It was noted that there had been a problem with the pumps/ which required the
installation of new switches, and this service mmy6 the Town $124,00^ The Board
questioned why the Town was required to pay for this and /t was noted that
the Town charges the residents for the sewer assessment and that the guarantee
was up on the installation of the switches.
It was the consensus of the Board to place an article for acceptance of Leonard
Street and Leonard Ciro&m on the 1975 Annual Town Warrant.
8" Board met with Karl Clemmey to review a site plan application For land on
`
Copeland Drive. The Board noted that the curb cuts would have to be granted
from the State, Mr. Clnmmey stated that the curb outs are existing. Planner
Wellington noted that the plan did not meet the ] to l parking requirement
for Off -Street parking in the business zunev as 20v800 square feet is all that
|
is shown for parking and with a 9^000 square [mu1 building they would noud
27^080 square feet. Mr, Clemmcy stated that he would be putting a retaining
wall across the hack of the property. It was noted that this should be shown
on the plan" Board reviewed the Form Plan for this lot and noted a discrepancy
between the Form A Plan and the Site Plan.
9" Board met with John Th*mnaunn to J<soucm the Camelot -at -Mansfield definitive
' subdivision plans" Mr. Thompson stated that he had reviewed the plan as
proposed for the three leaching basins at the Williams Street entrance and
that he was against this proposal as it would put all the water in his cellar,
and that according to their engineer's report the retention area would have
to be increased to work properly. Mr. Thompson stated that he felt the proposal
for three 7aaohioJ basins was a way of saving money for the developer to avoid
increasing the size of the retention arca doJ the pipes and they would just be
dumping the mater into his cellar. Mr. Thompson stated that he was very con-
cerned with this problem and if this system was installed and caused water
problems for him that he was going to go back to the Town for recourse.
10^ Board met with Mr. James Antosca to reView the definitive subdivision plans
for Camelot -at -Mansfield. Nr" &ntnsna noted that Nr. Thompson/s engineer
stated that the crowns should be ro7sn6 and an attempt to raise the elevation
was a result of the leaching basins in wi7liams Street. Planner Wellington
presented alternatives for raising the elevations in the roadway for the
drainage that would eliminate the leaching basins.
Mr. Antosca presented a letter of request for on extension of time in the
Planning Board's consideration of this plan until January 29» 7975" or,.
Antusoe noted that he received a letter from the Attorney for Mr. Lawton with

and Mr. Lawton noted that this was acceptable, to him.
Mr. Antosca noted that Mr. Conroy had approached him with the fact that
the proposed entrance crossed his driveway. Mr. Antosca noted that he
proposes to take 10 feet from lot 3 and move the roadway over away from
Mr. Conroy°s property and that they would help fir. Conroy relocate his
driveway from King Arthur Way instead of Williams Street. Mr. Conroy
stated that hewas in agreement with this. Planner Wellington noted that
this would mean taking property from the back of Mr. Conroy°s property.
Mr. Conroy ytAted that he was aware of this. Planning Director Maurer
noted that a new Form A Plan would have to be recorded for the Conroy
property. Mr. Antosca stated he would submit a Form A plan for the Conroy
property if the Planning Board approved the moving of the roadway. Mr.
Antosca stated that he would propose to eliminate the leaching basins in
Williams Street and have the water in a closed system for the first 300
feet of roadway.
11. Board met with Mr. Ken Dray, who owns the property of 23-25 East Street, which
is a 4 unit apartment dwelling and Mr. Dray noted that he would tike to utilize
the 3rd floor and put two more apartments in. Mr. Bray noted that he was
advised that this would have to go before the Board of Appeals and he would
like to talk to anyone who has an input in their decision. Mr. Bray stated
that he has spoken to the Building Inspector and the fire Chief to discuss
requirements, ehould the permit be granted. Mr. Bray noted that he has
talked to neighbors and advised them of his plans and noted that since the
Planning Board makes recommendations to the Board of Appeals he would like
suggestions from the, Planning Board, regarding his plans so that the proposal
will be acceptable to those concerned. Mr. Dray presented plans of the layout of
the lot and the proposed parking areas. It was noted that the lot contains
approximately 12,100 square feet, however, Mr. Bray felt that he could provide
parking for 7 to 9 cars. Chairman Zaffhi advised Mr. Gray that the Planning
Board does not make the decision they just make a recommendation. Mr. Dray
stated that he was aware of this but wanted to inform the Board In case they
had ally questions to help them make their recommendation. Mr. Bray noted that
there exists presently 4 one bedroom apartments and he proposes to add two more
one bedroom apartments. Mr. Bray noted that he did not live on the premises
and that the 3rd floor was just attic space at the present. ChairmanLaffini
questioned the possibility of each apartment occupant owning two cars. Mr. Bray
noised that in such low income apartments that the possibility of them owning
two cars is very tow. Chairman Zaffini stated that any recommendations that
are imadc will be made to the Board of Appeals. it was noted that this would
require a variance because of the lot size and a special permit for the multi-
family use.
12. Motion: To accept the request from Mr. James Antosca, Camelot Realty Trust,
