Mr. Mangiaratti brought the Board up to date on what the Downtown Advisory Committee has been doing and reviewed the memorandum he sent to the Board. He noted they are now sending Developers Kits to interested developers for preliminary proposals on the Fairfield Optical Development Project in response to an advertisement in the New England Real Estate Journal and letters send out by the Committee. He noted that 18 Developers Kits have been sent out to date. Chairman Lesuer as how long it will take to review preliminary proposals. Planning Director Maurer noted it will take into the early part of the fall and the early part of next year to have proposals in from several developers that they would request proposals from. He said they would probably make the selection in the latter part of the spring and then the developer has six months to acquire the privately owned property and get the plan together. It will be the fall of 1980 when they go Minutes June 13, 1979 Page 3 for the Special Permit from the Planning Board. Planner Parsons asked Mr. Mangiaratti if he had any recommendations as to who gets the first one year and two year and three year appointments. Mr`;"Mangiaratti said he would leave that to the discretion of the Board, but thought that a lottery type drawing would be the fairest way to handle it. Motion: To send a letter to members of the Downtown Advisory Committee informing them that the Board will be making at -large appointments effective on July 1, 1979 as follows: 2 positions for one year. 2 positions for two years, and 2 positions for three years. Members will be told they must apply for the vacancies. (Parsons - Hartmann, all in favor) VOTED * Planner Grant entered the meeting at this time. 7) The Board discussed the Henley -Lundgren gravel removal and pond development project on South Main St. Clerk Parsons read the Order of Conditions from the Conservation Commission. Questions were raised concerning the water table after the operation is completed. Planner Parsons noted the Board should either go along with the plan as designed or deny it, but they should not try to make changes in the existing plans. It was noted that the amount of 'gravel to be removed is excessive in relation to the pond that is being developed. Motion: To write a letter to Dr. Jerome Carr asking if the slope away from the westerly:boundary of'the"pond should be parallel to the average slope away from the pond area prior to development as shown on the revised cross sections submitted on June 4, 1979. The Board does not want to have a discontinuous slope as shown on the original plan; Dr. Carr should evaluate the proposed modification and prepare a statement relative to the impact of this design on the delicate balance of the pond as originally proposed. Dr. Carr should prepare a statement advising the Board on the minimum amount of excavation required to maintain the balance of the pond as it is proposed. (Hartmann - Parsons, all in favor) VOTED 8) The Board discussed the preliminary subdivision plan for Smith Estates. Motion: That the Board finds the plan acceptable and they will waive the 650 ft. dead-end street requirement provided that a formal request to do so is submitted with the final application. The Board may require that the main water line be looped back to Balcom Street. Comments listed below have:to be included as part of the definitive submission. Minutes June 13, 1979 Page 4 1) The project will be served by water from the City of Attleboro and the City will have to approve the connection to the water system. Even though the project is served by Attleboro water, the construction standards for the Mansfield Water Department will have to be followed. City of Attleboro standards would only be followed if they are more strict than Mansfield standards. In any event all valves and hydrants should "open heft. 2) The last hydrant on Pamela Drive and Martha Lane should be located at the end of the cul-de-sac. 3) A three-way gate valve should be installed on the water main on Balcom Street. 4) The Mansfield Subdivision Regulations require the catch basins to be installed at 300 ft. intervals. The catch basins as shown on the plan in some instances exceed the 300 ft. requirement, particularly the ones on Pamela Drive from Station 4 + 20 to 8 + 30. 5) The Town Subdivision Regulations also require that the storm drains run from catch basin to manhole and that the drain line be located seven (7) ft. off the center line of the street. The proposed development shows the drain line from catch basin to catch basin along the gutter. 6) The definitive plans should show the location of the fire alarm boxes as approved by the Fire Chief. 7) The definitive plans should show the location of the street light stanchions, transformer boxes and underground wiring as approved by the director of the Electric Light Department. 8) The drain line that runs between lots #14 and #15 and across lot #11 should be placed in a pipe until it reaches the wetland area.
