Board met with Ronald Bonvie regarding a proposed multi=family project on North Main Street. Mr. Bonvie advised the Board the Selectmen had approved the sewer connection permit. Upon review of the plan and by law the Board noted several variances would be needed: lot size, front and rear set back floor. area ratio, minimum open space and a set back for parking. It was noted by members of the Board that the facility as proposed was over utilization of the land. It was also noted that the Board of Appeals would require elevations and floor plans of the building. The Board will take no further action on the plans until formal application has been made to the Board of Appeals. Planning Board Minutes February 27, 1980 Page two 8. Board met with Allen Willis regarding installation of a wrill on Hemlock Lane in Spruce Acres Subdivision along the property of Kempt. MR. Willis advised the Board he intends to construct the wall but will have to wait until spring when the work can be done. He is hopeful of having street acceptance and construct the wall in the spring. He noted problems of constructing the wall involves a large tree of which the majority of the tree is located within the right of way. Mr. Willis also explained his position relative to the sewer connection line that goes to the property of Kempt and that he felt that the only property that should tie into the line is the Kempt property and the town should not permit anyother property to tie into the sewer at that location. Mr. Willis also noted he was concerned about drilling of holes in his subdivision by the town without his permission particularly because the holes were not done in accordance with accepted engineering practices. Board discussed memo from the Town Manager regarding duties and responsibilities of the Town Engineer. Concern was raised by the statement in the memo which stated that the town over the past several years has experienced problems relating to Industrial -Subdivision plans. The Board noted that they were not aware of any of the problems and felt that they should have a detailed list where the problems in Planning Board road had occured. It was the concensus of the Board to invite the Town Manager to meet with them to discuss the problems in detail. 10. The Board discussed the proposed Waste Water Treatment Plant. Planner White presented the Board with three articles on Waste Disposal, and recommended 4= that the Board Members read them because he felt it is important for consid- eration to be given to alternatives for waste disposal particularly sludge. Motion: That the Planning Board formally endorse the concept of the new treatment plan as proposed. (Kaufman -Morrison, all in favor.) VOTED 11. The Board disucssed the other capital improvements to be presented at Town Meeting. It was noted a presentation should be given to the Board by the Municipal Building Committee on the library and DPW garage. The Planning Director described the land acquisition for the Gonslaves property off Mill Street. He noted he had received a letter from Town Counsel which advised the permit for earth removal would not be transferrable to the town if the town acquired the property. The town is still awaiting the results of the appraisal and the testing on the material to determine if it is adequate for landfill cover. 12. Board discussed the fact that Planners Hartmann and Matbian had been absent for several weeks, and it was decided that the Chairman would contact them and ask them to improve their attendance practices. 13. Mrs. Jellinek advised the Board she believes that the Gonsalves property is located within the Flood Plain Area. Meeting adjourned at 10:15 PM. .ClerkSG } Date i r;
