A transcript of that hearing is on file. (Planner Hartmann entered during the hearing.) 9) Board met with Mr. Frank Edelston of Sweet Manufacturing and Mr. Robert Wahlberge Jr. of Bowerman Bros,,, the engineers for the applicant, to review the site plan for Sweet Manufacturing. Mr. Wahlberge noted that there is a proposed addition and would include an -increase in parking area. He noted that the proposed drainage is planned to take the water off the edge of pavement and allow it to go through the meadow through an existing ditch. Mr. Edelston noted that the Company, 7 years ago, employed 65 people and this has now increased to 130. With the new addition e mployment will be increased to another 50 people. It was noted that the current run-off goes into the field now. Planning Director Maurer noted that he met with the representatives of the Sweet Manufacturing Company and that his only concern was the run-off. He advised that he and the Town Engineer took a look at the site and that there is a ditch already there for the waterto go into. Planner Grant questioned if there was going to be any extra topsoil and advised that if it is over 150 cubic yards that they will need approval from the Planning Board to remove this. Motion: To recommend to the Building Inspector that the Building Permit for Sweet Manufacturing be granted, based on this site plan. (Hartmann-Mahana, all in favor) VOTED Planning Director Maurer noted that as part of the financing for this addition they are going through the Industrial Development Finance Authority and the Board will be required to make a recommendation on this at a later time. Minutes October 11, 1978 Page 3 10) Board reviewed the lot release for David Freiday on Stearns Avenue. Planning Director Maurer noted that the Form A Plan was signed 6 years ago and left provisions for a subdivision in the rear. The form A was stamped by the Planning Board that no building permit shall be issued for this rear lot until approval from the Planning Board has been received. A variance was issued for this lot for a single family dwelling and in order to 6btain a mortgage on the property the lot has to be released by the Planning Board. Motion: To remove the restriction from the lot and allow a single family home to be built there. (Grant -Hartmann, all in favor) VOTED 11) Board discussed the gravel removal application of Henley -Lundgren Co. Chairman Parsons noted that several members of the Board were very presumptuous in their statement of opposition to the application and hoped it would not cause any complications if it was taken to court. Planner Mahana apologized for making his decision known publicly, but noted that there are so many conditions that have not been met and that he had doubts about, such as wetlands hearings, being 2 feet above the water table at the completion on operation, and there has been no satisfactory answer as to the drainage. Planner Mahana questioned if there are any wells in that area. It was noted that there are none. Chairman Parsons felt that it would be advisable to have the Planning Director prepare a memorandum on the points discussed, bothin engineering aspects and the points made by the public. Planning Director Maurer noted that there may now be a problem if this goes to court because the Planning Board made their positions known before a formal decision was made. Planning Grant noted that he asked Town Counsel on this and he said that the members have a right as individuals of the Board to express their own opinions. Motion: To have the Planning Director prepare a computation on the items that do not conply with the Zoning Bylaw, as well as the items raised at the Public Hearing, such as Land Owners, Cross Sections , topography, soil types, slopes and drainage. (Lesuer-Mahana, all in favor) VOTED 12) Board discussed the letter from the residents of Canoe River Acres. Planning Director Maurer noted that he spoke to Mr. King and they are preparing to pave the road now. There are points in the letter that are not related to the Planning Board such as`ppeeding conditions and other conditions caused by the residents, of the duplexes. Motion: To acknoweldge the receipt of the letter and advise that it is the Planning Board's understanding that Mr. King is planning to pave and to point out what is not the Board's responsibility. (Lesuer-Mahana, all in favor) VOTED 13) Mrs. Jellinek came before the Board and noted that she would like to point out that when she asked at the Public Hearing for Henley- Lundren Company what would happen to the extra material over the 700,000 cubic yards that they replied it would stay in and this is admission that there is more material than the700,000cubic yards. Minutes October 11, 1978 Page 4 14) It was the consensus of the Board to hold the next Planning Board meeting on Wednesday, October 18, 1978 at 7:30 P.M. 15) Planner Hartmann apologized for his late arrival at the meetings. 16) Meeting adjourned at 10:25 P.M.
