Planning Director Maurer told her it was released when the "as built" plan was submitted. Mrs. Jellinek asked Mr. Maurer to mail her copies of all letters concerning the Morgan Road bond release. She noted the Bond had been released with the manhole open. 9) Grace Genatossio appeared before the Board representing the League of Women Voters to ask the Board to sponsor an article for the Town meeting that would eliminate the word "development" from the Pond Development section of the By-law. She noted the League feels the word "development" has been used by developers as a loop -hole to get more gravel. By creating new ponds the water table is being exposed to pollution. She ( noted that research has shown that excavation of gr2vel less than 4 ft. Minutes December 19, 1979 Page 3 from the water table is bad for the water. She also noted that ponds have to be maintained to stay biologically stable, and wondered who would be responsible for maintenance. She stated she had spoken with someone in EPA and they felt that we are taking a big chance because we don't have our acquifiers mapped out. She noted the League wants to have the Planning Board sponsor an article in the Annual Town Meeting to revise the By-law to delete the word "development" from the Pond portion of the Earth Removal Section. It was the consensus of the Board to wait until they have discussed the situation with representatives of SRPEDD before decided to go along with such an article. 10) The Board reviewed the Day/Blandori Unaccepted Street Subdivision on Webster Street. After a review of the plan several modifications were recommended to be sent to the applicant to be put on the plan. Motion: To send a letter to Day and Blandori outlining the following points to be incorporated onto the plan so that the Board can continue with their review of the plan. 1) Revise the plan to show the extension of the pavement to the existing pavement on Webster Street. 2) Prepare and file with the Planning Board the required covenant and a note referencing the covenant should be cross referenced on the plan. 3) Show the existing limits of the wetland area on Lot #257. 4) Have your engineer present the drainage calculations which justify the size of the drain lines. 5) Submit to the Board the documentation on your legal rights to utilize Perkins Avenue and the extended portion of Webster Street. 6) Investigate the possibility of having the lots within the development connect to the municipal sewer system. 7) The outside corner rounding where Webster Street joins into Perkins Avenue should be constructed as a curvature as opposed to the right angle turn as shown on the plan. 8) The typical cross section should be amended to show the Cape Cod Berm. 9) The drainage headwall detail should be added to the plan. Lot #251 does not have the required minimum frontage and will require a variance prior to the issuance of the building permit. Planning Director Maurer explained to the Board that the Conservation Commission required the pipe and they had issued a Certificate of,Compliance on its installation. 13) Planning Director Maurer explained the memorandum he had prepared concerning the Inspection of Required Improvements in Approved Subdivisions. He noted that he makes the inspections and in the last 10 years when 13.7 miles of roads were installed there have only been three minor problems and none have been of major importance. He noted that at this time the Town does not have a Registered Surveyor. He noted that if the Board wanted to require progress prints in the form of "as builts" on all phases of construction they could amend the Subdivision Regulations to require it. 14) Mrs. Margot Jellinek inquired as to when the transcript of the Day/ Blandori hearing would be complete. Planning Director Maurer told he he didn't know when there would be time to complete it. 15) The date for the next meeting was set for December 26, 1979 at 7:30 P.M. Clerk Date
