2. The Planning Board met with T.T. Chaing, Phd., of Whitman and Howard to
discuss pond development and protection of water supply.
Dr. Choing explained that the review of pond development projects had to
be done on a case by case basis and that there was no general answer that
he could give on the effect of pond development or a decision whether a
pond could be constructed nor its existing relationship to an existing
or future water supply.
Dr. Chai:ng noted that the State requires a buffer of 400 feet around a
municipal well, within which no construction would take place and that the
town is required to acquire land within a four hundred foot radius. He
suggested that the town tighten up their regulations by requiring as a
minimun any new pond that is constructed have an inflow and outflow that
would permit the biological functions of the pond to continue and that the
water would not stagnate and become polluted. He suggested that any pond
that is developed'; in the town not permit motor boats.
F Dr. Chaing also noted a problem with a pond being located too close to a
well is that the water would be taken from the aquifor through evaporation
loss. He said an advantage of digging a pond would be for the use as a
water source and for the storage of stream run-off. If a pond is properly
managed, pollution can be prevented.

Question was asked concerning stagnation of a pond with stagnation of
swamp. Dr. Chaing explained a swamp does not become as stagnant if develop-
ment of deterioating material is shallow and there is an opportunity for
air to circulate. In a deep pond the oxygen is consumed by the pollution
and the pond will become stagnant. Dr. Chaing cited a case where residential
development in the town of Lynnfield Center. A cracked septic tank polluted
the well. The septic tank was located within 400 feet radius. Dr. Chaing
further explained a septic tank, if located at least 500-600 feet awav from a
well should not pollute a well because the effluent is discharged above the
water table and it has an opportunity to filter through the ground prior to
hitting the water table.
Another question was raised concerning road salt and Dr. Chaing cited an
example where snow had been dumped into a swamp and the swamp became
polluted because of salt content.
Another question was raised concerning maximum depth of a pond and
Dr. Chaing explained that on a dug pond the depth should be up to 21 feet
and difference between 21 and 40 feet, there is a problem with stagnate
water and the pond not functioning properly. A pond that is deeper than
40 feet will not create a balance. The depth of a dug pond should be
propotional to the surface area of the pond.
Another question was raised concerning requirement of a year round stream
and he suggested that if there is not a year round stream the pond should
be equipped with a low level outlet so that the pond could be drained and
cleaned in the event it became polluted. With a year round flow of water
the pond will flush itself out where a ground water pond cannot flush itself.
Dr. Chaing noted that the ground water in this area moves at a rate of
1-5 feet per day.
It was .suggested it might be wise to eliminate ponds and that no pond
development be permitted within an aquifor area.
