5. Board met with Ken Larsen and Ralph Maloon to discuss the site plan
approval application for Cavallo and Signoriello for land at 45 Chauncy
Street. Board read the letter from the Town Engineer noting 10 items
which he felt should be adjusted.
Planner Mangiaratti noted that in accordance with the Town Engineers
letter it does not appear that the catchbasins are adequate for a 10
year frequency storm. Engineer Maloon noted that thins is only a 3/4 acre
site and that there is no Town drainage in the area. He noted that they
would be building on the high spot and provide drainage on the low spot.
He noted that they will hold 80% of a 25 year storm. Planner Mangiaratti
noted that the Town Engineer has stated that there are not enough basins
and questioned if it would be feasible to add more basins. Engineer
Maloon noted that this could be done without much problem. Mr. Larsen was
in agreement with this. Engineer Maloon noted that the proposed basins
are going to be 250 feet apart and that roadway requirements allow them
to be 300 feet apart. Chairman Parsons questioned how long the basins
would hold the water. Engineer Maloon noted that this would be variable
because it depends on the height of the water table and how often the
catchbasins are cleaned. He noted that there is good material down deep
and very poor material just below the subsoil.
Planner Mangiaratti noted that the Board has to be concerned with if this
is adequate for the 10 year storm frequency as noted in the Planning
Board's regulations and the Town Engineer does not adequately answer this.
Engineer Maloon noted that the rear parking areas are sloped in so the
water does not flow in the direction of the abuttors. It was noted that
the catchbasins are in the vicinity of parking spaces 13 and 20. In regard
to the concern that the basins are in the high water level, Engineer Maloon
noted that there is still storage area in the basin and that it will leach
into the ground only at a slower rate during the high water season. Engineer
Maloon noted that in any areas dug near the back bay brook there is not
much flexibility between high water level and low water level. He noted
that the water table now is 158.4.1.1':We noted that if he raised the site he
would be shedng to the abuttors.
Planner Mangiaratti noted that he has provided the loading area and labelled
the sign as requested and suggested that the Board return the plan to the
Town Engineer asking if it is good engineer practices. Planner Mangiaratti
noted that if he cant meet the 10 year storm frequency requirement he would
have to go for a variance.
It was noted by the Board that the increase in curb cut was shown,i:the
loading area was deliniated, the sign was labelled and the elevation of the
sewer line was shown as requetted by the Board. It was the consensus of
the Board that the following information as requested by the Town Engineer
should be shown: rubbish area to be moved to the area of the loading dock,
note to be added to the plan that the existing cesspool will be filled in,
12 inch drain line to be labelled, ground water elevation to be shown on
the second test hole.
Motion: To recommend to the Building Inspector that the site plan be
approved provided that the Building Inspector receives a
certification from the Town Engineer that the drainage system
is designed to the 10 year storm frequency.

connecting to the new computer system by the middle of August, due to a
breakdown in the posting machine.

which the Town Engineer sent to the Board of Health.
