Board also reviewed the request from Christian and Schromm for the release of lots 56, 57, 58, 59 and 60. It was noted that these lots had passed percolation tests, and that they were the lots covered in the above performance bond. Planning Director Maurer advised the Board that the drainage has been installed up to the headwall and that the water had been installed but had not been certified by the Health Lab. Board discussed the request from Christian and Schromm for a release of aPlportion of the above performance bond. Motion: To rescind the motion to sign the release for the lots 56, 57, 58, 59 and 60 on Village Road. (Latham. Chairman Zaffini talked to the building inspector on the telephone and was advised that they could erect the forms prior to the issuance of a building permit but they could not pour the concrete. Planner Latham withdrew his motion to rescind the motion to sign the release for the lots 56, 57, 58,59 and 60 on Village Road. 3 Minutes. May 14, 1975 4) The Board noted that the letter was received endorsed by John B. Griffith of the Mansfield Industrial Park Realty Trust noting his agreement to the conditions for paving Francis Avenue. 5) Board reviewed the revised site plan application for C & S Contracting Co., Inc. for land on School Street and noted that there is still no drainage shown and that the sloping of the parking area should be shown so that they can see where the parking area will drain. The Board felt that the Planning Director and the Building Inspector should explain to the applicant what is required on a site plan application. 6) Board discussed the request from Millhaus Construction for a bond estimate for Morgan Road. Planning Director Muarer noted thtt Millhaus Gonstruction wanted a bond estimate for Morgan Road to release 3 lots for model homes. He noted that the drainage on Morgan Road is dependent upon the completing of the drainage on Pinto Way and the drainage easement. Planning Director Maurer suggested them giving the bond estimate giving the full amount for Morgan Road up to and including the finish coat and the full drainage for Pinto Way and the drainage easement plus the 10% contingency, which would total to $71,565.75. It was noted that they are not requesting release of any of the lots at this time, only a bond estimate. Planning Director Maurer to prepare a memorandum on this for the next meeting. Planning Director Maurer noted that the Board could not release any of the lots until the ownership of the property is clarified. Henoted instances in Mansfield where the ownership at the time of the approval of the plan was different from the ownership at the time of the posting of the bond and release of the lots, such as Village Estates Section I and Section II. Planner Dunn felt that they should not give a bond estimate to someone who does not own the land and that they should have papers of ownership prior to giving them a bond estimate. It was the consensus of the Board to meet with Millhaus Construction at the next meeting to discuss this. 7) Board reviewed the Form A Plan for Rita Lomberto and Mr. Gula for land on Plain Street. It was noted that it was the conveying of land from Lomberto to Gula to give Mr. Gula a conforming lot in the Residence A Zone. Motion: To sign the Form A Plan for Lomberto and Gula for land on Plain Street. (Latham -Dunn, all in favor) VOTED 8) Board reviewed the Form A Plan for Carl Nelson for land on Tremont and Williams Street.
