The proposed garage would be 22' X 24', and if constructed, would leave a 5 ft. sideyard measurement. This is located in the agricultural zone. Mr. Waters informed the board that his neighbor also received a variance to construct a one -car garage, and his garage is approximately 8 feet from the sideyard. His neighbor has no objections. Motion: To send a favorable recommendation to the Zoning Board of Appeals. (Fiore - Boldrighini) In favor: Brugliera and Bachman VOTED Opposed: Genatossio and Flynn Planning Board's minutes Page 3 October 26, 1983 5. Granada Park The board read the letter from John Larch which stated that he inspected the street light bases, and they do meet Town standards. One transformer base has been reset to grade. All other discrepancies listed in a memo dated September 19, 1983, still exist. Planning Director said that there was erosion around the base. Motion: To send a letter to Aldo Paglia informing him that John Larch inspected the street light bases, and they do meet Town standards. Also inform him that the items listed in the September 19, 1983, letter still need to be corrected. (enclose a copy of this letter) Also ask Mr. Paglia when this will be completed. (Fiore - Flynn, all in favor) VOTED A resident of the Granada Park Subdivision informed the board that the trenches that were dug have not been closed in. He also asked when the hot top season closed. This usually closes December lst. Joseph Mannarino will be sending a letter stating that he inspection the resetting of the curb, and it is satisfactory. Then Mr. Paglia may proceed. 6. Form A - Flint - Mill Street This Form A consists of a parcel of land on the southerly side of Mill Street, and the lot shown conforms to zoning and has frontage on an accepted street. Motion: To approve (Flynn - Brugliera, all in favor) VOTED 7. Aquifer Land Acquisition Program Joseph Mannarino presented a map which showed the Town's wells. He said that the yellow part is the cone of depression. A 400 ft. radious around the actual well is the recharge area. The DEQE is providing funds for either purchasing land within the recharge area or taking the development writes of the land. First, they looked at a number of sites. The Conservation Commission requested that the Ash property and the Baravella property be considered. This land is not applicable under this grant. The property that they are requesting to obtain under this grant is a parcel owned by Jackson and a parcel owned by Gonsolves. This property is near the Dusting Well, which pumps 20 percent of the Town's water, and a proposed well. Whitman & Howard and the Town have been putting together the final application. The Town has a tenative agreement with both parties for purchase of the property if the grant is obtained. This program is 100 percent reimbursement. The two parcels consist of 36 acres total. The Town will know if they received the grant or not in January. The Town initially puts up the money and is then reimbursed. Joseph Mannarino spoke with the Conservation Commission last night regarding this, and will be speaking with the Board of Health tonight. The board read a letter in support of this aquisition of land. Motion: To sign the letter and send it to DEQE (Bachman - Flynn, all in favor) VOTED Planner Flynn stated that the property should be under the Conservation Commission's control to limit development. The Planning Director stated it will be under the DPW's control for better management. Planning Board's minutes Page 4 October 26, 1983 Planner Flynn questioned if Joseph Mannarino could get SRPEDD to send a letter of support to DEQE also. He informed the Board that the application is going to Whitman & Howard tomorrow. It was also suggested to call and ask them to send a letter. 8. Correspondence Letter from the Zoning Board of Appeals stating that they have requested that the Brodericks meet with the Planning Board to discuss their con- cerns. Planning Director informed the board that he has spoken with the Brodericks, and they are in the process of preparing a Form A. This Form A should be before the board in two weeks. Letter from Edward Marcheselli stating that they have obtained an drainage easement on the.Scarpellini property; therefore, they would like to revert back to the original drainage plan prepared by RIM. The Board has a copy of the Scarpellini drainage easement in the file; and the letter will be attached to the file. Town Counsel is still working on the Ash easement. Letter from James Cannata stating that he plans to put water service in on Lots Nos. 64, 13, 12, 14, and 6 Ephriam Drive. He will also be installing a transformer and telephone services from Station 3+03.59 to Station 8+62.45 on Ephriam Drive. On Squire Avenue, he will be replacing granite curbing when it is delivered and finishing the sidewalks. The Board sent out a letter last week requesting Mr. Cannata to attend the meeting of November 2, 1983. No response has been received yet. It was the concensus of the Board to hold this. Letter to the DAC regarding the Planning Director's time. Chairman Seifert of the DAC wrote comments on the original letter. These are: In reference to the sentance requesting that if they need the Planning Director's assistance, they shall first submit their request to the Planning Board, he wrote this is against the Town Charter. He also wrote he will set a date to attend a Planning Board meeting. Also Town Manager his responsibility for Planning Director for addi- tional assignments. DAC has been given responsibilities by the Town Meeting to carry out the Downtown Master Plan. Chairwoman Genatossio said she feels too much has been made of this issue. All the Board was trying to get across is that due to the Master Plan revision, the Planning Director's time should be used sparingly. Planner Boldrighini suggested going to the Town Manager to find out what he expects of the Planning Director. There was alot of discussion regarding this. The DAC will be coming the the Planning Board's November 9, 1983, meeting. It was the con -census of the board not to meet with the Town Manager at this time. *At this point, the Board adjourned to the Selectmen's meeting to discuss the $5,000 allocated for the Master Plan. Chairwoman Genatossio informed the Selectmen that the Board will be concentrating on the Conservation and Recreation sections of the Master Plan once they begin. She spoke to Joel Learner of Community Affairs and asked if the map work is required to obtain self-help funding. He said absolutely. He is going to forward the requirements. Planning Board's minutes Page 5 October 26, 1983 Each member of the Board of Selectmen received a handout. This con- sisted of a work outline for the required maps and estimated number of hours required for each one. This was prepared by SRPEDD. The total cost of this was $5,272.55. Joseph Mannarino broke this down into items which could be accomplished in FY 83-84 so the Board could continue on in an orderly fashion. He feels that Nos. 1, 2A, 6, and 10, as listed in the handout, are important and could be accomplished this year. In addition, he added an item which is to reduce the base map at a scale of 1" to 20001. This would be used for a fold out map in each element. The reduction is necessary to have a base map at a workable scale. This work is necessary to integrate maps into the text of the Master Plan. The estimate cost to do the above mentioned work is $2,900. This work would be completed by July 1, 1984. There was discussion regarding how important each member of the Board of Selectmen felt this was and also where the money will be obtained. Chadwick Maurer suggested meeting with the Conservation Commission to see if it could be taken out of their money. The article will come up at the Special Town Meeting to eliminate all the funds; and then there will probably be another article to take $2,900 from another account. The Town Manager will be investigating to see where the money could come from. He will also talk to the Conservation Commission *At this point, the Planning Board adjourned back to their meeting. 9. Public Discussion Margot Jellinek informed the Board that she has spoken to the Selectmen in the past regarding the proposed Mill Street well. She said there was discussion at one time that if the Canoe River was rerouted, the Town could possibly use this well. She said Arthur Stockus said Mansfield would have to make arrangements with Norton to protect this well. She requested that the Planning Director check the facts on the Bogdanchick well to find out the pumping results, i.e., amount of water and pollution. 10. Date of Next Meeting is Wednesday, November 2, 1983, at 7:30 P.M. 11. Adjournment 10:15 P.M. s CLE
