Planning Director Mannarino
1. Meeting called to order at 7:30 P.M.
2. Recommendation to the Selectmen on a new Planning Board member
The board reviewed the applications which they received from the
following people: James Bachman, Jeff Simons, Jeff Siena, Eric
Butler, Kenneth Parsons, John Lord, and Calleen Cheney-Precourt.
Planner Flynn informed the board that Eric Butler said that he
was withdrawing his application. The board also reviewed the
resumes which were attached to some of the applications.
Nomination: To nominate James Bachman as he has attended
Planning Board meetings and has been interested.
He would also be a good addition to the board.
(Flynn - Doucette, all in favor)
Nomination: To nominate John Lord. By reviewing his resume,
it seems to be the most complete. Also the
Planning Board is the only board he marked off
to be a member of.

It was the concensus of the board to hold until the next meeting,
as they did not receive copies of them yet.
5. Strawberry Meadows Subdivision
The Clerk read the letter from Allen Willis stating that Strawberry
Meadows has been completed and requesting the release of securities
being held in Account No. 0100508555 in the amount of $21,000.00.
It was stated that a 10 percent contingency will be held for a
period of 12 months; and prior to the 12 month period being up,

there would be another inspection. Joseph Mannarino stated that
this has not been inspected yet, but it will be by the next meet-
ing. Allen Willis presented the board with a copy of Chapter 41,
Section 81U, which Chairman Genatossio read. This was in regards
to releasing all the money upon completion, not 12
months later. Allen said that the utilities, drainage, and sewer
to base coat has been installed for four to five years. He said
it is required by law to inspect this and release the money. It
was suggested to request Town Counsel to interpret this. Planner
Flynn said that she feels the board turns towards Town Counsel
too much. It was pointed out that there is a 12 month period
stated in the Subdivision Control Laws which has been followed
for years. Chairman Genatossio requested that Allen Willis send
this letter certified mail. It was the concensus of the board
to follow the Mansfield Subdivision Regulations.
6. Gloria Estates Subdivision
Joseph Mannarino; Planning Director, prepared a bond estimate
for Gloria Estates. This estimate is broken down into two parts.
The first part is for work which has to be done, and the total
is $42,567. The second half is for work which will have been
completed and inspected prior to the bond being set, and the
total is $14,271. The second half of the bond work will be
inspected by the DPW Director and the Planning Director. The
board received a letter from DPW Director in which he recommends
that the hydrant be located near the end of the street along the
property line to avoid interference with driveways. They also
received a letter from the Fire Chief which states that a fire
alarm box will be installed in conformance with the subdivision
control laws; and the board received a letter from the Conserva-
tion Commission in which they request to review the plans.
Chairman Genatossio read the motion made at the meeting held on
August 17, 1983, which stated that Allen Willis will provide the
board with a written agreement stating that he will comply with
the stipulations the board set. She asked Mr. Willis if he had
that written agreement. He did not have the written statement
but does intend to submit one. Allen Willis pointed out that
he will probably have more work completed prior to his requesting
the bond be set; therefore, the bond estimate may be lower than
what it is now.
7. Cabot's Pond
Mr. Jack Dwyer, Town Counsel, appeared before the board. He said
that prior to contacting Robert Chavaree, he met with Joseph
Mannarino and James Kelly, representing Allen Willis. They spent
a substantial amount of time trying to work things out. After
talking to Robert Chavaree, the result in essence was that if the
plan were to be modified to eliminate the depth requirement, which
they did not anticipate because of ledge, and the bond could be
released upon completion of the grading, loaming, and seeding
after a favorable inspection, Mr. Chavaree would agree to hire a

contractor to work with Mr. Willis to complete the bond. He did
not mention any particular contractor by name. Jack Dwyer informed
Mr. Chavaree that he would get back to him. He spoke to James
Kelly tonight, and they both felt that some solution could be
resolved, rather than litigation. Mr. Kelly said that the actual
time of completion after the pond is pumped, is a short period of
time: Two to six weeks. It should be done during the driest
seasons of the year: June, July, or August. He would be very
dubious as to whether it could be done this year knowing the
whether in New England. He requested a one-year extension so that
it could be done in June, July, or August. In reference to the
depth of the pond, Mr. Willis said that his end is down to
approximately 20 feet, which was on the plan. He is within 3 feet
of the 6 foot grace area. He does not know what depth Robert
Chavaree's end is at. It is something less than what was called
for on the plan. He said he spoke with Dr. Carr, who does not
have a problem with it. He pointed out that in order to cut
throught the ledge, there would be drilling and blasting to
remove it. Clerk Fiore pointed out that he feels that waiving
the depth requirement is reasonable, but he does not feel that the
securities should all be released upon completion. It was the
concensus of the board to have Joseph Mannarino draw up a proposal
that the board could agree with. There was discussion about extend-
ing the permit until October 1, 1984, and also whether or not a new
plan would have to be submitted before the final as -built. Margot
Jellinek said that it seems like this is a project which will take
12 more months. She pointed out that there have been people
swimming in the pond, and she asked what the board is going to do.
Chairman Genatossio said in her opinion, since the town does not
own the pond, the board should not dictate what goes on there, as
it is the developers' responsibility. The final concensus was to
have the proposal drawn up, and the board will review it next week
and send it out. Mr. Kelly said that at this point, the money is
a factor, i.e., the cost of engineering. He said the depth of the
pond is important to have a viable pond. He pointed out that the
as -built must reflect the depth. It was suggested to go back to
the Carr report and find out what is a viable depth and guidelines
to use once they pump it down, regarding how much farther they would
have to go. An as -built will be submitted at completion, but the
developers will have to state in a letter previously, how deep
they will be digging.

9. Form A - Baker - Franklin Street
This Form A consists of Lots Nos. 1, 2, 3A, and 3B located on

it looks like there are three separate lots. Joseph Mannarino
suggested using dotted lines. There was a notation on the plan
that these lots will be combined. Also while going over the
Form A checklist, the board found that the rear measurements
were not shown as required.
Motion: To return the Form A for lack of information and
list the above mentioned. concerns.
(Flynn - Doucette, all in favor) VOTED
10. Bay Brook Park Tourist Campground - Site Plan - Branch St.
This site plan is a proposal for a 305 site campground located
on Branch Street. It consists of 47.9 acres total; 38.2 acres
located in the Agricultural Zone and 9.7 in the Residence A
Zone. A typical site would be 80' X 35'. Each site would have
its own sewer connection from the town sewer system. The site
plan also shows a laundry building, pool, tennis court, and
softball field. Joseph Mannarino prepared a memorandum for the
board which states that a number of aspects need to be clarified.
The basic concern is whether this constitutes a subdivision.
There are also a number of site plan requirements that are not
shown on the plan, i.e., parking spaces, additional sanitary
facilities, paved roadways, landscape plan, drainage calculations,
and an explanation of contours. Joseph Mannarino has requested
Ronald Bonvie to put his intensions in writing on how he is going
to manage this. Some residents of Branch Street expressed their
concern as to whether he can sell off the sites to individual
owners. It was pointed out that he can't because that would
constitute a subdivision. It was also pointed out that a tourist
campground is designed to temporarily rent space to campers.
The site plan review has already been sent out to the various
department heads. Hopefully, all their comments will be in
writing for the next meeting. It was pointed out that if Ronald
Bonvie does not submit his intensions in writing, the board
would have no choice but to turn it down.
11. Paula Lane As -Built
The final inspection of Paula Lane has to be done, and the town
is presently holding approximately 2,500 in security.
12. Date of Next Meeting is September 14, 1983, at 7:30 P.M.
13. Around the Table
Chairman Genatossio asked the members if they would like to take
one week out of the month to work on the master plan. She also
asked if the board would like to readvertise for members on the
committees. Joseph Mannarino will review the work that has been
done and find out what still needs to be done. He pointed out
that he will review the Zoning By-law at the same time. Joseph
Mannarino also informed the board that he will be meeting with
the Town Manager to discuss his work program.
