Chairman Flynn told the Board that Mr. Slowick of Bella Vista Avenue is interested in this application and she told him to come in and look and the plans. Chairman Flynn read the letter from RIM Engineering on this application. Mr. Boyden told the Board that as far as parking is concerned on the plan it is the same as it was. There is a large area that could be used for parking that the Building Inspector said was alright. Mr. Maloon told the Board that they added the bituminous curbing to the plan and put the loading areas on, the signs are on it, the shrubbry ,has been removed and the existing trees that are staying have been put on,.the outside benches have been removed. Mr. Boyden told the Board that there would be three or four separate establishments in the area. Mr. Maloon told the Board the lot coverage would be around 19%. Mr. Boyden told the Board the buildings would complement each other and would be solid block concrete with split brick in the front. Planner Parsons noted that he felt they were under the requirements of the by-law for parking. He is required to have three square feet of parking for every square foot of retail. I think it comes out to about 83 spaces. Motion: To have the requirements in the By-law for parking clarified by Town Counsel. (Seifert - no second) Motion: That the Building Inspector be instructed that the Planning Board reviewed this site plan and finds it not in conformance with the Zoning By-law because it is lacking in the required number of parking spaces for the retail sales area. The relocation and lowering of the Back Bay Brook has been done from the end of the development down to property of Nancy Eames, New England Realty Trust. He noted that there are materials stockpiled along the bank of the Brook as a result of the digging. Mr. and Mrs. Cecil Morse who own about 1,000 feet along the brook informed us that they own the stockpiled material and they requested that the material be spread over their land. We have written authorization from Mr. and Mrs. Morse to do this. We wanted to make sure the Planning Board approved of our doing this. He noted that the Morse property is not particularly low but he didn't have any elevations. Minutes September 17, 1980 Page 3 Motion: That the. There is a substantial amount of work to be completed. Planner Brugliera told the Board he had talked to Peter Fontanini and Franklyn Allen, Jr. and they told him they would be working in there within two weeks.
