White stated that the water flow into the pond has stopped this ,year and
wondered what would happen if the flow has stopped permanently. Planning
Director Maurer felt the Board should have Mr. White get an opinion from
his hydrologist on the viability of the pond before the Board takes any
action.
Motion: Have the Town Engineer look at the plan and discuss it with Mr.
White and Dr. Carr and to have the Town Engineer sit in on next
week's meeting to relay what he has learned.
(Flynn - Parsons)
Amendment: To have David White and his Engineer at the next meeting.
(Grant - no second)
After discussion Planner Flynn withdrew her motion and Planner Parsons
withdrew his second.
Chairman Lesuer returned to the meeting at this point.
Motion: To send a letter to Mr. White asking him to review the condition of
the pond with his Engineer and Hydrologist to determine the effects
of the ground water flow on the future of the proposed pond, and to
have him get statements from Findlater and Cobb that he is authorized
to develop the pond on their properties.
(Lesuer - Parsons, all in favor) VOTED
Chairman Lesuer resumed his seat as Chairman at this point.
8) The Board reviewed the site plan application of Karl D. Clemmey for land on
West St. The Board was concerned because of the location of a driveway
thirty (30) feet from an existing driveway on West St. The Planning Director
noted he felt the means of egress should be onto the existing driveway into
the property. He also stated the plan does not show how the drainage is
going to go into the existing streams and also said that part of the drainage
is to West St. The Director noted he felt the plan should not be approved
until those points are corrected on the plan.
Motion: To return the application for site plan approval; on West Street to
Karl Clemmey -so heecan amend.the.plan:+as follows:
1. Show Gross house and driveway.
2. Eliminate the entrance onto West Street. The only entrance to
the site should be from the existing driveway.
3. Limit the storm drainage into West Street.
4. Revise drainage plans to show how drainage from this site will
affect the remaining portions of the site.
5. Planting details should be shown.
6. Improve the overall design of the plan so that it conforms
with accepted engineering practices.

After discussion and the vote on the site plan application Mr. Clemmey
asked why he could not be put on the agenda and be heard while his plan
was being discussed.
Motion: To allow Mr. Clemmey to speak to the Board.
(Grant - Matoian, all in favor) VOTED
Mr. Clemmey stated he would go along with putting in drainage into the
back of the property, but he felt that it was more feasible to have
another driveway out of the property onto West St. instead of just using
his driveway. Mr. Maurer stated that to have a radius from one driveway
within 30 feet of another driveway isn't good traffic planning.
Mr. Clemmey invited the Board to visit South Main Street to see the problems
created by Traffic Engineers in the area of 495. No action was taken.
9) Motion: To endorse the "Approval Not Required Plan" for land on Ware Street
owned by Barbara Jones.
(Grant - Parsons, all in favor) VOTED
1.0) The Board reviewed the gravel removal application submitted by Plymouth
National Home Bank for land off Maple St. The Planning Director noted the
test wells were installed last fall and that there is a conflict in the
monitoring wells and the test wells. He also noted the drainage has been
changed on the plan. It was the consensus of the Board to set the hearing
date for the next available meeting night.
11) The Board discussed the Fruit Street,Short Street rezoning proposal. Planners
Grant and Matoian left the meeting during the discussion. The Planning
Director noted a concern for rezoning is the airport. The industrial zone
creates a buffer zone between residential development and the airport.
Agricultural would open it up for more complaints about the airport.
Planner Parsons felt that if the Airport Commission had objections to
changing the zoning they should have appeared at the public hearing to
voice their objections.
Motion: That the Board vote to recommend in favor of the proposed Short
Street, Fruit Street rezoning proposal from Industrial to
Agricultural at the Special Town Meeting to be held on August 13th.
(Parsons - Flynn; Parsons, Flynn in favor; Kaufman opposed) VOTED
12) The Board discussed the house moving applications from Donald Betts for
two houses on West Street.
Motion: To send.a letter'to the Selectmen to recommend that the permits
to move the houses be granted provided that the mover certifies
to the Town that the moving of the houses will not require the
cutting down of trees or the removal of stone walls within the
West Street right-of-way.

13) Karl Clemmey spoke to the Board above his site plan application for land
on West Street. He stated that West Street is going to be dead-ended'.-
He
ead-ended`:He also said the D. P. W. has not taken any property rights on his side
of the street. He stated he is trying to improve his property and the
land out there is too valuable to be used as a junkyard. Chairman Lesuer
noted that the Board's concern is the creation of a traffic hazard. Mr.
Clemmey noted that the lot has frontage on West Street and he should be
able to develop it.
14) David Clemmey told the Board that even though this meeting is a workshop
meeting he felt it is out of line to discuss something and not let the
applicant speak when they are present. Mr. Clemmey also noted that on
scenic roads it might be a good idea to have Town Counsel draw up a
liability form and have the house mover sigh it. Planner Grant felt it
would be a good idea to have the mover post a bond.
Motion: Before any house or structure is moved on a scenic road a bond
of $5,000. must be posted.
