6) Mrs. Margot Jellinek spoke to the Board on the Beaumont Pond area gravel
removal project in Foxboro in reference to the Board of Selectmen in Foxboro
requiring them to use Mansfield "roads. She also objected to a statement made
by the Town Planner that the quantity of water flowing into the Cate Spring
Watershed after the operation will not be affected. She stated she had a
letter from SRPEDD that stated the water table in that area has changed 10
feet. She told the Board the gravel trucks are going to be going down
Maple Street to Oakland Street to Route 106 to Mansfield Avenue.
7) Mr. Robert L. Rizzo appeared before the Board to discuss the release of his
lots on Plantingfield Road. Clerk Flynn read the letter from Norwood
Cooperative Bank advising that the Bank is holding $29,311.70 in Certificate
#1024 escrow for Robert L. Rizzo, Trustee, for the purpose of posting
performance bond guarantee on the work that remains to be completed on
Plantingfield Road. Mr. Rizzo noted that the subdivision was approved by
the Planning Board in 1974. He told the Board he has completed the work
through the storm drainage, the water and the base coat of bituminous concrete
and the work that remains to be done is the install the replacement culvert
under Otis Street.
Motion: To accept the letter from the Norwood Cooperative Bank.
(Matoian - Hartmann, all in favor) VOTED

for Plantingfield Road.

8) Bruce Stone of Heather Lane appeared before the Board. Planner Matoian left
the room during the discussion. Mr. Stone stated he was interested in seeing
the Town purchase the Lewis Property on Fruit Street to be possibly used for
recreational purposes since it is zoned Industrially and can't be used for
residential purposes. The Planning Director told him to contact the Airport
Commission because they were thinking of purchasing the property as a buffer
for the airport and possibly the.two concepts could be joined. Mr. Stone
also told the Board that there is.a puddling problem on Heather Lane where
the drain manhole covers have been paved over. Chairman Parsons told Mr.
Stone the Board would contact the developer Franklyn Allen to have the situation
fixed.
9) The Board discussed the request from ERE Corp. for an extension of time on their
earth removal application until the Planning Board has a 7 member Board. The
Board reviewed the Plan with special emphasis on the location of the monitoring
wells. The Planning Director noted that none of the wells was installed in
the area to be excavated. He noted that he had reviewed the monitoring wells

in his memorandum sent to the Board on October 10, 1979. He felt that
the purpose of the monitoring wells is to show the height of the water in
relation to the finish grade of the property. He aslo stated that he had
no other problems with the operation. Mr. Proteau from ERE Corp. explained
that all of the monitoring wells are in the.buffer zone around the excavating
area, and after excavating the bottom level of excavation will be higher
than the top of the monitoring well pipes. He said all test wells are at
least 6 ft. above the water table in all areas. He also explained that when
they dug the monitoring wells that had planned to excavate in those areas,
but found it to be ledge.
Motion: To deny the application for a Special Permit to remove gravel
from ERE Corp, for land off Maple Street because the monitoring
wells were not located within the area to be excavated.

any Matoian opposed) VOTED
10) The Planning Director explained the earth removal plans submitted by Richard
Morse for gravel removal on Elm Street. He told the Board the project was
approved by the Board of Appeals in 1977 and is in operation now. The By-law
on gravel removal was changed in 1978 and the Planning Board is now the
permit granting authority. He reviewed the memorandum he sent to the Board
stating that Sections 1 and 2 have been completed to the satisfaction of the
Board of Appeals and Building Inspector and the applicant is working in
Section 3. He noted the Board would be looking at the continuation of Section
3 and the development of Section 4. Richard Staples told the Board they are
half done section 3. He told the Board that because of the time limit placed
on trucks leaving the pit they couldn't finish the operation in the two years
the permit was good for. Richard Morse told the Board he wants to be assured
that they can continue the operation in the same way they have been doing it.
Chairman Parsons explained to Mr. Morse and Mr. Staples that their plans and
application aren't complete and they will have to follow the rules that are
in force now to get a new permit from the Planning Board.
11) James Antosca appeared before the Board to request a proposed extension of
time for the Camelot Subdivision on Williams Street and Tremont Street. Planner
Morrison left the room during the discussion. Mr. Antosca told the Board that
nothing is going to happed under the present circumstances because bank money
is not available for roads. He noted that Mr. Covich said he would like to
do something on it in the spring. Planning Director Maurer gave the Board a
summary of what has gone on in the past concerning the background of the
Camelot Subdivision for the benefit of the new members who were not familiar
with it. He noted that he would recommend that the Board grant the two year
extension of time as nothing has changed in the area and not has changed
regarding the plan.
Motion: To grant a two year extension of time on the Camelot Subdivision.

12) Planning Director Maurer noted there have been no new comments received
from Boards and Committees on the Bonvie Land subdivision preliminary plan.
He said he is still waiting to hear from the Town Engineer. The Planning
Director noted he wants to see the elevation of the Canoe River where the
ditch ties into it. He suggested that the Board write to the applicant to
have RIM Engineering tie this drainage in to the study he made on the
Canoe River two years ago. Ronald Bonvie told the Board that the drainage
is not going into the small stream. He said the neighbors have told him
that they want the same amount of water going into that stream so it won't
affect their pond. It was the consensus of the Board to write to Mr. Bonvie
and ask for the information on the water study on Canoe River. Clerk Flynn
asked how much material would be removed from the Pond. Mr. Bonvie said it
is being calculated by RIM and will be available next week. He said none of
the material will be removed from the site.
13) Chairman Parsons mentioned the Work Program to the Board and noted that the
first part of the program was a review of the rules and regulations of the
Board. It was the consensus of the Board to set the date for the next meeting
for Monday, October 29, 1979 as a workshop to discuss the Work Program and
not to meet next Wednesday because that is Halloween.
i
14) The Board discussed the letter from RIM Engineering Co. stating that he
has visited the Dam Bureau within the Dept. of Public Works and filed plans
and other pertinent data on David White's pond. He stated a letter will be
coming from them stating the pond is not in their jurisdiction. He also
visited the U. S. Army Corps of Engineers and was told they didn't come within
their jurisdiction. He said a letter will be coming from them to confirm
that. The letter will be filed in David' White's pond application folder.
15) During public discussion Margot Jellinek told the Board they can't extend
the covenant on Camelot Subdivision, they would have to have an amendment
to it. Chairman Parsons said the Board will amend it.
16) Clerk Flynn told the Board that the streets in Circle M Subdivision are in
terrible shape. The Planning Director told her that Mr. Covich will be coming
in within the next few weeks to discuss it with the Board. Chairman Parsons
said the Board should send a letter to Mr. Covich telling him to come in.
17) The meeting adjourned at 10:35 P. M.
