6. Board discussed the Zoning Board of Appeals variance application of Rodney
Stearns to erect a 3 x 5 sign on North Main Street.
Motion: To recommend that the variance not be granted as the application
did not specifically state the reason for the request and no
hardship was demonstrated. (Mahana-Tighe all in favor) VOTED
7. Board met with Paul Dalton of Cabot, Cabot and Forbes (Planner Hartman
left the meeting and did not participate in any discussion on this agenda
item).
Mr. Dalton presented two Form A plans which had not been formally submitted
to the Town Clerk. The first plan was located on Forbes Boulevard near the
intersection of West Street. A 70,000 square foot warehouse will be
constructed on that site. The Board requested that lot numbers of abutting
properties be put on the plan.
The second lot is located at the corner of Cabot Boulevard and Oxford Road.
This site will be for the Datel Corporation.
Mr. Dalton advised the Board that Cabot, Cabot and Forbes had received the
authorization to put the finish coat of pavement on some of the roads within
the development. Cabot, Cabot & Forbes would like to pave Forbes Boulevard
+` and Plymouth Street from the Foxboro line to School Street. This road is now
being used by the Town as a through street from School Street to Route 140.
He advised the Board that they will also be requesting that the roads be
accepted at the annual town meeting. He noted that most of Forbes Boulevard
and Suffolk Road had been in service for more than four years. He established
that it cost'Cabot, Cabot & Forbes approximately four thousand dollars to
annually maintain these two roads, including the street lighting and
landscaping. The Board advised him to make a formal request regarding the
waiver of the Planning Board requirement of a one-year time period from the
date of completion of a road from its date of acceptance at an annual town
meeting.
8. The Board discussed the Zoning Board of Appeals variance application for
Wendell Jackson for a variance to construct a 30 x 60 foot building at
1143 East Street.
Motion: To recommend to the Board of Appeals that a variance to Wendell Jack-
son not be granted because the establishment of a welding shop in
an agricultural district is not consistent with the general
character of the area or the purpose or intent of the Mansfield
Zoning By -Law. The applicant did not demonstrate a hardship with
this particular piece of porperty because he presently does not
own it. (Mahana-Tighe - all in favor) VOTED
Board discussed the vairance application of Charles Holland to repair
automobiles in a garage at 130 Central Street.
Motion: To recommend to the Board of Appeals that the variance for Charles
Holland not be granted because in the application no grounds were

stated as a reason for the variance. The immediate area surrounding
the property is zoned as Residential A and the area has developed
as a residential neighborhood. The establishment of an automobile
repair service would substantially derrogate from the purpose and
intent of zoning. (Mangiaratti-Mahana - all in favor) VOTED
10. The Planning Director advised the Board that the Board of Selectmen had
scheduled the Special Town Meeting for October 17, 1977 and that there
would be five zoning articles, including three articles on which a public
hearing is scheduled on October 5, and two petitioned articles that the
Board has already held hearings for.
1) Use variance amendment
2) Elimination of piggeries from agricultural zones
11. The Board discussed earth removal amendments and it was the consensus that
the Planning Director review the earth removal regulations of other communities
and advise the Board as to what conditions would be best applicable to
Mansfield.
12. The Planning Director advised the Board that on the business zoning study
he will add the interchange of Route 495 and South Main Street as one of
the areas under consideration.
13. The Board reviewed the following Form A Plans, but took no action:
1) Phillip Hatch for land on Central Street
2) Leo Chippola for land on Oakland Street
3) Edward Goodwin for land on Angell Street
4) Lloyd Keith for land on Central Street
14. The Board reviewed the site plan approval application for Douglas Realty for
land and buildings on North Main Street. The Board noted that the following
information should be added to the plan:
1) Cross-reference to the variance issued by the Board of Appeals
2) Show the zoning classification
3) Total square footage of the building
4) Show the required parking spaces
It is the Board's opinion that under the zoning by-law, 7
off-street spaces would have to be provided.

15. The Board reviewed the letter from Gene Ceccarelli requesting release of
securities for the completion of the curbing on the left-hand side of the
entrance to Willis Street. Also requested was the balance of funds held
by the Town. The Board reviewed the Planning Director's memo on this
request.
Motion: To release from Mansfield Cooperative Bank Account 6186 the amount
of $500.00 which was held for the completion of the curbing at
the entrance of Willis Street and to advise Mr. Ceccarelli that
no action will be taken on the release of additional funds until
the present construction action has been adjudicated.
(Tighe-Mangiaratti all in favor) VOTED
16. The Board discussed the letter from the Mansfield Housing Authority regarding
the drainage ditch of the Peter's Park subdivision.
Motion: To advise the Mansfield Housing Authority that the Town is holding
securities for the completion of the drainage ditch, but that the
Ceccarellis' responsibility in completing the required work is
under litigation. The Board cannot take additional action until the
case has been adjudicated.
(Tighe -Hartmann, all in favor) VOTED
17. Mrs. Jellinek advised the Board that a drainage ditch had been developed
