Superintendent Search / Meeting with MASC Representative: School Committee Chairman, Mr. Michael Trowbridge, invited Mr. Glenn Koocher from MASC to discuss the potential superintendent search. Mr. Koocher is the Executive Director for MASC. The first question Mr. Koocher asked was exactly they were looking for and were ready to explain certain elements of the search if they wanted. Mr. Trowbridge noted that other than himself, all the other members of the Committee had never been through this procedure and felt that they may have questions on the process and the makeup of the committee. Mr. Koocher stated that the advantage of having a search committee is that the AG does not allow the school Committee to meet in Executive Session regarding the superintendent search, but a search committee made up of various members of the community and a sub majority of the school committee, 2 members of the school committee may be on the committee. They do have the opportunity to screen resumes and interview candidates in executive session. The advantage for the search committee having executive session is that you can protect the identity of your candidates who will want some initial confidentiality. If people can't apply in confidence and they overall expose themselves they tend not to want to apply. There are two ways to go about the search. The search committee would be empowered by receiving the applications and selecting the candidates to be interviewed or you might delegate the screening and selection to your search consultant and have the best 8 — 10 be brought to you. Mr. Koocher did recommend that the search committee not precluded the ability not to look at all of the applicants that do apply just so you can see whose there. The search committee would select candidates to interview, plan an interview, create the interview, interview the candidate and then make recommendations to the school committee as to whom they should interview. There is no Executive Session allowed once you finalists have been named. If the majority of the members Approved 9/9114 of the search committee vote to convene into executive session they may convene in executive session for the preliminary candidates interviews. Once the search committee narrows the field and makes its recommendation to the School Committee it all becomes public. Mr. Trowbridge asked the Committee how they would like to choose who would be on the search committee. Mrs. Cavicchi noted that they all felt that they would be like to be on the search committee but did remember seeing that it could not happen. Mr. Koocher did say that all of the school committee could be part of the whole search process but all interviews would be public and that would narrow down the number candidates. Mrs. O'Neil asked what the majority of the other school committee's do for the search and Mr. Koocher noted that they use a search committee and they wait for the finalists to be brought to them. There are usually 2-4 sometimes 5 finalists. Mr. Koocher did state that they urge the school committee not to encourage the search committee not to bring forward any candidate unless they are confident they would want this candidate as the superintendent. After much discussion they decided that the search committee would consist of 2 School Committee members, the Town Manager, 1 Selectman, 1 Fin Com member, 3 administrators, 1 teacher and 2 parents. The discussion then went on to the brochures and where and how they would be placed. The majority of the advertising would be electronic. Mr. Koocher assured the Committee that nothing would be going out unless it has been approved by the Schools Committee. Mr. Trowbridge noted the timeframe discussed would begin the week after Labor Day and then hope to conceivably close the search by October 10`h and begin the interviews by October 20`h.
