site plan.
13. Board reviewed the Memorandum from the Planning Director regarding the
Camelot -at -Mansfield subdivision It was noted that lots 5 and 32 and 38
were not either approved or disapproved by the Board of Health. It
was the consensus of the Board to request from the Board of Health a
letter stating exactly what the status is for each lot and that once
this information is received clarifying all lots, to send a letter to
Town Counsel regarding the wording of the conditions as outlined in the
Planning Directors memorandum.
14. Planner Davison noted that South Main Street was a mess and questioned when
it was going to be fixed. Planning Director Maurer noted that they are
only about half way through with the lateral connections and that the
final paving would be done atter this work was completed. He noted that
this would probably not be done until fall.
15. Planner Parsons questioned if they were doing any work on Kingman Pond.
Planning Director Maurer noted that it is on the basis of demand.
16. Board reviewed the Form A Plan for Gibson Brothers for land on West Street.
It was noted that Mr. Gibson had corrected the description as noted in
item #11.
Motion: To sign the Form A Plan for Bfbson Brothers for land on West St.
(Wellington -Davison
Planner Parsons questioned if Mr. Gibson was the record owner of the parcel
Mr. Gibson noted that he was not that Mr. Walter Holm had just purchased
the property.
Planner Wellington withdrew his motion and Planner Davison withdrew his
second.

Plan returned to Mr. Gibson to be corrected.
Motion: To advise Mr. Gibson of Gibson Brothers that the Board will not
consider this plan further until the correct record owner is
changed on the application form and on the plan.

17. Planning Director Maurer noted that the Board of Health is now requiring
house numbers on existing streets when an application is taken for a
percolation test. He noted that the Planning Board should require house
numbers on the definitive submission of a subdivision plan and alsoaon
Form A Plans with 7 or 8 lots on a street.
18. Planner Wellington noted that at the meeting with the Board of Selectmen
Mr. Butler of the Board of Appeals noted errors which have occured in the
placing of foundations, making it necessary to apply for variances.
Planner Wellington advised the Board he added to the list of subdivision
changes the provision that the lots be staked.
19. Board considered the requirement of the submission of a deed to show
the record owner on all Form A Plans. To be given more consideration.
20. Meeting adjourned at 10:10 P.m.
