4. Board reviewed the definitive subdivision plan for Strawberry Meadow for
land off Fruit Street. It was noted that the Storm Drainage and sewer will
go into the Spruce Acres subdivision and that when the Spruce Acres
subdivision was constructed it was designed to handle additional water
and is large enough to handle this subdivision. Planning Director Maurer
noted that the only concern he had is the pitch in the pipe for the sewer
from the Spruce Acres subdivision over to the Strawberry Meadow subdivision
and thought possibily the pipe might need to be increased.
(Chairman Parsons entered the meeting at this time.)
5. Board reviewed the Form A Plan for Harry McPherson for land on Maple Street.
Motion: To sign the Form A Nlan for Harry McPherson for land on
Maple Street, with the stamp, that No Building Permit shall be
issued for lot 3 without prior approval of the Mansfield Planning
Board.

6. Board met with Lloyd Geisinger and James Peerson from the Harvard Graduate
School of Design, Department of Landscape Architecture. Mr. Geisinger
noted that for the past 10 years Harvard Landscape Architecture Departments
has been developing a land use computer system. This is to determine where
the best places are for development within the Towns. He noted that where
you might want to locate a shopping center or housing, might not be the
ideal place to be because of environmental problems. He noted that over
the past 10 years the Department of Landscape Architecture has developed
this technology to a sophisticated point. He noted that the Director of
the Department had approached the Planning Director of Mansfield to see if
Mansfield would become a study program for this project.
Approximately 30 students have been devehoping a data base for Mansfield,
which tries to take all of the information one might want to have and
from that they are able to make models. It was noted that the data base
has 45 different items in it.
Mr. Geisinger noted that Mansfield is going to have development pressures
soon and that the Planning Commission should be able to make safe decisions.
He noted that approximately 45 students have been working 20-30 hours a
week for 4 months to develop the data base. He felt that Mansfield was in a
position to take advantage of the Data Base and advised that through a grant

from H.E.W. (Health, Education and Welfare) that they would like to take
this information and have a workshop project and determine the likely
development that the Planning Board sees for the Town and where the
development is likely to go, and then use the computer work available to
determine if there are any problems that might come up.
It was noted that they are working with Professor Steinert at the Harvard
Graduate School of Design and that in dealing with the growth they would
like to see interested spectrum. Mr. Geissinger rioted that they do not
take a negative attitude on growth as they are not negative growth
oriented.
James Peerson noted that they want to submit a proposal to HEW for a
$10,000 grant, which has to be sponsored with in-kind service, which
will primarily be time from the Planning Director, Secretary, Assessors,
Town Manager, and various other Town boards. He noted that there will be
no cash involved from the Town. He noted that they are looking for a
letter of endorsement from the Planning Board, if they are agreeable.
He noted that if the grant is awarded that the project would start in
late summer or early fall Fie felt that the Planning Director was
right on top of things and that Mansfield would be ideal for this.
Lloyd Geissinger noted that they are both getting two degrees from
Harvard, a Master in Landscape Architect, and a Master in City Planning.
He noted that this is an experimental project and that they are the only
two involved. Noted that they have been working with Professor Suskind,
who wrote the Growth Policy Legislature and feels strongly in citizen
participation.
James Peerson noted that Professor Steinert pioneered this technology, which
is being used in a large extent overseas because of natural resource
requirements. He noted that this is not just a textbook exercise and that
they are trying to do this on a local level and involve the people in it.
Lloyd Geissinger noted that this proposal includes a working paper that
will describe the purpose, a slide presentation with a sound track to
highlight the development that cometfeoutedf the workshop, the environmental
affects, and the growth stratergy alternatives, and a 4 page newsletter that
will put everything down into a simple language that everyone can understand.
James Peerson noted that there does not seem to be a clear consensus of what
development is going where and the purpose of this is an effective way to
achieve a consensus, first they will review 10 years then 20 ,years from now.
I Planning Director Maurer noted that most of the time will be from the
Planning Director and possibly the secretary and a few office supplies.
It was noted that all meetings, including this meeting tonight can be
considered in -time service. He felt that this would be benefical to the
Town.
Chairman Parsons noted that he had attended a classroom meeting that was
reviewing this at Harvard and that he was very impressed. He felt that the
Town was fortunate to have this opportunity.
It was noted that in order to submit the application to HEW that the.Planning
Board has to submit a letter that there is a need in the Town for an

increased understanding of environmental issues regarding growth that that
they are working in conjunction with the Harvard Landscape Architect
Department and that they will jointly sponsor it.
Clerk Tighe questioned what the main thrust of the proposal would be.
Lloyd Geissinger noted that the main thrust is to increase the Towns
understanding of the growth of the Town. Clerk Tighe questioned the
workshops and what they would oonsist of. Lloyd Geissinger noted that the
workshop is to get the people involved and this is where they will try to come
to a consensus of where the growth will happen and the problems that will
come about. He noted that it would consist of about 4 saturday afternoons
over about a 4 mouth period, in which they will try and get a wide
spectrum of interested groups, such as industry, commercial, business,
and teachers in all these workshops to get different points of views.
Planning Director Maurer noted that it might be interesting to see the
Land Development Policy prepared in 1973 overlaid on to the new map and
see what the computor does.
Motion: To send a letter to HEW that the Tdwn isoihneed of an increased
understanding of environmental issues regarding growthand that
they are working in conjunction with the Harvard Landscape
Architect Department and that they will jointly sponsor the
Harvard program.

It was noted that the study does not include pollution or air pollution
because it is a rural community and there is not much variation within
the Town.
Board reviewed the definitive subdvision plan for Strawberry Meadow
It was noted that a concrete cap is proposed over the pipe as there
is not enough depth.
Motion: To table consideration of the plan for strawberry Meadow
until they hear from the various boards and committees.
(Tighe=Lesuer, all in favor) VOTED
Board reviewed the memborandum prepared by the Planning Director
regarding the Canoe River Watershed. Planner Lesuer questioned if it
was possible to get the Town engineer to review this. Clerk Tighe
questioned if the Harvard Study would identify some of the problems.
Planning Director Maurer noted that he was interested in getting more
definitive information than would be supplied by the Harvard Study.
Clerk Tighe noted that thememorandum has showed him the neccessity
of having more information on this and that he felt this is a serious
problem that needs consideration, however, the Board can't do anything
until it is carried a few steps to find but how much it will cost to
get the information.
Planner Plourde suggested that they should contact a consulting firm
and let them spend one day or two analyzing the study and have an estimate
prepared on what is entailed. Planning Director Maurer noted that by
interviewing consultants you can obtain clot of information. He noted
that one of the items to be considered is how much information the town
already has available.

Planning Director Maurer to talk to Camp Dresser, McKee, since they are
doing other work within the Town, and try to get some information on
this project and what it will entail.
9. Board reviewed the Zoning Board of Appeals application for Karl Clemmey
to allow a 98.65 foot frontage on West Street and a non -conforming setback
measurement on a proposed street.
Motion: To recommend to the Board of Appeals that the variance for
Karl Clemmey be granted.

80. It was the consensus of the Board to hold the next Planning Board meeting
on Wednesday, March 2, 1977 at 7:30 P.M.
11. Board reviewed the Form A Plan for William Lewis for land on Fruit Street.
It was noted that a strip of frontage was left with Parcel D so that there
is only 50 ft. of frontage in the lot, proposed for industrial use as
industrial lots are assessed for their frontage.
Motion: To table consideration of the Form:A Plan for William Lewis
until the next Planning Board Meeting.

12. Planner Lesuer questioned the tax title property meeting. Planning Director
Maurer noted that parcels unknown on Route 106 Will be taken by the Town
and held for a while. There is 26 or 27 acres in the Great Woods that the
Great Woods Committee is going after. There were other parcels that would
be for Conservation pruposes.
13. Planning Director Maurer noted that the Downtown Development Committee's
presentation will be on March 3, 1977. He noted that 300 invitations are
going to be sent out.
14. Planning Director Maurer noted that the Town will be acquiring the
arailroad right-of-way through Norton and that h6 -has been handling
all of the required work on this, so the material for business zoning was
not ready as of yet. He noted that the land must be acquired before the
first of July to continue on with the second phase of the Grant, which is
for about $950,000.
15. Meeting adjourned at 10:15 P.M.
