and Toner Boulevard. - Denied.

capital improvement requests.
3) Motion: To approve the warrant for $213.20 for the Boston Globe for

4) The Board met with James Hughes who explained that he wants to build a house
on Jewell Street Extension. He showed the Board a plot plan and noted that
there is a 37 foot right=of.way to the property. He wants to put his house
about 700 feet from Balcom Street. He would have an acre of land along the
right-of-way. The lot on the plan shows a total area of 19.08 acres.
Planner Parsons noted that the road would have to be paved because this would
fall into unaccepted street regulations. It was noted that there is a house
at the end of the right-of-way that was built before zoning.
Mr. Hughes noted that he has 91 feet on Balcom Street that he could use for
frontage if they did not subdivide the lot. He noted that the entire parcel
currently is owned by his in-laws. He was told that he would have to get a
variance from the Board of Appeals to build on the lot with 91 feet frontage
but it would be easier than to dor everything required to build on an unaccepted
street. It was also noted that the lot could not be subdivided at a later
date unless the requirements for an unaccepted street were complied with.
5) It was noted that nothing new has been received on the Ash Gravel Removal
application, but that Whitman and Howard started their seven day test today.
It was noted that possibly the permit could be acted on with the condition
that they stay away from the 400 foot radius. Town Manager Maurer came
before the Board and told them they should have the results from Whitman
and Howard within two weeks. He noted the test wells would not be a problem.
He stated he would like the Board to hold off on a decision until the report
comes in from Whitman and Howard so the proper conditions can be put on the
permit. No action was taken on the application.
6) John Risser appeared before the Board with a preliminary subdivision plan
for land on Balcom Street owned by Howard Brown. The applicant is Robert
McLaclan. Planner Parsons noted there is no corner easement on Balcom
Street and they will have to get an easement. Mr. Risser told the Board
there are ten lots in the subdivision, and the street is 800 feet long.
Mr. Risser noted he piped the catch basins, but the new thought is to try
to get the water back into the ground and they would like to think about
making structural pits and pipe to leach into the ground. Planner Parsons
noted that the houses on the street all have water problems. He stated
that other developers have put in catch basins near the end of the street
to help catch drai.hage from the street and that would be helpful in this

so they can place them properly.

Inc. to help the Board locate the test wells for the proposed
gravel removal operation on Franklin Street.
(Parsons - Seifert, all in favor) VOTED
10) Margot Jellinek told the Board she asked the Finance Committee if they
would transfer funds for the Board to hire a secretary when their secretary
it out and they said they would.
11) The date for the next meeting was set for October 1, 1980 at 7:30 P. M.
It was noted that a workshop session will be scheduled for the next meeting
with the Town Engineer on reading plans.
12) Clerk Kaufman noted that there are issues in the By-law and Subdivision
Regulations to be looked at in a work shop session. It was decided that
as problems came to light a list would be made of them for the Board to
look at during work shop sessions. The first item to go on the list is
the size of the locus on Form A - Approval Not Required plans.
13) It was decided to send a letter to Frank Allen, Jr. inviting him to the
