3. Minutes of October 5, 1983
Motion: To approve as amended
(Fiore - Boldrighini, all in favor) VOTED
Chairman Genatossio said that on Page 2, Ron should be changed to
Mr. Bonvie. Also it should be noted that Joanne Colella is the
Housing Authority Director. On Page 3, it should be noted that it
was Mr. Bonvie who suggested raising the walkway. On Page 5, when
referencing the master plan, Conservation Commission should be
changed to conservation. On Page 7, Planner Fiore said he did not
question the status of the light pole within Granada Park. Planner
Bachman suggested that in the future, full names be used, not first
names.
4. Variance - Geraldine Campbell - Central Street
This variance request is to construct an addition to a single
family dwelling at 157 Central Street. The existing house is
nonconforming. She would like to extend the kitchen.
Motion: To send a favorable recommendation to the Zoning
Board of Appeals.
(Doucette - Fiore, all in favor) VOTED
5. Variance - Margaret Jordan - Geneva Street
This variance request is to construct an addition to an attached
garage at 7 Geneva Street. Mrs. Jordan appeared before the board
and explained that her sister came to live with her in 1982, and
since her car was parked on the side of the house, she could not
always use it, and there was some deterioration. Therefore, she
would like to extend the existing one -car garage into a two -car
garage. She also pointed out that this proposed addition abuts an
empyt lot Her neighbor has called and said she would have no
objection to this addition.

6. Variance - Cynthia Nolan - East Street
This variance request is to renovate an existing barn located at
625 East Street into a dance school, which is nonconforming in
the Agricultural Zone. Ms. Nolan appeared before the board
and said she would like to convert this into a dance school.
She informed the board that there are approximately 12 children
to a class. Alot of them walk. Also most parents drop of their
children and pick them up. They do not stay. The building sits
back off the road. She informed them that Peter DeGirolamo would
be black topping for parking, ald he feels there is enough room
for additional parking spaces. Mrs. Conrad, who is the owner,
is 90 years old, and has moved to New Hampshire to live with
her daughter. The lot is not on town sewer.
Motion: To send a favorable recommendation to the Zoning
Board of Appeals. Also to inform them that since
this is a business, it will require site plan
approval by the Planning Board if a variance
is issued.
(Doucette - Fiore, all in favor) VOTED
7. Fairfield Park
Joanne Collela, Housing Authority Director, appeared before the
board. Chairman Genatossio said that in reference to the common
walkway, the board requested that the Town Engineer check the
sitings, and he found that the Bonwood Corporation is very close
to the approved plans dated March, 1982. The elevations on the
Housing Authority's side were different on their site plan than
the elevations shown on the March, 1982 plan. Joanne Collela said
that the architect used the first floor elevations on Bonwood at
154 and the first floor elevation of the Housing Authority's
meeting area at 154 to set the grades. The floor to the cellar
is lower, and they need to slope it down so that the water runs
into the catch basin. The catch basin is now in, but it is covered
over for protection. Joanne Collela said that they did raise the
grade 6 on September 20th. She also informed the board that there
is a meeting with the architect on Tuesday, October 18, 1983, at
7:30. Joanne Collela also pointed out that the common walkway
between the Housing Authority and Bonwood was not built according
to the plans. The plans called for 2" of stone dust and 6" of
gravel. The walkway consists of 8" of stone dust.
Motion: To send a letter to Bertram Cook asking if the
common walkway on the southerly side of the
Housing Authority and the northerly side of
Bonwood Corp. has been constructed according
to the approved plans.
(Fiore - Doucette, all in favor) VOTED
It was suggested to install another catch basin farther up and
cover the existing one and pitch towards the new catch basin.
The question is who will pay for this.
Motion: To issue Bonwood Corp. an extension on their special
permit for Fairfield Park until March 29, 1984.

It was also pointed out that there has been no release of
money for Fairfield Park, i.e, drainage work.
8. Datel - Site Plan
Mr. Dom Giampietro of Beta Construction appeared before the
board with a proposed site plan. This site plan consists of
an addition of 59,604 square feet. This addition would be
attached to the the existing building. This was sent out the
the Department Heads for their comments. All of their comments
were addressed on a revised site plan. There are two exit/
entrances existing and one proposed. The main one is on Cabot
Blvd. Mr. Giampietro will need to obtain a water and a sewer
connection permit from the DPW Director, approved by the Board
of Selectmen, prior to obtaining a building permit. The revised
plan shows the inverts, the retention area, and the percent of
lot coverage, i.e., paving and building area. Some parking
spaces have been moved to allow for fire apparatus. A roof drain
will be tied into the outside basin.
Motion: To send a favorable recommendation to the Inspector
of Buildings.
(Doucette - Boldrighini, all in favor) VOTED
9. Board of Selectmen's Joint Meeti
Chairman Genatossio informed the board that the Zoning Board
of Appeals, Board of Health, Conservation Commission, and the
Planning Board attended this meeting. Selectman John Dunn
wanted to know if the Planning Board had problems with bonding
of subdivisions and/or special permits. They did not get into
too many specifics on problems. Cedar Meadows was discussed
because there is a'problem with drainage. The board should
have included the drainage downstream on Mill Street into the
Squire Avenue bond. Because this was not included in the bond,
the Shaws have a problem with drainage. This may be related
to the piling of material within the subdivision. The pipe
underneath may not be working. It was questioned as to how the
board can ask Mr. Cannata to work on this at this time to
rectify the situation so not to cause a detrimental affect on
other property owners land. Planning Director informed the board
that Joseph Zeneski, Bertram Cook, and himself talked to the
developer. The developer came in requesting to remove material.
They told him to take this pile first. The drain pipe is clogged,
and this could be the problem. This will have to be reinspected
before the pavement is down. The Planning Director will go out
to Cedar Meadows on Thursday to see the drainage problem since
it has been raining alot.
10. Correspondence
Chairman Genatossio informed the board that they wrote a letter
to the Zoning Board of Appeals requesting that they get together
to discuss the granting of variances. The board has asked them
to meet with them. This could possibly be on a Tuesday night.
The board also had a problem with the Form A/variance for
Planning Board's minutes
Page 5
October 12, 1983
Broderick on Darby Drive. Joseph Mannarino spoke with William
Terrell of SRPEDD and asked him his opinion of Form A's coming
before a variance is granted. Mr. Terrell felt that as long
as their is access to the property from a way, then the variance
can be granted. It is when you divide a piece of land and the
other land has no access, that is a subdivision. Joseph
Mannarino feels this should be a coordinated effort so that the
actual dimensions of the new lot are created by the Form A. The
Planning Board should rule that it is not a subdivision, and
sign the Form A. Then it would go before the Zoning Board of
Appeals. The lot has approximately 50 acres, and they carved
out a 10 acre lot. Therefore, they created two lots. Mr. Terrell
felt that a Form A was not necessary because the remaining land
has access and frontage.
11. Drop File
Granada Park & Strawberry Meadows: The board received a letter
from Allen Willis, developer of Strawberry Meadows, requesting
a release of funds for the installation of the street light.
The board also received a letter from John Larch, Electric
Light Director, stating that this has been installed and the
inspection meets the requirements. Now that the street light
has been installed, there was discussion as to whose responsibility
it is to lite it. Planner Boldrighini suggested writing to the
Selectmen requesting that they turn on the light. Planner Doucette
pointed out that the residents are tax paying citizens. Planning
Director said unaccepted streets are plowed in the winter due to
emergency safety, and he feels having a light lit would be the
same situation.
Motion: To send a letter to the Selectmen requesting that
they have the Light Department inspect the light
to make sure it works, and then have the light
turned on.
(Boldrighini - Doucette, all in favor) VOTED
Chairman Genatossio feels that this should be the developer's
responsibility to lite the light. Planning Director pointed out
that under Section V, Part 1 of the Subdivision Regulations,
the developer is responsibly for maintenance for 18 months or
until the road is accepted. Therefore, if the light is turned on
and there is a problem with it, the developer is responsible for it.
The Planning Director will prepare this letter to the Selectmen,
Light Commissioners, for the boards' next meeting, and the board
can review it before signing. The Planning Director will also
prepare a proposal to the developer stating that the town will
lite the light, but it is his responsiblity to maintain it for
18 months, referencing Section V of the Subdivision Regulations.
The board will also review this proposal.
Motion: To release $750 to Allen Willis for the installation
of the pole and light within Strawberry Meadows. The
10 percent contingency will not be released.
(Doucette - Fiore, all in favor) VOTED
It was pointed out that the extension for Cabot's Pond expires
on October 18, 1983.

In reference to a letter which was sent to Allen Willis regarding
Gloria Estates, Planner Fiore said that there were five items
he was to comply with, not four. Joseph Mannarino informed the
board that Allen Willis is complying with these items, although
he has not put it in writing.
Chairman Genatossio said that it is a possibility to move the
Conservation section of the master plan up to Item No. 1 or 2.
She also said that the board may not have the $5,000 for the
master plan. They may loose that at the special town meeting.
The board has to decide what to plea if the Selectmen decide
to take back 1 the money. The special town meeting will be held
on November 29 1983.
12. Public Discussion
Margot Jellinek requested a copy of the letter the board received
