No action was taken on the plan as Planning Director Folkman told the Board the plan had arrived at 4:15 P.M. that day and he had not had an opportunity to review it. 6) Planning Director Folkman reviewed his memorandum on the proposed budget for FY81-82, and the proposed fee schedule. He suggested that the Board review the budget for salaries, expenses and consulting services. He also reviewed his memorandum on the proposed fee schedule. hie told the Board that the budget with a 10% cut as requested by the Town Manager would be $32,398.20. The total recommended with salaries would be $33,789, which would be a net reduction of 5.7%. Planner Seifert noted that the budget should show the amount of estimated income from the proposed fees. Planner Folkman explained the fee schedule that he had proposed for subdivision road inspections. It would be $100 per inspection on roads in new subdivisions. He noted that a short road with a cul-de-sac would require as many inspections as a long straight road. Planner Seifert felt that the fee should be based on a dollar amount per foot on the length of the road. Planner Folkman also suggested a $50. fee for a second inspection if the first inspection did not pass. It was felt that the second inspection should be the same price as the first as that would tend to make the developers more careful about their work. Minutes November 19, 1980 Page 3 Planning Director Folkman reviewed the proposed fee schedule with the Board. There were no comments on increasing the fee for Zoning By-law and Subdivision Regulations From $2.00 a copy to $3.00 - $4.00 a copy. There were no comments on charging a fee of $25.00 for Form A Review and Submission. The Board reviewed the subdivision fees for preliminary and definitive plans. Planner Kaufman felt that $50.00 would be better than the $100.00 proposed because it would encourage developers to bring a preliminary plan in for review. Planner Parsons noted the $100.00 fee could be deducted from the fee for a definitive plan when submitted. The consensus of the Board was to go with the $100.00 fee for preliminary and credit the definitive plan $100.00 when submitted. The Board discussed the proposed $250.00 fee for Earth Removal Special permits. The possibility of charging a fee per cubic ,yard of gravel was discussed. The Planning Director will check with the Town of Foxboro that has a similar charge to see how they handle it. On a charge for a Special Permit for Development in Business Zones of $250.00 Planner Parsons felt the charge should be deleted for Downtown Business. There were no comments on the proposal' to pass the cost of advertisements along to the applicants. There were no comments on the proposal to Charge $2.5.00 for site plan review. It was Felt that the cost of registering street deeds should be passed on to the developer, with the work done by the developer's attorney and review by the Town Counsel. On the proposal to have zoning change advertisement fees paid by the public for requests initiated by the Public there were no comments. It was noted that zoning petitions initiated by the Planning Board would be paid from the advertising account. The Board reviewed the affects of the Proposed fees on income for the Board. Planner Folkman told the Board he would come back at the next meeting with a revised fee schedule based on the comments made by the Board. 'Motion: To approve the Planning Board Budget for FY81-82 as submitted. (Parsons - Seifert, all in favor) VOTED 7) The date for the next meeting was set for December 3, 1980 at 7:30 P. Minutes November 19, 1980 Page 4 9) Planner Parsons told the Board that he felt that the Morse Gravel Removal Application was not officially withdrawn because the Board didn't vote to allow him to withdraw it.
