Motion: To approve the Minutes of August 9, 1978 as presented`. (Lesuer-Mahana, all in favor) VOTED 4. Board met with Fred Barrows who noted that he is applying in a residence B Zone for a multi -dwelling complex at 56 Draper Avenue. He noted that it is presently a two family dwelling and is applying for a 3rd unit for dwelling purposes. It is an existing building and will only require interior changes. He noted that he is requesting that some of the requirements of the Multiple Dwelling Complex Provision be waived as the requirements would cause such a financial hardship. (Planner Matoian entered the meeting at this time.) Chairman Parsons advised Mr. Barrows that this would have to be applied for with the Board of Appeals and then the Planning Board will make a recommendation to the Board of Appeals. Minutes August 16, 1978 Page 2 Planning Director Maurer noted that this is the same application that was filed for a 3 family residence in a Residence B Zone and the Board of appeals granted the variance, however it is now under Appeal. What he is now doing is reapplying under the provision of the Zoning By-law under Multiple Dwelling Complexes. He will be requesting a variance from the dimensional requirements of 60,000 square feet and setback requirements. What they intend to do is if it is granted and then appealed under that provision they will have a better ground for beating the appeal than under a use variance. 5. Board discussed the site plan for Toyota for land on Forbes Boulevard. Planning Director Maurer noted that he has requested additional information from the applicant, but has not received it yet. Items required were signs, removal of surplus material, and refuse disposal. Planner Grant noted that if it is not shown on the plan it means that there isn't any. Chairman Parsons noted that they should make a note to indicate that. Planning Director Maurer noted that the applicant has indicated that there will be these items. 6. Board reviewed the memorandum from Planning Director Maurer regarding the release of securities for work completed in Elmwood Park. Planning Director Maurer noted that two years ago they put the binder coat in during cold weather and the area broke up, now the work has been redone during the warm weather and is corrected. Motion: To release $14,625 from Letters of Credit with the Norfolki County Trust Company for Elmwood Park work completed, in accordance with the Planning Director's memorandum of June 16, 1978. (Grant-Mahana, all in favor) VOTED 7. Board discussed the Planning Directors Memorandum regarding the draft of SRPEDD's preliminary report on I-495 Growth Policy. Chairman Parson's noted that the Planning Director will not be able to meet with SRPEDD at 8:00 and felt that they should review the memorandum with him prior to the meeting. Planner Mahana questioned why they try to draw all the industry to New Bedford, Fall River and Taunton. It was noted that this is because the cities are more likely to get federal and state funding. Planning Director Maurer noted that he talked with the person who worked on the draft report and she told him that she turned it over to SRPEDQ and they sent it out. SRPEDD is now saying that they never saw it and she insists that there is no collusion with the City of Taunton. Other points noted are discussing the proposed zoning and business zoning changes, and the concept of parallel service roads, on Route 140 and 106. The service roads is consistant with what the Planning Board talked about but they talk of the Town paying and the Planning Board discussed the developer paying. Planner Grant noted that what they did was make the setbacks so great that the Town could come in and take the land and build the service roads. Planning Director Maurer noted that the next item] s the type of use that will be allowed along the highway and it is now the time to decide if they want business or residential. (Planning Director Maurer left the meeting.) Minutes August 16, 1978 Page 3 8. Board met with the Board of Selectmen and Mr. Zaleski and Mr. Pobst from SRPEDD to discuss the draft of the I-495 Growth Policy for the Town of Mansfield. Mr. Zaleski noted that after talking to the Planning Director regarding the industrial view that they have made revisions and he submitted five copies of the revision. He noted that the analysis is for the whole area of 8 towns that they consider to be afected by 495. It shows that every Town is trying to better industrial parks in hopes that 495 will bring industry. Some towns have sewer, water and highways, others don't but want to try to bring industrial parks. If the industrial parks are filled it will bring 24,000 new jobs within the 8 towns. The department of Commerce shows that some of the industrial hopes are unrealistic and there is no problem when the community wants to rezone the land. If the towns don't have water and sewer and have to spend 100,000 dollars to build the parks it is not good. He noted that according to newspaper reportsthat the Town of Mansfield sees a benefit to it. The town has been planning for 495 for a long time so they are not likely to be hit with unexpected expenditures. Other towns that have nothing but zoning may be hit with the unexpected expense. He noted that his purpose in com, thig,, here was to hear from the Selectmen, the Planning Board, the Conservation Commission and the IDC any comments you may have on the original draft that was submitted several weeks ago, that we could work into the final report. Mr. Zaleski noted that the report talks about what types of measures can be used to see that 495 will help the most. There will be assistance by the DPW and SRPEDD and information so that there will be no proposal to take away taxes. Mr. Zaleski left other reports with the Selectmen for their review. Ralph Seifert of the IDC questioned what was in the redraft. Mr. Zaleski noted that there were three changes made at the request of either Planning Director Maurer or the Mass. DPW. One change is in respect to industrial development in which they talked about a trade-off and so on. That is the area where the greatest question was raised. The biggest change is in development policy for route 495 industrial centers. Mr. Zaleski read the change. Mr. Seifert noted that he objected to the word deferred as they don't have any hesitation on the part of the professional buildings that are developed in the industrial park. They are indicating that they have had to find other neighbors who didn't have a large industrial use and felt that he did not want to see anything that says deferred because it shows a hesitancy, which is not true. He noted that he would like to see the entire sentence stricken. Felt it reaches a conclusion which is not founded. Selectmen Avery agreed but noted that he was also curious as to how this conclusion was reached. Mr. Zaleski noted that it is based on the fact that there is a limited number of connections until the new sewer plant is developed. Selectmen Avery noted that the growth has increased in the park and is now at high level and that you can develop the whole industrial park on this other type of industry that does not require much sewer. Mr. Zaleski noted that the other two changes deal with transportation, but does not change the context but simplifies the overall statement. Section B-3 Business development, page 6, eliminates reference to curb cuts, and Section F-1 extension of I-495 is also expected to reduce traffic on Route 106 was requested to be eliminated by the Mass DPW as there will be traffic going towards HOMART. Mr. Seifert questioned what they had worked for an Minutes August 16, 1978 Page 4 automobile count per day for HOMART. Mr. Zaleski noted that it is estimated to be approximately 10,000 per day, but did not know how many of thosewould be coming from the southeast. Projected traffic for 1995 is something like 18,000. Much of this will be taken out over the new Route 140. The DPW is being cautious in this instance as they don't want to give the impression that traffic will be very light. Mr. Seifert noted that he wished to stress that traffic will be very heavy and any help that SRPEOD can give to the Town on Route 106 going east from Mansfield will be greatly appreciated. It could well be that when CC & F is finished there was a potential of 12,000 cars per day going in alot of directions. He noted that he would like to have SRPEDD express concern for the Town that Route 106 is inadequate. He questioned if there was anything that could be changed in the language of the report to signal someone on behalf of the community. Mr. Zaleski noted that the report is done for the local people and if you tell us what you want we will put it in. He noted that design controls will be laid out to m:imimize the number of interference points connected by through traffic. and that he did not know to what extent the Town of Mansfield has considered this. Mr. Seifert felt that the report was fair and the contact was good. Chairman Parsons noted that the first concern of the Planning Board was the trade off and Mr. Zaleski has indicated that this has been eliminated. Chairman Parsons noted that the changes in the zoning made at the Annual Town Meeting should be incorporated into this report. Mr. Zaleski noted that he would obtain the changes from the Planning Director. Chairman Parsons noted that the report also noted that the area from 495 on 'South Main Street should not be for business development and felt that this was depriving the Town of deciding whether they want it developed for business or what use. Mr. Zaleski noted that this whole analysis is on behalf of the Town. They don't feel that anyone is telling the Town what they should do but are expressing the desires of the local people in the Town. Chairman Parsons noted that no business on So. Main Street is a presumptuous statment on behalf of this community. Mr. Zaleski noted that what they are doing is making recommendations in all the towns to help them with 495 and they are not ramminganything down anyones throats or taking away anyones rights. If the Town disagrees with any comments they will make them out and if you agree with them we hope they will be used in the future. Chairman Parsons questioned if the report presented this evening was still draft and open for review by everyone. Mr. Zaleski noted that it was and hoped that everyone would review in to have a better understanding of it. Selectmen Caponigro noted that the Selectmen would review any comments or recommendations from the Planning Board before they are sent to SRPEDD 9. Planner Grant suggested that the Board have an informal meeting on a Saturday or Sunday to review the entire report, and give them a counter proposal and note that they have worked with other towns. Planner Mahana noted that they have worked along some lines that Mikes Standish Park is built with public funds from State and City and the Mansfield Park is a private enterprise. Planner Grant noted that they have dealt with Norton on subdivision problems connected up with the Two Towns and worked with Foxborough on the sewer and are willing to work with other towns only to enhance our own situation. To obtain 7 copies of the revised draft from SRPEDD for the next meeting.
