5. Cynthia Nolan - Site Plan - Dance Studio on East Street
The board received a memorandum from Jesse Earls, Police Chief, stating
that he strongly recommends a one-way traffic circulation for this site.
The Conrads own the property, and the Conrads have an easement over the
DeGirolamo's property. Mr. Maloon said that Cynthia Nolan would be
happy to eliminate one entrance and go along with the one-way traffic
pattern. Chairwoman Genatossio pointed out that there is no employee
parking, and there is a lack of information regarding the number of
employees that will be employed. There was discussion regarding how
one of the entrances will be blocked off.
Motion: To send a favorable recommendation to the Inspector of
Buildings recommending the following:
1) Screening be addressed
2) Access and Egress, traffic flow
3) Address employee parking
4) Define the exit/entrance, i.e, signs
5) Need of a landscape plan
6) Fire safety, i.e., children in barn

7. East Land Estates - Site Walk
The board will make a site walk of the preliminary subdivision entitled,
"East Land Estates" on Friday, November 25, 1983. All members will meet
at the Town Hall at 9 A.M.
8. Around the Table
In reference to G. P. Massand's building on Wood Avenue, Chairwoman
Genatossio recommended that all members go to inspect this site.
The two buildings are connected by sides, and there is no roof.
Mr. Cook is requiring them to construct a roof. She also informed
the board that crushed stone and a fence was put around the building
instead of the shrubs that were shown on the site plan. It was
the concensus of the board to pull the site plan for the next meeting.
Chairwoman Genatossio also informed the board that Ronald Bonvie
would like to appear before thb board at their next meeting to
discuss a change in Fairfield. He originally was going to discuss
this with Mr. Cook, and Mr. Cook directed him to the Planning Board.
Motion: To send a letter to Bertram Cook stating that any changes
that Bonwood would like to make on Fairfield, has to come
before the Planning Board.

9. Cedar Meadows
Planner Doucette informed the board that he made an inspection
of Cedar Meadows last Friday morning. He had prepared a map
of the problems that exist, and presented each member with a
copy. He stated that there is curbing in the street; there is
an electrical transformer in the sidewalk, but it is not finished;
some of the sidewalks have washed away; there is a bulldozer in
the street, On the corner of Squire/Ephriam, he found an open
catch basin which was 6' deep and had 14" of water in it. He
covered this over. There is a flat bed trailor on Ephriam Drive
with curbing on it. There was no evidence of trash out on Mill
Street. Joseph Mannarino talked to Francis Cannata. Mr. Cannata
informed him that he has two men out there working. He explained
that he was waiting for the curbing which was on order, and it
has come in. Some things that need to be done are: realign the
sidewalks, lighting, curbing, top coat, and the cleaning of the
base coat.
At this point, there was discussion regarding Rumford Square
apartments. It was pointed out that they have constructed a
ramp, which was not on the site plan.
Motion: To send a letter to the Inspector of Buildings asking
why a ramp was constructed, as it was not
addressed on the site plan; and this appears
to be a modification to the site plan.

Planner Brugliera informed the board that he has purchased a large
piece of land in Mansfield, and a Form A and a subdivision plan will
be coming before the board. Planner Brugliera will not be present-
ing this. Jim Dunn, his engineer, will be presenting everything.
He requested the board's opinion on whether he should stay on the
board and excuse himself when this is discussed, or if he should
resign. Planner Doucette said he feels the board works good
together, and he feels Joe has been an asset to the board and would
be very helpful especially when the board starts working on sub-
division regulations. He would like to see him stay on the board.
Planner Fiore agreed. Planner Flynn agreed that he is an asset
to the board, but she pointed out that sometimes although there
may not be a conflict of interest, the appearance of one is worse.
Chairwoman Genatossio tended to agree with Planner Flynn.
In reference to East Land Estates, it was the consensus of the
board to invite the applicants to the boards meeting to be held
on November 30, 1983, to discuss the proposed subdivision.
It was also decided to discuss Fox Street at the Decmeber 14, 1983
meeting.

RECREATION/CONSERVATION ELEMENT
PLANNING BOARD'S
DIASTER PLAN WORK SESSION
November 16, 1983
The Planning Director presented each board member with a
package of information that will be used to initiate this
element, which is Recreation/Conservation. This package con-
sisted of an outline, an evaluation of current recreation/
conservation element, and a comprehensive planning program.
The Conservation Commission and the Recreation Department
have a copy of this information. Hopefully, they will review
this, and a meeting will be set up so that a draft may be
worked out. The inventory has to be updated.
Joseph Mannarino informed the board that he would like
to base the Master Plan on a 10 to 15 year period, rather than
a five year period. The map is very outdated. He presented
the map to the board. All new map work will have to be pre-
pared. A map should be prepared showing all the town owned
land, i.e., schools, parks, commons, ect. Then each parcel
should be identified for its best use. The maps will have to
be reduced so that they map be incorporated into the text.
Presently, there are no maps in the text. It refers to maps
at a large scale. This makes it unworkable. Joseph Mannarino
estimates that there will be a need for approximately four to
five maps for the Recreation',Conservation Element. He requested
that the board members review the information he presented to
them.
End of master plan session 9:45 P.M.
