Minimum size of a campsite to be 2,000 square feet. Campground subject to Section V -K, Site Plan approval. 1't was the consensus of the Board not to add Governmental Buildings to the various izones. Planning Director Maurer questioned if the handout prepared for Town Meeting should compare the existing with the proposed. Planner Wellington suggested that rather than a comparative list just show the eliminations or additions very briefly. 6. Board met with the Board of Selectmen, Finance Committee and Arthur Stockus of 'Whitman and Howard, to discuss water supply and distribution. Mr. Stockus noted that in 1972 a report was prepared for the Town which recommended 6 phases for improving the water system .for storage and supply. The first phase was Witch Pond Well and related water maines, which ,included Plain Street West Street, Williams Street and School Street to :Plymouth Street. This has been ;completed and they are only awaiting the Installation of the, pump. The Town 'then investigated the possibility of resurrecting the Dustin Wel] Site and received State approval;, and is the only other; developable site in the Town. It necessitates long transmission mains down East Street, 106, East Street to Church Street, Church Street itself. This was undertaken as the inital construction of Phase 2. Church Street was to be included, East Street and 106 to Mill Street and east Mansfield Common. Mr. Stockus noted that they are investigating the Bungay Lake area and ailong the 'Canoe River area. They ;have done some ',testing in the past, and in the past year they have (completed 64 test holes. They drilled several holes in the lower region of the Wading River, some up by the Robinson Pond, and several in the Great Woods area. 0f the 64: sites, they have located 3 prospective sites south ;of the Cates Spring Well. They are within 2,000 feet of the Cates Spring Well. The Department of Pub=lic Health looked at these sites and they are (trying to obtain approval to continue prolonged testing to see if they should investigate further along these sites. Mr. Stockus noted that the Dustin Well area has a,potential of supplying a good deal of water, and Dustin Well itself has a good supply. In order to use this area to its best advantage they recommend that the Mill Street line running from the East Mansfield Comm©n along Essex Street, Ware Street, Short Street, and Fruit Street be constructed ahead of some of the phase 2 mains. This encompasses not only the phase 2 recommendation inthe initial report but also the phase 4 recommendation along Ware Street, Essex Street and Mill Street. This will not only comply with all of the requirements that they have suggested in their :inital report, but it will cut down on the cost of the transmission mains. Forming this loop would be the ideal action to take. He ooted they ,would run the School Street main from Ptymouth Street along School Street to west Street further back in the program and replace it with 16 'inch mains to run along Oakland, N. Main and High Street to connect the 12 inch line coming out of Cates Spring with the 14 inch main on West Street. 4 Minutes March 19, 1975 r This would tie the both ends of town together and will eliminate some of the leaks. He noted that by making the loop they would be helping the pressure.v for ,fire protection. Mr. Stockus noted that in September of 1974 they ran an estimate on this line and it was estimated that the project would cost $409,000. He noted in the past two jobs bid that based on the :bide it would only cost around $320,000, which is a 15 to 20% difference and this should be taken advanaage of. It was noted that work is scarce and contractors are taking a cut in profits. SelectmenLevine questioned if there was any funding for this. Mr. 'Stockus 'noted 'that at this time there was none, Selectmen Caponigro questioned if there; was any great emergency for this. Mr. Stockus noted. that there is no emergency but when the well is constructed.;and brought to use that if .the lines were -installed ahead of time it would eliminate the large cost all at once, and they are also trying to complete Phase 2 of :the project. Mr. Stockus noted that Essex Street from 'Mill to Ware Street would cost around $81,000, Essex Street from Ware to Short Street around $77,000; Short Street' about $21,000;; Fruit Street about $125,000. These are based on recent price trends. 7. Board reviewed the memorandum prepared by the Planning Director regarding, the Work Program for the Planning Board/Planning Director„ Planning Director Maurer noted that after Town Meeting there is one thing ,that he would like to get straightened out as ithere seems to be concern as to his functions to the Board and to the Town in general. He 'felt that it would be helpful to himself and to the Board as to what the exact relationship is between himself and the Planning Board. He noted that most of the things he does for the Town are, planning related. He noted that he would also like to itemize the projects which the Board wants him to work on to have a schedule, with deadlines for the completion of the project. Chairman Zaffini noted that on the Subdivision Regulations he would like to add to it a provision on retention areas for phe Board's consideration. Planner Wellington felt that the as build drawings, provided by the developer should show the vertical control on the hydrants in any new subdivision '(with the Board to supply the tag). Clerk Grant noted that there Is some discrepancy on the vertical controls existing elevations. Planner Dunn questioned why they had listed Sign Regulations on the proposed zoning amendments to be reviewed. Clerk Grant noted that some ofthe members of the Board felt that they should be changed as there were alot of variances requested, however, ;now there doesn't seem to be as many requests, Planner Dunn questioned what the preparation of the application for the Town in accordance with Community Development referred to. Planning Director' Maurer noted that there ire 39 towns eligjble and they will divide $1.3 million a and that Mansfield has received an application, which has to be returned to t HUD by May 15th. They request information on the background of Mansfield and what major projects need to be included. Minutes March 19, 1975 Planner Dunn questioned what the Urban Systems Traffic Planning was. Planning Director Maurer noted that it replaces the TOPIC program and they are reviewing the central business area and if eligilbe, the federal government: will pay for the planningof the project and fund up to 100% of the construction cost but the Town has to acquire any land necessary. Planner Dunn questioned the beautification project. Planning Director Maurer noted that they are going to start painting the bridges in Town. Planning Director Maurer noted that the Board should look >around 'Town for a new Business Zone and check it out for utilities and access and any other requirements that are necessary. Program to be discussed further at the next workshop meeting. 8. Planner Latham suggested that a Zoning Map be acquired for the Town Meeting which can be read easier as the present map has the colors too closely related in the center of town and it is hard to determine which U purple and which Is brown. 9. Board reviewed the 'letter from the .'Norton Planning Board requesting letters be sent to the Senators and Representatives in the Mansfield area to support House Bill 3933 for; land to be acquired in the Dever Property. Motion: That letters be sent to the representatives and Senators supporting the House Bill 3933 for land to be acquired In the Dever Property provided that some land is ,provided for the development of the Regional Sewer Plant' (Wellington -Dunn, all in favor) VOTED 10. Planner Dunn noted that he and Planner Wellington had attended the Public Hearing on the Regional Sewer proposal and that there seems to be concern from the Foxborough,Conservation Commission regarding sending water out of Foxborough, land questioned what preparation had been made to answer the question. vPlanning Director Maurer noted that Foxborough'is under the impress,6n that they are going to be a desert and that Mr. Morini noted that they will only, lose about 5% of the rainfall. 1. Clerk Grant questioned what the Building Inspector had done about the Eastman Ford sign at the Annex. it was noted that no response was received from the Building Inspector. 12. Planner Wellington felt that the Sewer Committe was trying to lead the citizens ofthethree towns down a,,primrose lane by telling them that the facilities planning will be completed in 1978 and that the construction will begin with a price of $25 million and that they are 1975 prices. Felt that they should tell the citizens that in 1978 it will be around $40 million. Felt that it was a falicy. It was noted that in 1971 it was estimated to be around $16 million. Advised the Planning Director to be able to answer this question when it arises. 27, Planning Director noted that at previous meetings they ,have discussed problems with bond issues for the sewer district and that most of the problems arise - when the ;districts were formed under the Special Legislation instead of Chapter 21. Planner Davison noted that at the first meetings he attended they were talking something of the cost of the plant going up X number of dollars per year. I Minutes March 19, 1975 13. Planning Director Maurer noted that next week there would be a joint meeting with the Selectmen for a Public Hearing on the Street Acceptance Articles at 8;00 P.M. It was the consensus of the Board to meet at 7;00 P.M. and hold a workshop session after the hearing. 14. Meeting adjourned at 10;15 P.M. Clerk Date r
