(Parsons - White, all in favor) VOTED 5) Chairman Flynn officially welcomed Planning Director Paul Folkman to the meeting. 6) The Board discussed the letter from BayBank Norfolk County Trust Company that they are holding $43,531. in escrow - Savings #118-24617 in the name of R & R Realty Trust to provide a performance bond to guarantee construction on Granada Circle and Evans Circle within the Granada Park Subdivision. (Kaufman - Parsons, all in favor) VOTED 7) The Board met with James Dunn to discuss the plan he submitted for site plan approval for land on South Main Street. Clerk Kaufman left the meeting during the discussion. Chairman Flynn told Mr. Dunn that they have reviewed the Form A and would like the elevations of the water shown and the 100 year flood elevations. Mr. Dunn introduced the principals of the Watco Development Corp. Dr. Arnold Watkin, Louis Cohen and Charles Seavor, the architect for the building. Mr. Dunn noted the site is located on South Main Street near the Norton Town Line and was formerly owned by Karl C1emmey. It will be a 20,600 square foot professional building. They have provided for 69 parking spaces. They plan to landscape the site with linden trees along the edge of the property and low juniper bushes in the parking area. There will be an on site sewage disposal system. They already have Board of Health approval. There will be seven catch basins and the water will go into the Rumford River. They have filed a Notice of Intent with the Conservation Commission on Lot #3. They will have special entrances for handicapped. Mr. Dunn noted that the drainage will be based on 80% paved and 20% open. Mr. Charles Seavor explained the design of the building. He noted it will be a two story building with a birm around it. There will be 8 Minutes November 5, 1980 Page 4 suites per floor for a total of sixteen suites. The building will be primarily a medical building. Planner Parsons asked about the possibility of putting the building to the front of the lot and the parking to the rear. Mr. Seavor noted that the sewage system will be in the front of the building in case of a future sewage connection to the Town system. Planner Parsons also noted that the egress from lots #1 and #2 would be close together and might create a safety problem. Planning Director Folkman told the Board that he would like to view the site before making a recommendation on the plan. Motion: To take the plan under advisement to give the Planning Director a chance to review it and to give the Town Engineer a chance to review the plan and give his comments. (Parsons - Genatossio, all in favor) VOTED 8) The Board met with Mr. John Risser to discuss the Balcom Street subdivision plan for land owned by Howard Brown, et al. Planner Brugliera left the room during the discussion. Mr. Risser told the Board that he met with the Conservation Commission and he would have to have a Wetlands Hearing. He would still need the hearing if the road was cut back to 650 ft. in length. He said he would lose four lots if the length of the road was reduced. Planning Director Folkman told the Board that he hasn't had a chance to look at the site, but noted that the 650 ft. length of the road should be held. Motion: That the Board recommend that the proposed road be not more than 650 feet to the center of the cul-de-sac'. (Parsons - White) Parsons withdrew motion. Motion: To disapprove the plan because the proposed road exceeds the 650 foot length to the cul-de-sac because of the water quality and safety implications involved in a road longer than 650 ft. (Parsons - Kaufman, all in favor) VOTED 9) The Board discussed the ERE Corp. earth removal plans for land on Maple Street. Planning Director Folkman told the Board that he intends to view the site with the Town Engineer and they will have a joint recommend- ation on the plan at the next meeting. 10) The Board discussed the Form A - Approval Not Required Plan and site plan submitted by Ronald Bonvie for land on Pleasant Street. Planning Director Folkman noted that the plan is missing the rear yard and side yard dimensions on the existing house and noted that he would like an opportunity to review the site. Motion: To return the Form A - Approval Not Required Plan for land on Minutes November 5, 1980 Page 5 Pleasant Street submitted by Ronald Bonvie because the side and rear yard measurements on the existing house are missing. (Genatossio - Brugliera, all in favor) VOTED Planning Director Folkman reviewed the site plan submitted by Ronald Bonvie in conjunction with the Form A plan for land on Pleasant Street and told the Board that he had not had an.opportunity to review the site. He told the Board he will have a letter to the Board next week with his recommendations. 11) The date for the next meeting was set for Wednesday, November 12, 1980 at 7:30 P.
