The Board reviewed the site plan for Watco Development Co. with James
Dunn. Planning Director Folkman reviewed his memorandum to the Board
on the plan and told the Board that a 9' x 18' parking space as shown
on the plan would be acceptable. He noted that he had stated in his
memo that the parking spaces should be 10' x 20'. He suggested that
a planting schedule be submitted. Planning Director Folkman told the
Board that he had talked to the Fire Chief and he would like to see the
dumpster moved to the left so the fire trucks could have access to the
rear of the building. Mr. Dunn told the Board that he didn't see a
problem with that. He also gave the Board a planting schedule for the
trees on the site. Planning Director Folkman told the Board that
Town Engineer Stanzione had reviewed the plan and stated that the
drainage was in order.
Motion: To approve the site development plan for Watco Development Co.
for land on South Main Street.

Pleasant Street. Planning Director Folkman reviewed his memorandum to
the Board on the site plan. He noted that the Town Engineer has not
reviewed the drainage and wants to review it before they install the
leaching pit. He didn't see the test pit. The Fire Chief is concerned
about rear access to the property, and the location of the dumpster and
the two parking spaces at the rear of the building. The entrance and
exit are adequate, but the Chief would like to be able to modify the
plan. He noted that the lanscape requirements are not clear and he is
going to put up a fence around the property. Planning Director Folkman
told the Board that the Downtown Business Zone was to allow flexibility
to redevelop the downtown area and this is a residential area and he
feels it is an overuse of the land. The building sits more forward than
the other buildings in the neighborhood.
Mrs. Delores Benson of Pleasant Street told the Board that the lot is
very small and that people Dark on Pleasant Street to shop on North
Main Street. They park on troth sides of the street and it would be
hazardous to put six units on such a small lot because visitors would
not have a place to park on site. She asked to be recorded as strongly
opposed to the six unit apartment building. Other neighbors on the
street also expressed their opposition to the project.
Motion: To recommend that the Building Inspector deny the building
permit for :a six ':urit apartment building on Pleasant Street
submitted by Ronald Bonvie because it derogates from the
intent of the Zoning By-law, does not protect the health
and safety of the inhabitants of the community, and would
increase conjestion in the area, specifically in regard to
traffic.

Genatossio and White in favor; Kaufman opposed) VOTED
Clerk Kaufman noted that the intent of the Downtown Advisory Committee
in removing the zoning restrictions was to -leave it to the judgement of
the business official5not to overutilize the area. Chairman Flynn
noted that she felt the Town Meeting would not have voted for the
amendment if they had realized what would happen. Chairman Flynn handed
the gavel to Clerk Kaufman so that she could make a motion.
Motion: To send a copy of Ronald Bonvie's site plan to the Downtown
Advisory Committee and ask for their comments.
(Flynn - Genatossio, all in favor) VOTED
10) The Board met with Sandra Holske to discuss her Board of Appeals application
to divide a parcel of 'land on Old Elm Street into two lots, one would
have a non -conforming frontage. She told the Board she would have two

consensus of the Board that the Comprehensive Planning Program should
be reviewed.
He told the Board that he has a background in working on aquifer zoning.

be the priorities and the other items listed would be reviewed as time
