Planner Brugliera refered to the minutes of April 23, 1980 ,when the
Town Engineer stated that the water should be by the catch basins -
instead of letting it go all at once. Now they are not saying that.

was no standing water.

He noted the gravel will filter the water better than catch basins would
and i.s:. more maintainence free than catch basins would be.
Motion: To send a copy of the Town Engineer's recommendations to the
Building Inspector and to Corrofab.
(Seifert-`Brugliera, all in favor) VOTED
Mr. Houle signed the original copy of the Town Engineer's recommendations
to indicate his acceptance of the conditions.
7) The Board discussed the Wind Chime Acres Subdivision. Planner Brugliera
left the meeting during the discussion. Ronald Bonvie presented corrections
made on the ;plan. He noted they had added the specifications for the
ditch over the Shell easement and showed the detail of the proposed
retaining wall. " He noted he will use a slope easement if he can get it
from the abutters and if not :it will be a retaining walla He noted that
on Lot 28 he has redone the calculations which show that with the swamp
filled and the ponding area the lot will still have the required amount
of square feet of buildable area. He explained the revisions on the
water and electric drawings. He noted he had given the Board the covenant
and the letter from Shell Oil Company on the easement. He noted that
Shell has an easement, but he owns the property. He noted that one of
the concerns of the Planning Director was that thestumpdump was going
to be located in an area where large trees would have to be cut. He
showed on the plan that the stump dump will be in the field and they
won't have to cut any large trees, and it will be behind the brook so
they won't have to disturb the brook.
Planning Director Maurer told Mr. Bonvie he should consider extending
the drain line out to Ware St. so the Town could tie Ware St. drainage
into it if they had to. Mr. Bonvie noted he wanted to get together with
RIM Engineering, the Planning Director and Town Engineer to discuss it.
Planning Director Maurer noted the Board should have additional information
t on the actual flow of the outlet of the stream as it goes onto Grant's

property. The channel should also be located. The Planning Director
felt that to insure proper lot drainage the plan should show more
definitive topo. Therlots,_should be graded so that the water will 'run '
off and not stand. He notedthat lots 21 and 17 are not acceptable to
the Board of -Health -because of the high water table.
The Board discussed the letter from Robert Mangiaratti, Attorney for
Mr. Bonvie on the control structure ownership and restrictions to be
put on the deeds of the homeowners abutting the pond.
*Chairman Flynn leftthemeeting at this point to attend the Selectmens
Bi -monthly, meeting. Clerk Kaufman took over the meeting.
8) Mrs. Margot Jellinek asked Clerk Kaufman to read the memorandum on the
Camelot field trip. Mrs. Jellinek then read a letter from James Grady
dated February 21, 1975 on Camelot and read the answer from New England
Merchants National Bank dated March 4, 1975 and the covanent dated
February 12, 1975. She noted that the Bank said the loan wasn't a
mortgage. She stated the covanent should have the mortgage on it and
it doesn't. She stated thecovanentran out on February 12, 1977.
Mr. Antosca asked for an extension in October.or November of 1979 and
a covanent can't be extended, it has to be amended.` She also read a`
letter from James Grady to Arthur A. Remillard, Town Clerk dated
August 24,>1976,on realty .trust ,filings. She stated the Town Clerk
does not have a list and the, Planning Director should get it for him.'
Planning Director Maurer noted that the Assessors Office has an up to
date:list -and the Town Clerk ,could get it from them. Clerk Kaufman
noted it is not within the scope of the Planning Board to police this
law. Realty trusts should be filed with the Town Clerk.

after their field trip on May 30, 1980 has come to the conclusion that
there is no pipe in the ditch.

subdivision plan for Camelot at Mansfield and that the Board

wasn't present when she was on the agenda.

decided to send them a letter telling them that it isn't.
