Board reviewed the request for an extension of time for the Planning Board's consideration of the Beachwood Estates subdivision. It was noted that the applicants were requesting an addition 45 days to meet the requirements of the subdivision regulations. Motion: To grant a 45 day extension of time for the Planning Board's consideration of the Beachwood Estates subdivision plan. (Mahana-Hartmann, all in favor) VOTED Planner Tighe noted that the General Laws state that the applicant shall bear the expenses incurred for the review of the subdivision plans and questioned why it comes out of the Planning Board budget to advertise for these hearings. It was noted that the applicant pays a feeof 50¢ per lineal foot of roadway at the time of the submission of the plan and this fee goes into the general town accounts. Planner Tighe questioned if a plan is resubmitted and a new public hearing is held if the applicant is required to pay a new fee, It was noted that they are not required to do so and that perhaps the Planning Board should change their regulations to include a small fee for a new public hearing. 6. Board discussed the definitive subdivision plan for Karl C1emmey, It was noted that the only itemr'raised at the Public Hearing was if the Board wanted him to show the proposed Route 140 on the plan. Planner Tighe noted that the subdivision regulations calls for all streets and ways to be shown on a subdivision plan. It was. the consensus of the, Board that the proposed sideline of Route 140 should be shown on the plan. Clerk Lesuer questioned if the stone wall was strong enough to hold the weight of the fill for the roadway. Motion: To request that a detailed cross-section of the stone wall be shown on the plan. (Lesuer-Hartmann, all in favor) VOTED 7. Board discussed business zoning. Chairman Parsons noted that the last time they talked about business zoning he remembered discussing the possibility of developing a business area that would encourage larger development, such as the Route 106 area and the Route 140 area and not hold business to the downtown area, lie noted that they had to come up with a scheme for parking and building size so that they could have ( shopping center type of business. Minutes June 1, 1477 Page 3 PlanneiiTighe felt that nothing definite came out of the long hours spent on business discussion. He noted that the Board did not understand how much business was needed for the Town of Mansfield. Planner Mahana noted that they also spent time considering where to put automobile dealerships. He noted that it was his feeling that Central Street should be rezoned up near the Foxboro area beacuse of the Homart Shopping Center. Planning Director Maurer noted that they had discussed certain types of business development along Route 140 and considered having a quality of the development so that what went along Route 140 would not be a release from the downtown and the two things would be competetive. He noted that according to the Comprehensive Planning Program to meet a population standvrd of 15,000 they would need 165 acrds of business land and now they only have approximately 84 acres. Planning Director Maurer felt that the new business hreas should be designed to strengthen the 'downtown areas and the area in WeWMansfield around the Old Country Store and in East, Mansfield the area around the commons;, which is already zoned for business. He noted that the idea of rezoning Route 106 was added on after the Comprehensive Planning Program was prepared and felt it did not come up with the general logic used in developing the business policy. Planner Mahana felt that they should consider rezoning Route 106 for business use because of the development that is beginning in Easton on Route 106 and that they should also consider the area adjacent to the Homart shopping center. Planning Director Maurer noted that if they are going to recommend the rezoning of Route 106 in East Mansfield then they Should consider a service road. Board discussed the rezoning of land at the intersection of Route 140 and Route 106 up to the Foxboro town line. Board discussed the wetland areas within this section. It was the consensus of the Board to meet with the Conservation Commission to get their imput on the building within the wetland area for business use. Planning Director Maurer suggested that the Board meet with the Foxborough Planning Board to see what they are Planning on the Foxboro side of central Street. This to be done after they get imput from the Conservation Commission. Planning Director Maurer to summarize tonights proposal so it can be discussed with the Conservation Commission and also to consider bringing the :Zoning,+down Route 140 (existing) to School Street. 8. Board discussed Scenic Roads. Board also reviewed the memorandum preprared by the Planning Director regarding standards for scenic roads. Planner Mahana felt that rather than have it to the Conservation Commission to suggest roads that the Planning Board should have some imput into it. Planner Mahana noted that there is going to be objection from residents regarding the€:changing of roads because they are afraid of them becoming race tracks. Planning Director Maurer felt that if the Town is going to invest money to improve the streets that it is unwise to make an expenditure if they are going to keep the roads at 18 or 20 feet wide. He noted that more people use the roads besides the ones that live on them. Planner Mahana felt that wide roads would discourage safety. To be discussed further after the Board has had time to review the memorandum.
