Planning Director to check with the Town Manager.
5. Board met with Stephen Lanzilla regarding his appointment on the
Downtown Advisory Committee and the fact that he is presently not a
resident of Mansfield. Mr. Lanzilla advised that he lives in Norwood
on a temporary basis and is looking to find permanent housing in
Mansfield. He noted that he is presently a registered voter in Mansfield.
Chariman Parsons noted that he felt Lanzilla should move back to Mansfield
within 30 days or resign from the Committee. Planner Tighe noted his
concern with a non resident voting on Town matters. Planners Mahana and
Mangiaratti noted there were qualified persons on the list for the committee
and it was not fair to them to have a non resident member. Mr. Lanzilla
advised that he would abstain from Committee participattoh for the next
30 days and in the interim try to establish permenant residency in Mansfield.
6. Board discussed earth removal application of Richard Morse. Planning
Director to set up meeting with Board and appilicant.

in accordance with the Planning Board letter of Augustm2-f`, 1977 and the
Town Counsels letter of August 22, 1977. 1

provisions in relationship to a lot on Spring Street.
10. Board met with Franklyn Allen and Peter Fontanini regarding rezoning of
land from industrial to agricultural near the intersection of Short and
Ware Streets. This land was proposed for rezoning at a Special Town Meeting
but the planning Board recommended against -it based upon the airport master
plan. They advised the Board that they would like to have the Boards

would be held and a recommendation would be made at that time.

approval of a future subdivision
b. More definitive information concerning the width and location
of Mill Street
c. Elevation of wetland area
13. Board discussed the flood insurance program and the amendments to the
subdivision control regulations. Planner Tighe noted his concern with
the proposed regulations in that they were not specific enough and did
not give the Board the power to turn a plan down if the construction
would not be adequate in a flood situation. It was the consensus of the
Board to advertise for the hearing but to strengthen the regulations
prior to adoption.
14. It was the consensus of the Board that the meeting of August 31 will be for
the rezoning hearing and the balance of the meeting for a workshop on
Earth Removal and Business Zoning.
15. Mrs. Margot Jellinek requested that she and Mr. Sherman be put on the
agenda to discuss the Camelot subdivision. She was advised that they
would be scheduled during the next regular meeting.
16. Planner Tighe suggested that the Board consider establishing a policy
of not signing Form A plans the first time they are reviewed by the Board..
It was noted that if a plan meets the requirements then it should be endorsed
and that the establishment of a firm policy could present difficulties in the
future. Planner Tighe advised that if he felt that a plan should be held out
for more than a week he would move to do so and it would be voted on its
merits. Other members concurred to follow the same procedure.
17. Planner^ Tighe asked when Pat Gove would be returning to work. The Planning
Director stated that it would not be before Sept. 6, 1977 on the orders
of her doctor.
18. Board endorsed the definitive subdivision for Beechwood Estates of Short
and Ware Street. The plan was formally approved by the Board on July 20, 1977.
