6) Chairman Parsons welcomed members of the Conservation Commission, Chairman
Fred Rys and Members'Doris Webb and David Devnew and persons interested in
serving on the Wetlands Zoning Committee, Marydee Flynn, Carl Nelson and
Franklyn Allen, Jr. Margo Jellinek also attended. He explained that the
informal meeting was being held to discuss current regulations concerning
Wetlands Zoning and to explore what could be done to improve current regula-
tions. Planning Director Maurer summarized a memorandum on Wetland Zoning
dated October 28, 1978 that was sent to those interested in attending the
meeting. He also noted the requirements in Subdivision Regulations, and the
conflict between Conservation Commission and Planning Board requirements.
Board of Health regulations cause no problems. Planning Director Maurer
felt that minor revisions in the existing laws would eliminate problems
without a major revision. Conservation Chairman Rys commented if there -were
more stringent wetland zoning regulations it would solve a lot of their
problems. Planner Mangiaratti commented there should be a way to retain
water in the ground to protect the water supply for future generations.
Conservation Chairman Rys noted the more you fill, the faster the run-off
and the less that goes into the ground. Planning Director Maurer explained
that recharge areas for water supplies are found in areas where you have
gravel supplies, not wetlands with hardpan. Margo Jellinek noted that fifty
towns in Massachusetts have adopted Wetland Zoning Regulations. She noted
maps are available to show where the wetland areas in Mansfield are. She
stated Canoe River and Wading River basins are the two main areas in Town
where you couldn't build. Clerk Lesuer noted we should determine which of
the wetland areas affect our water supply and which don't. He also questioned
what amount of water would be necessary to carry us through. Director
Maurer commented our present pumping capacity for water supply is five
million gallons per day and that the existing recharge areas have the

potential of providing the Town with a water supply of ten million gallons
a day. He also noted the need to preserve potential water supply areas.
Carl Nelson wondered if there has been a study to determine where the water
is coming from and noted that things done in other Towns could affect our
supply of subsurface water. Marydee Flynn commented this study wasn't
basically to protect the water supply, but felt it should be followed
through. Franklyn Allen felt the 25,000 sq. ft. requirements out of 30,000
sq. ft. of buildable land in the Agriculture zone discriminated against
people with agricultural land because in Residence A you could build on
15,000 sq. ft. out of 18,000. Conservation Chairman'Rys noted the regu-
ations should read 25,000 sq. ft. of contiguous land for building and they
don't read that way now. After the meeting Chairman Parsons noted the
Board would be devoting a workshop session to Wetland Zoning in the future
and will contact SRPEDD for help. He also noted that it should be a
cooperative effort between the Planning Board and Conservation Commission
and the Conservation Commission will be invited to the workshop session.
7) Norman Gray, Jr. introduced Leo T. O'Neill to the Board. Mr. O'Neill
stated he had a client who was interested in developing Clapp's Point into
Condominiums. He stated the development would be similar to Sunset Lake
in Braintree.and the Walpole Country Club. There would be 8 buildings
with 8 units to a building. The density would be about 8 units per acre.
Chairman Parsons questioned sewerage and Mr. O'Neill stated they would
either have a permanent system with leaching fields in an area as far away
from the water as they could or they would go through to Reservoir Street
to ,pick up the sewer line. Planning Director Maurer noted the nearest
connection would be the sleeve through Rt. 495 and sewerage would have to
be pumped to that location. He also stated he would look at a major leaching
field in that area unfavorably and felt the 'Board would approve it only if
it were tied into sewerage. Planner Mangiaratti questioned the water pressure
in the area. Director Maurer noted it is not included in the Canttal
Improvements Budget, but it is listed. Planner Grantquestioned how many
bedrooms would be in each unit. Mr. O'Neill stated it would be fairly
evenly divided between one and two bedroom units. He noted that past
experience has shown that the bulk of the residents will be "empty nesters",
couples between 45 and 65 who's families have grown. Mr. O'Neill also
stated he had someone interested in the gravel pit across the street for
industrial development and noted he felt this was the best parcel of land
for industry in Town. Planner Mangiaratti noted the developer would have
to comply with all the regulations in force in 1976 when the Form A plan
was signed in order to obtain approval from the Planning Board.
8) Karl Clemmey stated he is starting his monitoring wells on December 1st
and wanted to know when the Board wanted reports. Chairman Parsons told
him to put them on the plan at the end.
9) While Planner Mahana was out of the room the Board reviewed his Form A -
Plan for land on Oak Street.

proposal for earth removal from the Vazza property on South Main St.
Motion: To write a letter to Mr. Morgan informing him the Board does not
have the authority to waive any of the requirements within the
By-law and any modifications required would have to be approved
in the form of a variance from the Mansfield Zoning Board of Appeals.
The Planning ,Board will not comment on their position on several
of the standards you wish to have waived, but they will not issue
a permit with the conditions waived for the length of time of the
monitoring wells, the relaxation of standards for the finished
grade above the seasonal high water table, or from the time of
submittal of the application.

16) It was the consensus of the Board to hold the next meeting on December 6, 1978

working on the Fairfield Project and held a public meeting on Traffic flaw
and parking in the downtown area. Twenty-five to thirty people attended
the meeting. He hopes to have some recommendations before the end of the
year.

18) Planning Director Maurer noted that during the Wetland Zoning discussion
the point was brought up to have SRPEDD locate the wetland protection
areas. Research has already been done by Whitman and Howard and it might
be better to bring someone in from there to discuss it.
19) The meeting adjourned at 10:45 P. M.
