4) Board discussed the preliminary subdivision plan for Granada Park.
Planning Director Maurer noted that the plan was reviewed by all
departments and the only comment on the plan was from the DPW
Director, who noted his concern with the off-site drainage. The
DPW Director had advised the Planning Director that the pipe that is
proposed to be installed to the brook on the Town of Mansfield
property should be reviewed as there is already two pipes going
into the brook at that point. It was noted that the Conservation
Commission has determined that this project will not require a
wetlands hearing. Planning Director Maurer to review the plans
further with the DPW Director.
5) Board discussed the preliminary subdivision plan for Hobbit Hollows.
It was noted that there were s everal comments forwarded from the
Board of Health that have not been met. It was noted that the Board
has previously voted to table action on this plan. To be discussed
at the next meeting.
6) Board discussed proposed business zoning. Board reviewed the proposed
Downtown Business Zoning prepared by the Downtown Advisory Committee.
It was noted that under the use regulations for Downtown Business that

they plan to add light industrial uses as a
r special permit and that the light industrialuses would have to be
defined. He further noted that the Downtown Advisory Committee is
proposing to establish a Fulton Pond Residential Zone, which permits
single family and two family homes and that under a Special permit
would also be allowed a Planned Business Development. It should be
noted that item #12 under use regulations should read, single family,
two-family and multi -family dwellings and that item #11 concerning
multi-famlly dwelling complexes that they propose to set new standards
for this, within the Downtown Business Zone.
Planner Mangiaratti questioned the Board's opinion on the proposed
rezoning of the downtown area. It was noted by Board members that
the area along the Rumford River should remain as residential as
the rezoning of this area may cause the total package to be defeated.
Planner Tighe noted that the Downtown Advisory Committee has spent
more time on this then the Planning Board and they are more aware
of the problems in the area and that after reviewing their proposal
he has no opposition. Planner Mangiaratti felt that commercial
amusement should be eliminated or reduced to just bowling alleys.
Board reviewed the memorandum prepared by the Planning Director for
General Business Zoning. Planner Mahana questioned the impact of this
zoning change by eliminated Business A, Business B, and Business C and
inserting a General Business. It was noted that if an existing business
changes uses then it has to conform to all ofethe requirements of the
General Business Zone including setbacks. Planning Director Maurer noted
that page 3 contains the permitted uses in the Business Zone, he noted
that changes were made in the site plan approval section, amendments
to the sign regulations,(which may requireiadditional information), and
proposal for a Planned Business Development section to be added to the
Zoning By-law. To be reviewed by the Board for future discussion.
7) Board reviewed the site plan application for Datel Systems. It was
noted that the plan now gives the specifications for the signing and
they have noted the height of the building as requested. It was noted
that the signing specifications on the plan were those of Cabot, Cabot
and Forbes and not of Mansfield Zoning By-law and they propose 8 ft.
letters attached to the building and the By-law allows only 32 ft.
letters.
Motion: To notify the Building Inspector that the site plan application
for Datel Systems has been reviewed and the Board recommends
approval with the provision that the sign information on the
plan conform to the local Zoning By-law and to also notify the
applicant of the specifications for signs in the Zoning By-law.
(Tighe-Lesuer, all in favor) VOTED
8) Board reviewed the Form A Plan for Alex Motyka'for land on Central
Street. It was noted that there was a variance granted by the Board
of Appeals for this property to be divided with non -conforming side
and rear yard measurements.
Motion: To approve the Form A Plan for Alex Motyka for land on
Central Street.

Motion: To recommend to the Board of Appeals that the variance for
Delores M. Benson be granted.

Planner Tighe noted that he was opposed to the variance beacuse when
Mrs. Benson first came to the Board requesting a variance to divide
the lot she noted that she would be building a little retirement home
and after she +:got the variance she puts up a two family.
10) Board reviewed, the Board of Appeals application for Donald Ploof.
for a variance to use two existing barns at 330 Gilbert Street for
a Welding shop. with associated office and storage space.
Motion: To recommend to the Board of Appeals that the variance for
Donald Ploof not be granted as there is commercial uses
being established without any control throughout the Town and
it will impeed the growth of the residential areas.
(Mahana-Hartmann, all in favor) VOTED
It was the consensus of the Board to mention in the letter that
they had met with Mr. Ploof and discussed the proposal with him and
are aware of the situation.
11) Board reviewed the Board of Appeals application for Christian & Schromm
to use a building located at 100 Copeland Drive for professional
offices. (Planner Mangiaratti left the meeting and did not participate
in any discussion.)
Motion: to recommend to the Board of Appeals that the variance for
Christian and Schromm be granted b -e useof an oversite in
the drafting of the 1975 Zoning By-law amendment it was
eroniously ommitted and the intent was to allow professional
offices in the Business B Zone.
(Mahana-Lesuer, all in favor) VOTED
12) Board reviewed the application of Peter John fontanini to use a parcel
of land located on the corner of Short and Ware Street for house lots.
in an Industrial Zone. It was noted that this is a portion of the area
that was petitioned to be rezoned at the Special Town Meeting, however,
there was no quorum. Planning Director Maurer felt that there should
be a plan for this so that if the variance is granted it is tied down
to specific lots.
Motion: To postpone this until the next scheduled meeting and that
the petitioner be asked for a plan showing the lots to be
used.
