13. Board reviewed the letter from the Democratic Town Committee regarding
meetings on Wednesday Nights.
Motion: To send a letter to the Democratic Town Committee advising them
that the Planning Board has been holding their meetings on
Wednesday evenings since the Fall of 1972, and, to the best of
the Board's knowledge, no one has ever been refused to come before
the Planning Board meeting with regard :to item because of a
meeting held at the 'same time. The policy of the Board, with respect
to people getting on the Board's agenda, is that the agendais
prepared on the Monday preceeding the meeting. However, any person
can speak to the Planning Board provided they make it known to
either the Chairman or the Planning Director prior to the actual
start of the meeting. The Planning Board also makes available
a time on their agenda where anyone can speak to the Board
regarding an item on that nights agenda.

14. The Board discussed the Cabot Pond Project and it was felt that the Zoning
By-law should contain a redefinition of the authority under the earth
removal provisions. It was noted that the provision for landscaping was
added in on the Town Meeting floor and that one could interpret that in
such a manner that it would completely eliminate the need for an earth
removal permit at all. The discussion of earth removal will be placed on
a workshop agenda.
15. The next Planning Board meeting will be held on December 1, 1976 and that will
be a regular meeting of the Board. Chairman Parsons noted that he would be

for December 8, 1976.

Committee is developing. They will recommend a minimum facelifting and
coordination program for the downtown area. Chairman Parsons also described
the program bf the Committee. It was suggested that becuase the program of
the downtown Development Committee invisions a program for the downtown
business area now the Board can look for other areas of business expansion.
This item to be put on the workshop agenda.
18. Planning Director Maurer noted that he met the previous Tuesday with
Ron Sullivan and members of the MBTA. Based upon the figures used by the
MBTA for Franklin when Franklin used the Penn Central the cost for Mansfield
could be in the range of $16,000 for the first year. After a contract for
a second year could be as high as $50,000 ifStatedoes not participate in the
deficiet. During the 3rd year the deficet could be as high as $500,000 if the
State does not participate. It was noted that there is an estimate of 400
people taking the train from Mansfield on a daily basis and about 1/2 of them
are Mansfield residents. Planning Director Maurer noted that contact should be
made with the State Legislature requesting the State to take over 100% of
the operating deficet.

have to be worked in on a social program, such as the Council on Aging Drop
In Center. It was noted that a portion of the monies could go to the
Council on Aging and the balance of the funds could be used for other improve-
ments in the Downtown area.
