9) Robert Mangiaratti, Chairman of the Downtown Advisory Committee spoke to
the Board on the Fairfield Optical Property. He gave copies of a memorandum
from the Downtown Advisory Committee to the selected developers to submit
a final proposal. He told the Board they had received 9 preliminary proposals
and the had reviewed all applications and interviewed all applicants.
He told the Board they have made the selection of three developers to submit
final proposals. The Claremont Company of New Bedford, Mass. who will be
working with the Gilbane Construction Company; Bristol Housing Partners from
Fall River and the MB Group from Boston. He noted the Committee is willing
to include market rent apartments along with subsidized rentals. The project
will be financed by the Massachusetts Housing Finance Agency as all three
developers have been approved by them and the MHFA has looked at the site.
Bids will be opened from the three developers on November 5, 1979 at 7:30 PM
and all three will be interviewed on November 19, 1979.
Planning Director Maurer noted that the existing properties right now pay
about $4,000 in real estate taxes to the Town and estimates on taxes to be
paid after the project is developed range from $40,000 to $75,000,
Chairman Grant asked how the people in the area feel about selling their
property for this project. Mr. Mangiaratti told him they don't really know
yet, but it is something they are going to have to face. The people are
willing to talk to the developers.
10) The Board discussed the letter from the Foxboro Board of Selectmen concerning
Peter Fontanini's pond development project on South Street. Their major
concern seemed to be that abutters weren',t notified and whether or not there
would be fencing around the pond. Planning Director Maurer noted he had talked
with Mr. Fontanini and it will be fenced with stock fence with barbed wire.
Motion: To send a letter to the Foxboro Board of Selectmen telling them
that the Board made the appropriate notifications including
Foxboro Planning Board and that the pond area will be
with a stock fence with barbed wire at the top.

to erect a single family dwelling at 4 Cobb St. on a lot containing 9,000

15) The Planning Director told the Board that H-2323 An Act Relating to Industrial
Revenue Financing is now a priority item as far as the Commerce and Labor
Committee are concerned and it has a chance of passing this session. The
law would permit low interest financing for Towns regardless of population.
Motion: To send a letter to Thomas W. McGee, House Speaker on H-2323.
(Parsons - Matoian, all in favor) VOTED
16) Planner Parsons stated he had seen an article in the newspaper which said
that Paul Zecher had spoken to the Planning Director concerning violations
in the Morse/Staples gravel pit on Elm St.
Planning Director Maurer told the Board Mr. Zecher had come to see him
and told him the buffer had been violated and that trees had been cut 78 ft.
into his land. The Planning Director noted that it is a requirement that
the limits of excavation be staked out before the operation begins and
this wasn't done. He said the Building Inspector said that no gravel had
been removed from the buffer zone, or from Paul Zechers property. He also
noted that this pit is under the control of the Board of Appeals and not
the Planning Board. Planner Flynn said she would like to have the Town
Engineer check all gravel pits in Town periodically and report to the Board.
Planner Parsons said he would like to see the Building Inspector's log of
visits to gravel pits.
