MINUTES
May 12, 1977

1) Motion: To approve the minutes of May 4, 1977 as presented.
(Hartmann-Mahana, all in favor) VOTED
2) Board discussed the plan for Beachwood Estates. Planning;; Director
Maurer advised that Mr. Allen will be coning before the Board to
discuss two ritems; ,the drainage extension but to Ware Street and
Short Street as requested by the Board of Selectmen, and the drainage
ditches that will be constructed along the rear of the property. He
advised that'the ditches have not been filled in as requested by
the Conservation Commission and the perc tests have not been conducted
by the Board of Health.
3) Board reviewed the Form A Plan for Mansfield Trust for land on Hampden
Road. (Planner Hartmann left the meeting and did not participate in
any discussion.)
Motion: To endorse the Form A'Plan :for Mansfield Trust for land on
Hampden Road,
(Mahana-Plourde, all in favor) VOTED
4) Board discussed the plan for Karl Clemmey. It was noted that the Public
Hearing will be held on May 25, 1977. (Planner Mangiaratti entered the
meeting at this time.)
5) Board reviewed the site plan approval application for Brian McLaughlin
for land on Copeland Drive. Planning Director Maurer advised the Board
that the plan had been previously submitted to the Board and approved
but because of the zoning amendment the setback requirements have changed.
Under the previous plan an easement was shown across the property of
Souza and the catchbasin was in the lower corner of the property. That
catchbasin isnot shown. It was noted that there was no provision for
signing on the plan, a retaining wall is shown on the 'plan and 'should
show the following; elevation of the top:of the wall and the base ;of
the wall on abutting property and the cross section on the wall showing
reinforcement and 'footings. It was noted that this latter point will
be_a requirement of the 'Building Inspector but should be shown on the
site plan. It was noted that permission will have to be obtained from
the abuttor for the right to enter their property to construct the wall.
The existing curb cuts on to Copeland Drive are not shown.
Motion: To write a letter to the applicant advising him that the
Planning Board will not consider the application until the
above comments have been corrected and shown on the plan.

6) Board reviewed the revised plan for Rustic Acres. The Planning Director
noted that the corrections as requested by the Conservation Commission
had been made.
Motion: To approve the revised drainage plan for Rustic Acres subject
to the following:
1) That the plan be amended with a new signature block
for the Planning Board to sign.
2) That they cross-reference the decision of the Conservation
Commission
3) That the type of pipe under the gas line be shown.
(Tighe -Hartmann, all in favor) VOTED
7) Board reviewed the form A plan for Guido Scarpellini for land on
Balcom Street. After reviewing the, plan the Board decided that the
description on the application form did not conform to the plan.
It was the consensus of the Board to return the plan for corrections.
(Mr. Peck, the applicant, took the plans for correction.)
8) It was the consensus of the Board to meet on Thursday, May 19th at
7:30 P.M.
9) Meeting adjourned for the formal presentation on the three development
alternatives for Mansfield presented by the Harvard Graduate School
of Design.
