Motion: To sign the warrant of May 6, 1975 in the amount of $124.85 (Wellington -Parsons, all in favor) VOTED 4. Board reviewed the work program perpared by the Planning Director on March 12, 1975. Planning Director Maurer stated that he felt that the Board should get involved in various projects other than subdivision regulations and Zoning amendments. He questioned how the Board would like him to devote his time to the projects to prevent any misunderstanding in the future. Noted that on Page 3 Item 3 there is a project for the central business district development plan and that after the plan for this area is received from the Harvard Graduate School of Design on May 22, 1975, then the Planning Board should take it one step further. He noted that quite a bit of information will be submitted from the students and that this, ralong with the inform- ation from the Traffic Study Committee should be utilized. Planning Director Maurer noted that Item 4 is the Capital Improvement Program in which two members of the Board, as well as himself, would be involved. Noted that in the past it has taken up quite a bit of time. It was noted that this is an ongoing program. Planning Director Maurer noted that Item 5 is on the Comprehensive Planning Program and noted that he has tried to keep the information up to date on an ongoing basis. He noted that objectives for the Town had been done 5 years ago and that the Town has grown considerably and felt that this should be reviewed to see if the direction they are going in now is in 111ne with the Comprehensive Planning Program. Planning Director Maurer noted that Item 6 was regarding the Fire Department needs and felt it 'should be undertaken by the Planning Board, or as a staff project with the Planning Director, Town Manager and Fire Chief. Manning Director Maurer noted that Item 7 referred to the airport planning which the Planning Board could use as a possible project. Planning Director Maurer noted that Item 8 is the provision for acess to the Mansfield Industrial Park. Noted that eventually something would have to be done. He noted that negotiations had been in process with Ryan & Elliott but nothing came of it. Planning Director Maurer noted that Item 9 was for the updating of the Vertical Control System and a suggestion has been previously made to incorporate into the Subdivision Regulations the requirement to tie any new hydrants into the Vertical Control System. -3 - Minutes May 7, 1975 Planning Director Maurer noted that item 10 was for the evaluation of the Hodges Brook, which Gould be started now or wait until the agreement with Cabot, Cabot and Forbes runs out in 1977. Planning Director Maurer noted that Item 11 referred to the evaluation of the impact of recent development and noted that this could be a project for the Planning Director to determine the type of utility system and street uses and also for Capital expenditures such as fire, water, sewer and soforth. He noted that there might be other projects which are not mentioned that the Board feels that they may want to undertake. Planning Director Maurer noted that there is a need for business expansion in the Town and the Board may want to look !,nto areas for expansion such as along Route 106 or Route 140 and see if they are suitable with soil conditions sewer and water and also if they are accessible to the other areas of the Town. Planning Director Maurer felt that it would be beneficial to himself and the Board to come to an understanding with regard to the functions of the Planning Director in relationship to the Planning Board and noted that this had been raised in the past by the Board members. He noted that there has been con- cern with respect to the work done for the Town Manager and other committees. Chairman Zaffini felt that there have been times when the Board has not been informed of things that are going on with regard to Planning Board functions. He noted that it is a bad situation when they have to hear things from the outside and not from the Planning Director. He felt the Board should be kept up to date on Planning Board functions. Planner Parsons felt that when things have happend that the Planning Director has called him and he assumes that he has called the other members. Planner Latham questioned how much work is done for the Planning Board with respect to the other committees. Planning Director Maurer noted that the Planning Board's regular work comes first and that the minutes, agenda and correspondence are taken care of before any work is done for other committees. He noted that he hoped that the Regional Sewer Project will be completed within the next two weeks and felt that another major project should be started. He noted that the major project for the first two years of his employment was the Comprehensive Planning Program and in the fall the major project is the Capital Improvement Program and nay through the summer and into the fall a major project could be undertaken and would prefer the project to be set up by the Planning Board rather than the Town Manager. He also felt that there should be a time schedule to go along with such projects. Planner Wellington stated that he would like to see the backup material for the Comprehensive Planning Program up -dated and brought up through 1974. He noted that regarding #8 - access r; to the Mansfield Industrial Park that there could be a problem and that the three industries in the park should be con- fronted and find out where the majority of the trucks are going that leave the park as if they are going to I-95 then it might only require one side parking on the already one-way street. He noted that it would not make sense to build an access road going to the east when the majority of the traffic is going west. Planner Wellington noted that as far as #9 was concerned, the Highway Engineer is supposed to be bringing the vertical control system up to date and that the subdivision regulations revision will require the new hydrants in sub- division be tagged, which will take care of this project. -4 - Minutes May 7, 1975 Planner Wellington noted that with regards to Item 3 that they should not decide anything on the Central Business District until the presentation is made by the Harvard Graduate School of Design. Planner Parsons questioned when the contract would be up on the airport. Planning Director Maurer stated that he was not sure. Planner Wellington questioned if there was any way that they would have to make the lease public. Planning Director Maurer was not sure but stated that he would look into this, if the Board would like him to. Planner Wellington'.noted that any state projects, like the relocation of Route 140, which can be started pri6r,to'June 20th;`>1he Federal government will fund 100%. Planner Parsons felt that information should be received regarding the plans from the Airport Commission prior to the Planning Board considering any plans. Planners Latham and Wellington felt that the airport should not be a Planning Board Project, unless information is requested from them by the Airport Commission. It was the consensus of the Board not to get involved in the Fire Department needs. Clerk Dunn felt that a major project to get involved in would be the expansion of the Business District. Planner Parsons felt that the Planning Director should up -date some of the information from the Comprehensive Planning Program and charts for review for a major project. Planner Wellington felt that, as far as the Business Zone goes, that the Planning Board has fought the battle once and he did not intent to go through it again, as it was voted down. He felt that when someone comes in with a petition for acreage, on Route 106 or 140 to have it rezoned then he would consider it. Clerk Dunn questioned if there were areas in Town that were so open that consideration should be given for circulation or does the Planning Board wait until plans come in, such as plans for the town and streets and how the Planning Board forsees them. Planning Director Maurer advised that this was done as part of the Comprehensive Planning Program. Planning Director Maurer noted that in up -dating the development objectives of the Town made in 1970 and review them again then the Board could see if the direction outilined in 1970 is what the Board has accomplished and then go on with the planning for the next 5 years. Planning Director Maurer noted that another item to consider is the Capital Improvement Program. He noted that it has been the committee members who have made the decisions on the water expansion, sewer expansion and so forth and questioned if this is what the citizens want. and that perhaps a pole could be conducted to see what the citizens really want. Planner Wellington suggested going through the summary report and list the comments and the status of the items to see what has been accomplished. Suggested that this could be a flyer to be ppt in with the questionaire. Planner Wellington stated that he would like to see the charts up -dated. The Board suggested that the project for the mapping system forMhich funds were appropriated in 1975-76 budget be started with the remaining funds from 1974-75. -5 - Minutes May 7, 1975 Planning Director Maurer noted that the Urban System Traffic Planning is something that he is presently; putting information together on. He noted that he was working for a while with SRPEDD, however some of the information got mislaid when it was sent to Boston. He noted that thisproject is 100% Federal Funded and that the only thing the Town has to pay for is the land acquisition. 5. Reference was made to SRPEDD letter from Mr. William D. Toole dated April 9, 1975 regarding reappointment of representative. Motion: To answer Mr. {.Tooles letter of April 9, -1975 and note to him that Mr. Nelson is no longer a member of the Planning Board and has not been a Chairman since 1968 and that the present Chairman is Eleo J. Zaffini, and that the new address of the Town Office Building is 50 West Street. Also correct any other errors found in letter. (Wellington -Dunn, all in favor) VOTED 6. Board reviewed the draft letter to Ryan, Elliott and Company regarding the finishing of Francis Avenue, and noted the following: Add an additional paragraph to read: "Once you agree with these conditions then the finished coat of bitumonous concrete can be installed on Francis Avenue. Planning Director Maurer noted that they have been working for the last two weeks putting in the light stantions and such and that they had planned to pave tomorrow, with 2 inches of binder, from Owens-Illinois to Maple Street, and then everything will be brought up to grade. Chairman Zaffini questioned the switch for the'railroad. Planning Director Maurer noted that the granite curbinghad been removed and the switch had been corrected. It was noted that only a $5,000 bond is required under the Towns regulations for opening streets no matter how many openings; they make. It was the consensus of the Board to send the letter to Ryan, Elliott and Comppny as amended. 7. Board reviewed the proposed amendments to the subdivision regulations as prepared in a Memorandum by the Planning Director. Board is in agreement with amendment to Section II -E -Fees. Board in Agreement with amendment to Section III -C -2-h. Board in agreement with amendment to Section III -c -2-p. Board in agreement with amendment to Section III -C-3. Planning Director Maurer noted that the existing paragraph 3 would become papargraph 4 and would be amended to be consistent with the existing state law. Board in agreement with amendment to Section III -C -8-a. Section III -A -1-j to read: "Where a water body or wetland is located wk,thin the boundaries of the property, elevations of the water at the time of survey shall be shown on the plan. Board in agreement with amendment to Section IV -A -4-c. Board in agreement with amendment to Section V -A-8. Board in agreement with amendment to Section V -B-3. It was noted that the requirements for disposal of stumps and wooden debris had been set up by the Board of Health..Speci.fi'cations of the sewer lift station to be cross-referenced to the specifications adopted by the Board of Selectmen. -6 - Minutes May 7, 1975 Standard comments of the Water Systems, Electrical Systems and underground Fire Alarm System to be adopted into the subdivision regulations. Specifications for the seed mixture for loam and seeding to be acquired. Planning Director Maurer felt that the note above the signature block of the planning Board should state that the plan is approved under the Subdivision Regulations adopted and give the date of the regulations that the plan comes under. The Board was in agreement with this. Planning Director Maurer noted that consideration should be given to retention areas. It was noted that on a plan in Duxbury that there had been a note on the plan that required the developer to control and retain his drainage on his property. Noted that it would have to be determined when it would be an open system and when it would have to be a closed system, when the Board wants to allow them and when they don't want to allow them. Chairman Zaffini stated that he personally did not want them allowed in a residential area. Planning Director Maurer questioned how they weregoing to define a retention area. Board to discuss retention areas at a future meeting.. It was the consensus of the Board to hold the Public Hearing for Subdivision regulation amendments on the 3rd Wednesday in September, which is September 17, 1975. 8. Board discussed the definitive subdivision plan for Peter's Park and it was the consensus of the Board to request the following information from the applicant: a) A definitive plan for the off-site drainage across the property of Gonsalves, Mansfield Housing Authority, and Fireside Realty. This will involve agreements between all three parties with respect to the proposed solution to the problem. b). The topographical plan should show the lot drainage for each individual lot as it goes to Willis Street. The Plan should locate where the proposed house will be located and show that the water will be able to run off the property on to Willis Street and will not be trapped at any point on any of the lots. c) A note to be added to the plan that approval of the Peter's Park subdivision by the Board of Health is contengent upon the project being connected to the Town Sewer system. d) A three way gate valve to be installed a t the intersection of East Street. Only a single gate valve will be required at Park Street. e) A fire alarm pedestal to be installed along the property Bine of lots 4 and 5. f) The name of the street is to be Willis Street and not Willis Street Extension. This information to be submitted to the Planning Board by May 14, 1975. -7 - May 7, 1975 Minutes 9) Planners Wellington and Parsons noted that they would be unable to attend the meeting on May 14, 1975. It was noted that Planner Latham and Planning Director Maurer would have to leave the meeting at 8:00 P.M. to attend a meeting in Norton on the Regional Sewer. It was the consensus of the Board to meetiat. 7:00 P.M. until 8:00 P.M. on May 14, 1975. 10) Board reviewed the site plan for C & S Contracting Co. for land on School Street and noted the following: a) Method of disposal of the sewerage, storm drainage and refuse is not shown b) The parking requirements as noted is the standard that pertains to structures only. Since the proposed use of the property is for a garden center there are many areas within a garden center that are used for exterior sales space. This sales space should be shown on the plan and incorporated into the size of the parking spaces. It should be noted that in the Industrial Zone all parking has to be off-street so that it is important that provisions be made for off-street parking. A garden center generates a substantial amount of traffic and it is important that the required parking be provided. The parking as shown is not adequate. c) It should also be noted on the plan the method and location of the signs and the size of the signs. d) Exterior lighting is not shown. e) Loading and service areas are not shown. It was the consensus of the Board to recommend to the Building Inspector that no building permit for this be issued until the applicant has complied with all of the above requirements. 11) Board reviewed the site plan for Peter Picciandra for land on Old Colony Way. It was noted that there is an existing garage to be converted to a store for parts and repair of motorcycles. It was noted that this land is located in the Business B Zone. The Board also noted the following: a) Provision required for adequate off-street parking to serve the existing building. b) Method of disposal of the sewerage, storm drainage and refuse is not shown. c) Applicants name is not shown d) Abuttors not shown e) This proposed use could only be permitted in the Business B Zone if the zoning amendments are approved by the Attorney General. This amendment to the Zoning By-law states that all repairs are to be con- ducted within the building and no exterior display of vehicles will be allowed for sale of vehicles. Minutes May 7, 1975 It was the consensus of the Board to recommend to the Building Inspector that no building permit for this be issued until the applicant has complied with all of the above requirements. 12) Clerk Dunn noted that he would like a copy of the maps on street circulation prepared as part of the Comprehensive Planning Program. 13) Meeting adjourned at 11:00 P.M. 7 € tct,r7 Da e
