Chairman Parsons suggested that since the minutes have already been approved a new motion could be made to reaffirm the sending of the letter. Motion: To reaffirm the motion made on December 19, 1979 to send a letter to Americo P. Day and Richard Blandori outlining revisions to be made to their plan for land on Webster St. and Perkins Ave. so the Board can act on it. (White - Kaufman, all in favor) VOTED 5) The Board reviewed the Form A - Approval Not Required Plan submitted by Maurice Schribman for the division of land on North Main Street. The Board was concerned about the lack of access on Lot #Bi. Motion: To sign the plan as being acceptable. (Hartmann - Matoian) Hartmann withdrew the motion. (Flynn - White, all in favor) VOTED 6) Michael Medeiros of SRPEDD spoke to the Board on ground water protection plans and mapping of the recharge areas. He passed out booklets and noted that they are helping Towns to figure out where their ground water supply comes from. He noted that the area has an average yearly rainfall of 46" and of that amount 1/3 flow off into rivers and streams, 1/3 is lost through evaptranspiration and about 16" of rain reaches the water table. Ground water moved about 1' a day by gravity. Mr. Medeiros outlined the 5 main sources of water contamination. a) Sanitary Landfills. If chemicals aren't contained they reach the water table and go into a well if there is one nearby. b) Septic Systems. Nitrates are not filtered by the soil. It .is recommended that septic systems be spread out to 1 per acre for safety in drinking water when located in recharge areas. c) Chemicals. Pesticides that are applied to poles in utility right- of-ways should only be done outside of ground water supply areas. d) Road Salting Practices and Salt Storage. Supplies should be covered and have a floor or not be located in a water protection area. 20 parts per million is a safe level. e) Underground fuel storage tanks. The life span of a gas tank is 10 to 15 years and they should be tested to be sure they don't leak. Mr. Medeiros noted that Mansfield't total capacity if 5.8 million gallons per day. Planner Kaufman asked Mr. Medeiros how sure they are of their facts if the Board makes laws on their information and Mr. Medeiros noted it is strong enough to be held up in court. Chairman Parsons asked what effect new and restored ponds would have on the water supply. Mr. Medeiros noted there would be a higher chance of contamination because the water would no longer be filtered by gravel. He also noted it would depend on what uses occured around the pond as to what problems would be created. If the setbacks are appropriate and there is still 4 to 6 ft. of gravel above the water table there is still some filtering. Ronald Bonvie asked Mr. Medeiros is a pond could be used to Minutes January 2, 1980 Page 4 replenish an acquifier. Mr. Medeiros noted it is not the most accurate way of recharging an acquifier. Chairman Parsons asked how much of a threat the development of ponds or restoration of ponds poses to the recharge areas and Mr. Medeiros stated he didn't want to start talking about that without having locations, but he would have to look into it. Mr. Medeiros noted the potential for new wells are not mapped, but for legal purposes they felt that existing recharge areas are what they are going on for protection zones. Chairman Parsons then asked how useful would 30,000 sq. ft. lots be for water supply protection. Mr. Medeiros stated there would not be that great a difference between a 30,000 sq. ft. lot and and acre lot when you consider the amount of land used up by roads and sidewalks and so forth. It was the consensus of the Board that a letter of thanks should be sent to Mr. Medeiros for the time he spent with the Board tonight. 7) The Board reviewed the estimate of required securities for Allen L. Willis, Jr. Strawberry Meadow Subdivision as prepared by the Planning Director for the release of Lots 2, 3, 8 and 9. Motion: To approve the estimate of required securities for Strawberry Meadow as submitted by the Planning Director. (Hartmann - Matoian, all in favor) VOTED 8) The Board discussed the application received from the Town Clerk for the renewal of a gravel removal permit submitted by Boro Sand & Stone. Motion: To send a letter to Boro Sand & Stone telling them the Planning Board now has the authority to grant gravel removal permits and enclose a copy of the current gravel removal regulations. (White - Flynn, all in favor) VOTED 9) The application for Hatheway & Patterson Co., Inc. for a variance from Section IV, Schedule B of the Zoning By-law to construct an addition at 15 County St. with a non -conforming front yard was reviewed. It was noted that the addition would be an extension of the existing building and would not be any closer to the front of the lot than the existing building. Motion: To recommend that the Board of Appeals grant the variance as requested. (Morrison - Hartmann, all in favor) VOTED 10) Ms. Margot Jellinek told the Board she wants the date the Bond was released on Morgan Road. Minutes January 2, 1980 Page 5 11) It was the consensus of the Board to set the date for the next meeting for January 9, 1980.at 7:30 P. M. Members were reminded that the Board will be meeting with the Board of Selectmen, Conservation Commission and the Board of Health at 9:00 P. M. on that night. 12) Planner Morrison questioned the Town Planner on the trees on the Haskell Property that had been cut for the moving of a house on Willow St. Planning Director Maurer stated he had been to look at the trees with Mr. Betts before the house was moved and there didn't seem to be a problem. Mr. Maurer noted that Mr. Betts told the Selectmen that it is the responsibility of the homeowner to make arrangements for the cutting of branches and not his. He noted that in this case the homeowner had cancelled the tree workers on the morning of the moving. He noted the trees were on Town property. Planning Director Maurer reported that he had attended the meeting when the Selectmen had discussed the problem and they are taking steps to make sure this type of thing does not happen again. Motion: To commission the Town Planner to look into and recommend the requirement for the establishment of a bond for the moving of the house or for the owner to insure that those people in charge take more care of the trees or if trees are taken down the Town is recompensed. (Kaufman - Hartmann, all in favor) VOTED 13) Planning Director Maurer told the Board the Downtown Advisory Committee is meeting on January 14, 1980 with Byron J. Matthews, Secretary of the Executive Office of Communities and Development on Commercial Area Revitalization District. 14) ,The meeting adjourned at 10:35 P. M. Clerk l D CbYLcc d, I g
