5) David White appeared before the Board to discuss drainage onto his land
on School St. from Rt. 495. He read a letter from the State stating the
.pipe size has been increased from 15" to 24". Mr. White invited the
Board to attend a hearing at 100 Nashua Street in Boston on January 8, 1979
set up by Rep. Leon Lombardi to discuss the problem. Mr. White stated
he would like to petition the Selectmen to increase the pipe size on
School St. to the size it should be. He offered two solutions to the problem.
One is to increase the pipe sizes throughout 495 all the way to the Rumford
River. The second is to have a retention area so the discharge would be
released at a rate the pipe would be able to handle. Mr. White stated
he feels that if he has to design for a 50 year storm the State should
have to also. He is concerned with protecting himself from future flooding
The flow goes from North of School St. to 495 and the only way it can be
discharged is from a pipe. All the water flows toward Mr. White's pro-
perty. Mr. White stated the rate of flow during the 50 year storm would
be 167 cu ft. a second and it would flood his property. Mr. White said
he wanted to build an ecologically sound pond on his property that would
cover 4 acres in area and have a 4 ft.conto.ur with two earthen dams and
a standpipe arrangement that would discharge water downstream further.
The depth would be 14 to 16 ft. He wants to excavate existing wetlands

turn it into a pond. Mr. White said he has checked with the division
of fish and wild life,.but hasn't received approval. He said it might
be possible to grow Trout. Chairman Parsons questioned if it would
still be necessary to increase the pipe size with a pond. Mr. White
replied, no. It was decided after talking to Mr. White to allow the
letter written to Robert Teirney, Chief Engineer of the Mass. D.P.W.
in regard to Mr. White's problem to stand as written.

suggested statements be added explaining the General Business Zone and
the different types of gravel removal classifications in the new earth
removal regulations.
13) Wetland Zoning - It was noted that maps already exist that define the
wetland areas in Town and it would be a duplication to have new maps
drawn. Planner Grant noted the regulations should read no building
100 ft. from the high water line at the edge of the stream not from
the center of the stream. It was decided to discuss revisions on Jan-
uary lOth and inform interested persons about the meeting.
