Mr. Santos restated the position of the Flatley Company with respect to the rezoning as stated at the public hearing. Planner Kaufman stated his concern with the Flatley Company commitment to develop the property if the utilities were not available to the site. Mr. Donovan explained that the Flatley Company would require that the water be extended down to the bridge at 495 and that if the water were not extended to 495 the Flatley Company would not be the developers of the project. He also stated that half of the project would be served by on-site septic systems and that the sewer to serve the rest of the property would be extended at a later date, but they would still require the Town to extend the sewer to 495. The Planning Director stated his concern with the proposal in that the method of presenting information to Mansfield "officials by the Flatley Company is not': consistent with the procedure that Mr. Flatley normally follows in other communities. He felt that all of the questions regarding utilities and traffic should be answered prior to the Town Meeting for rezoning. Motion: To approve the rezoning contingent on the vote of Town Meeting to extend the water line to 495. (Kaufman - Seifert) No vote taken.
