the hydrants should be determined by the Fire Department. Planner Wellington
further noted that the road is only 1000 feet long and under the subdivision
control regulations he would only be required to install 2 hydrants. Planning
Director Maurer to get back to the Water Department and Fire Chief on the

4. Board met with Mr. James Antosca to discuss the Camelot -at -Mansfield
subdivision. Mr. Antosca presented a letter to the Board requesting them
to reconsider their decision of February 12, 1975 and grant an extensionro-
of time for the Board's consideration until March 27, 1975 in order for a
report to be received from the Board of Health.
Mr. Antosca noted that the percolation tests should be completed by next
week and he hopes the Board of Health will submit their report to the
Planning Board prior to March 27th, 1975. Board to get back to Mr. Antosca
with their decision.
5. Board discussed the request of Mr. James Antosca.
Motion: To bring the matter up for reconsideration.
(Dunn -Latham, all in favor) VOTED
Planner Dunn felt that it would not be fair to make the applicant go
through a third Public Hearing and he noted that he had voted to deny
the approval of the subdivision because there was no Board of Health
Report and no extension had been requested, but now an extension has
been requested. Planner Latham felt that if the Board of Health does
not approve certain lots that the plan should be approved subject to the.
Board of Health approval of those certain lots. Planner Dunn felt that
the developers should be made aware of the face.that if the Board of Health
report is not in that the developer must ask for an extension or the plan
will be disapproved.
Motion: To rescind the action of February 12, 1975 disapproving the
subdivision plan for Camelot -at -Mansfield
(Dunn -Parsons, Davison, Latham,Welitington in favor, Grant opposed)VOTED
Motion: To grant the extension of time for the Planning Boards consideration
of the.Camelot-at-Mansfield subdivision Until March 27, 1975.
(Latham -Dunn, all in favor) VOTED
6.
Board reviewed the preliminary subdivision plan for Alperin Estates for
land off West Street. Board also reviewed the memorandum prepared by
the Planning Director with the comments from the various department heads.
Planner Wellington felt that with the State Route 140 going across the
access road that there is no access road into the property. However, he
felt that the Board should wait until the comments are received from the
State DPW. Planning Director Maurer stated he would contact the State
DPW before the next meeting.
7.
Board signed the definitive subdivision plans for Village Estates as voted
at their meeting on 1/29/75.
Planning Director Maurer noted that there might be a conflict with the property
owned by Reed and the property owned by Kimball and that there are attorneys
checking it out and it will not affect the road system at all. It was noted
that no appeals had been filed within the 20 day appeal period.
8.
Board reviewed the memorandum prepared by the Planning Director regarding
the bond estimate for Village Estates Section 3. It was noted that this
was the first subdivision to be bonded under the Subdivision Regulations of

July, 1972 and that the estimate was high because they now include the
installation of the fire alarm and the underground utilities. It was
noted that the Light Department Director had suggested having the -electric
utilities installed in the old manner so that it conforms with the present
subdivision however the only way this could be waived is if the applicant
had requested. Planning Director Maurer noted that the sidewalks on one
side could possibily have been eliminated if the applicant had requested
it.
Motion: To forward the bond amount as shown for $31,668.89 to Christian
and Schromn for Village Estates Section 3.
(Grant -Parsons, all in favor) VOTED
9. Board discussed the subdivision regulations. Planning Director Maurer felt
that some of the opinions of the Town Counsel should be in the subdivision
regulations. Clerk Grant felt that this would only hold true as long as
Mr. Grady remained Town Counsel. Planning Director Maurer felt that the
procedure of the Planning Board should be in the front of the regulations.
Planner Wellington felt that the Planning Director should prepare a draft
on the Subdivision Regulation amendments. Clerk Grant noted that on
Section IV -A -4-c the 200 feet should be 100 feet and all words after
the 20/ should be deleted. Clerk Grant noted that Section V -A-8 should
read "Street Acceptance Plans" and not "as built plans".
10. Planner Latham questioned what the equipment was down at the airport, Planning
Director Maurer noted that it was for the reconstruction of the taxiways,
11. Planner Latham questioned where the gas from the cot tanks went and Planning
Director Maurer noted that he did not know, however they belonged to Therma-
Ice.
12. Planner Parsons noted that Penetryn was taking pictures of the pipe over on
Park Street and that he questioned if they found anyl leaks and they stated
only small ones but not what they expected to find,
13. Planning Director Maurer noted that the Capital Improvement Program Committee
would be meeting to discuss the Capital Improvement Budget. It was noted that
the finance Committee asked that the budget be reviewed and cut down, and to
stay within the available funding. Planner Wellington felt that the proposed
budget should remain as presented. Planner Grant felt that the Committee
members should pick what is going to be cut and not just let it be cut on the
Town Meeting floor. Planner Wellington felt that if anything was going to be
sacrificed it should be the land acquisition beacuse there is alot of equipment
that could be purchased for the price requested for land acquisition.
