MINUTES
October 29, 1979
Present: Chairman Parsons, Clerk Flynn
Planners: Hartmann, Matoian, Kaufman, Morrison, White
Planning Director Maurer
1) Chairman Parsons called the meeting to order.
2) Margot Jellinek brought to the attention of the Chairman his signature
on the original extension of the Circle "C" Estates covenant.
3) The Board endorsed the decision for ERE Corp. as voted on at the
October 24, 1979 meeting.
4) The Board discussed the Planning Board procedural rules.
Motion: To amend the Procedural rules Section II -1 to require the
Planning Board organization to be the first meeting after the
conclusion of the Annual Town Meeting.
(Hartmann - Morrison, all in favor) VOTED
The Board discussed the voting powers of the Chairman as to whether or not
the Chairman should vote only in the case of a tie, or vote on all issues.
It was decided to discuss this at a later date.
5) The Board reviewed the Massachusetts General Laws Chapter 81 regarding
the Board's authority under Subdivision control. The Board then reviewed
the Mansfield Subdivision Control REgulations.
6) The Board reviewed Chapter 40A of the Massachusetts General Laws governing
zoning. The Board then reviewed the Mansfield Zoning By-law.
7) Margot Jellinek advised the Board that they should consider having standards
adopted for unimproved accepted public ways such as Bird Road.
8) The Board decided they would contact Town Counsel Charles Mulcahy to come
in and talk to them about Planning Board rules and regulations, particularly
about the conflict of interest laws with regard to members.
9) It was the consensus of the Board to set the date for the next meeting
for November 7, 1979 at 7:30 P. M.
10) The meeting adjourned at 10:10 P. M.
