Motion: To approve the Minutes of .March 19, 1975 as presented (Dunn -Grant, all in favor) VOTED 4. Board met with Mrs. Margot Jellinek to discuss the Mill Pond on East Street. Mrs. Jellinek questioned what the Town wants. in Article 12 of the Annual Warrant and what the Planning Board knows about it. Acting Chairman Wellington noted that the Planning Board has received no information on this. 'Mrs. Jellinek submitted several documents showing that the Town does not own the Mill Pond and stated that Article 12 was for the Town to acquire land around the Mill Pond and felt this should not happen as the Town does not own Mill Pond and felt that the Town should acquire the Mill 'Pond. Mrs. Jellinek questioned what the Planning Board was going to do about it Planning Director Maurer noted that the article was sponsored by the Conservation Commission and should be discussed with them. Planning Director Maurer to acquire a plan from the Conservation Commission for the Boards review at the next meeting. Board reviewed the letter from Chrisitan and Schromm requesting the installation ,5. of underground wiring in Village Estates Section 2 and 3 be waived. Planning Director Maurer noted that in talking with the Light Director that he would have no objections on overhead wiring on Section 3 for the extension of'Village ;Road as it is only 300 feet. This does not apply to Section 2.' Motion: To waive the underground wiring in Section 3 only of Village Estates. (Grant -Dunn, all In favor)' VOTED 6. Boa rds, reviewed the tetter from Parsons, Brinckerhoff, Quade and Douglas, Inc. regarding the sleeves that will be left under 1495 with facilities for a 72 inch sewer sleeve for the Regional Sewer System. Acting Chairman Wellington noted that the Town has a Sewer Master Plan and felt that the master plan a should be checked ggainst the locations show on the plan for the sewer connections' along; with the ultimate plan for Cabot, Cabot and Forbes. Clerk Grant noted that this was just for sewer and questioned if the same would be done for water and drainage. Planning Director' Maurer to check out the Sewer Master Plan and the Cabot, Cabot and Forbes ultimate sewer plan against `the plan showing the sleeves provided under 1-495 and also to check to see if there are any proposed water linesrunning cross country, 7. Board reviewed the definitive subdivision plan for Camelot -at -Mansfield, along with the letter from the Board of Health and the report from SEA Consultants. Planning Director Maurer noted that 'SEA approved 1,5 lots, of which the Board 22, 23,240 of Health only approved 9. The Board of Health approved lots 210 25026, 30,31, and 32 and disapproved all other lots. SEA ;also approved lots 3,5,14,15 and 38, it was noted there were 4 lots which were not tested. SEA's report noted that the installation of the drainage system could lower the water table and then be retested. Planner Dunn noted that if it was based on the 9 lots that were approved he mould hate to see the Board get involved in a simiiiar situation as they did for Canoe River Acres in which the whole plan would be ouerdesigned for t the 9 lots. rt Motion: To `disapprove the definitive subdivision plan for Camelot -at -Mansfield as the road system, drainage system and retention area is an over - design for the 9 lots approved by, the Board of Health. (Dunn -Grant -3 Minutes March 26, 1975 f - 1t was noted that all of the lots approved by the Board of Health are on King Arthur Way. Planning Director Maurer noted that there are some lots in which -the report states that they could be essentially passed at a later date. Planner Dunn noted that if the developer wanted to put the drainage in at his ownriski and then come, back for approval it was up to the developer. -Mr. Antosca tame before the Board and Acting Chairman Wellington questioned what ,his intention was now that he had the Board of Health's report.' Mr. Antosca noted that 15 lots had been considered to be acceptable, however the Board of Health had only approved 9 lots. He noted that he could possibly combine 2 lots together and build large homes to make up for the cost of the road in comparision with the lots not passed. He felt that the installation of the 'drainage system would lower the water table and would be willing to invest the money in the gamble. Stated that he would like to be given the opportunity to persue it „and noted that if the drainage did`, not lower the water table enough to ,get all his lots he would be stuck with a few hots here and there but he did not intend to claim hardship as he is taking the responsibllity,4all on his own. Mc. Antosca left the meeting at this point. Planning Director Maurer noted that in talking with someone from the Board of Health, the reason for only approving the 9 lots was: because it was all on the same general area. He noted that the Board of Health wants it written on the plan which lots were approved and which lots were disapproved with respect to Article U. He noted that this restriction would have to be added to the plan before the Board of Health endorses the plan and that the Planning Board could require that same restriction. (Planner Parsons entered the meeting at this time.); Amendment to Motion: That the plan also be disppproved bacause the retention area will have a great amount of silting after storms and could create a large maintenance problem for the town, and become a large bvk4n to the town. (Grant -Dunn in favor, Latham, Parsons, Davison,.,Wellington opposed) NOT VOTED Planning Director Maurer noted that the concept of retention was mutually agreed upon between the Planning Board and the applicant some time ago and the applicant had once offered to put the cost of the retention area into a use down stream and the Planning Board did not go along with that and felt that the plan should not be disapproved because of the concept of the retention area and felt that it was wrong to bring this up now. Planner Dunn noted that he was against the development becuase Of the amount of, property being developed for 9'lots and not on the retention philosphy. Planner Latham noted that he did not think anyone knows how many lots are going to perk and there are three 'different versions as to what will perk and what will not. 'Planner Dunn noted that based on what the Board of Health decision was that, only 9 lots have passed percolation. Acting Chairman Wellington felt that he should prove that the land can perc before ,he goes putting in a 1,000 foot cul-de-sac. Atthngr,Xhalrrhan'Wellington also noted that on the Bond Estimate for the drainage that the figures are too low. Acting Chairman Wellington felt that it maybe worded that final approval will not be given until the drainage is installed and working satisfactorly. Clerk ,Grant withdrew his second to the motion made by Planner Dunn, which was Motion: To disapprove the definitive subdivision plan for Camelot -at -Mansfield as the road system, drainage system and retention area is an overdesign for the 9 lots approved by the Board of Health (Dunn -Parsons, Davison A n favor, Grant,Latham, Wellington opposed)NOT VOTED M Minutes March 26, 1975 Board reviewed the decision on the Canoe River Acres subdivision and noted that 4, he hadrecommendations from his own sail consultants and it was an%,entirely different situation, Acting Chairman Wellington asked for a reconsideration of the previous moti,do. Motion: To reconsider the previous motion. (Wellington -Dunn, all in favor) VOTED Boaed.,members noted that they ;were In agreement with Planner Dunn's motion- but was not sure as it could be rejected on an overdesign. Motion: To disapprove the plan for Camelot -at -Mansfield as the road system, drainage area, and retention area would be overdeveloping the area for the $lots approved by the Board :of Health as considered buildable. (Dunn -Parsons', Wellingtpn Davi Rn,,. Latham in favor, Grant opposed)VOTED (Planner Dunn left to attend anothei meet ng.) 8. Board met with Walter Millette to review the Circle C Estates approved subdivision plan, which was approved in 1973. Mr. Millette asked the Board if they would consider eliminating the sidewalk on one side of the street to reduce the cost of the subdivision. Requested the Board to delete the street lighting and he would put in writtng that every house have a,post light at the foot of every driveway. He noted that this would take away the expense of lighting for the Town, and would eleviate the :owners saying that they don't have proper lighting when all they have tondo is turn it on from their homes. He noted that the cost of construction now would put the lots in excess of 6,000 per lot withoutthe cost of land. Requesting the elimination of granitecurbing at one small 'radius and requesting to eleiminate the hydrant at station 12 plus 75 on Maverick Drive. Mr. Millette noted that he Pintends to, go in ad develop all the roads through base coat and then bond the rest. Noted that he would like to start within the next week to 10 days. Board to get back to Mr. Millette. 9.'' Board reviewed the requests of Mr. Millette regarding Circle C Estates, along with the approved subidivion plans, With respect to the hydrant at station 12 Plus 75 on Maverick Drive, it was the consensus of the Board that this could be eliminated if it is agreeable with the Fire Chief, provided that in ;the original design an additional hydrant was requested at the end of the cul -de -.sac. It was the consensus of the Board to require the street lighting as ;proposed. It was the consensus of the Board that the sidewalks be installed on both sides of the street. Small area of 'curb to be eliminated - Grant, Wellington, Davison in favor of el4dilihating the curbe and Parsons and Latham in favor of the curb remaining as shown.
