Lincoln Holske for land on Elm Street and Elm Terrace. The plan had been
returned to Mr. Holske in accordance with the Board's vote on February 7, 1979
and all requested adjustments had been made. The Planning Director noted
there was not a formal easement recorded across the property, rather the
work had been done as a part of the construction of the railroad bridge in
1936. Mr. Holske was, present to discuss the plan with the Board.
Motion: To approval the Approval Not Required plan submitted by Lincoln

the application that had been reviewed at the previous meeting, particularly
in the area of storm drainage and the design in regard to the off street
parking. Mr. DeLutis explained that their proposal was to construct a building
at this location as the first part of the project. The second phase would
involve the renovation of the garage that was destroyed by fire or the
construction of a new building on the northerly portion of the property. He
noted that a section of the northern part of the property has a land title
problem and before they make a decision on what direction they will proceed
in they have to solve that problem. He explained they had reviewed the
structural aspects of the fire damaged building with the Building Inspector
and he will require a Structural Engineer's report before a permit can be
issued on the building. If the garage is razed that space will be used for
additional parking facilities for the two buildings. The Board took the
information under advisement.
6) The Board met with Mr. and Mrs. Francis Shaw regarding the Colonial Heights
proposed subdivision. They were advised that the public hearing will be
held on March 7, 1979 and a formal notice will be sent to them in the mail.
Their concern was the drainage from the lot that abuts their property as
the plan shows the regrading of that lot would be higher than their lot.
The developer plans to relocate the drain line that runs through their
property.
7) The Board discussed the site plan on Old Colony Way for Fred DeLutis.
Motion: To recommend to the Building Inspector that the site plan for
Fred DeLutis be approved.
(Grant - Matoian, all in favor) VOTED
It was noted that the old building was a nuisance -:and safety hazard and a
condition might be added to the approval of the site plan that would
require that the building be removed. Mr. Vaughn explained that the building
was not a safety hazard and that the Building Inspector would require a
Structural Engineer to inspect the building before a permit was issued.
8) Motion: To write a letter to the Building Inspector advising him to take
the necessary precautions to insure that the existing Ford garage
does not become a hazard in the downtown area.
(Lesuer - Mangiaratti; Lesuer, Mangiaratti, Mahana, Matoian in
favor, Grant abstained) VOTED
