Witch Pond Estates Acting Clerk Genatossio informed the board that the Foxboro Planning Board has arranged a site walk for Thursday, May 12, 1983, at 5:30 P.M., and the Mansfield Planning Board members are invited. It was the concensus of the board to join Foxboro in this site walk. They will meet at Joseph Brugliera's office at 5:20 P.M. Acting Clerk Genatossic, also informed the board that after the site walk, the board members are invited back to attend the Foxboro Planning Board's meeting to discuss the subdivision. She also said that she attended the Foxboro Planning Board's meeting of Thursday, May 5, 1983. At that meeting, it was pointed out that there is no access from the Mansfield area. Also Mansfield does not have water within 400 feet. It was also pointed out that the Foxboro board holds public hearings for preliminary subdivision plans. This subdivision is not only located in two towns, but it crosses county lines. Planner Brugliera pointed out that some of the roads are not showing a cul-de-sac at the end. They just come to a stop. The abutting land is owned by Boro Sand and Stone. He pointed out that the applicant will have to inform the board as to his plans, i.e., future development into land owned by Boro Sand and Stone. Planner Brugliera also said that Plain Street is not shown on the locus, and it should be. Plain Street goes under Rt. 95 and connects to West Street. West Street and Rt. 95 are both shown on the locus. Acting Clerk Genatossio asked the Town Engineer if he could attend the site walk with the Planning Board. Hopefully, he will attend. Since the deadline date on this subdivision is 6-14-83, it was the concensus of the board to send another memorandum to the Department Heads regarding their comments on this subdivision. ;. Plantingfield Road Motion: To release the $2,593.53 plus accrued interest being held in Passbook No. 01028110-0. (Brugliera - Fiore, all in favor) VOTED 7. Letter from SRPEDD offering assistance to the town in evaluating the by-law. Motion: To send a memorandum to SRPEDD requesting the cost to have them look through the Zoning By-law and point out any deficiencies. (Genatossio - Doucette, all in favor) VOTED 8. Form A - Bakin Realty - Maple Street This Form A consists of three lots on Maple Street. There is the required area and frontage on a town approved street. All of the necessary items were on the plan. The owner is Gladys Campbell. Motion: To sign the Form A (Genatossio - Brugliera, all in favor) .VOTED Around the Table Planner Fiore informed the board that Foxboro has a hazardous waste storage by-law. He gave each board member a copy of that by-law. Planning Board's minutes Page 4 May 11, 1983 Cabot's Pond There was some discussion regarding the status of Cabot's Pond. Town Counsel took the file to review, and he was going to send both Allen Willis and Robert Chavaree a letter. Planner Brugliera said that they haven't answered any of the board's letters; therefore, it seems as though they are not going to complete the project. He suggested putting a lean on the property. Planner Brugliera will contact John Dwyer on Thursday regarding the status of Cabot's Pond. Michael -Angela Estates The board received a certificate of approval for Michael -Angela Estates. There were two stipulations on this which are: (1) Consult with the Chief of Police regarding entrance and egress markings; and (2) Installa- tion of at least 2' of sand filter beneath each disposal system. It was pointed out that Keith Johnson said that the sand is fine and it will filter out septage; but it will not take care of pesticides, ect. He also said he would like to see the second information package which the developer gave to the Foxboro Planning Board. The Mansfield Planning Board should then give this to Whitman & Howard to review. Margot Jellinek informed the board that she is on the Board of Selectmen's agenda regarding this. She feels they are very interested in it, and they may appeal it. She pointed out that this was approved on April 28, 1983. In the paper it did not say that the subdivision was approved. She also pointed out that the letter which the board received from Whitman & Howard was not followed up. 10. Date of Next Meeting is Wednesday, May 18, 1983, at 7:30 P.M. 11.
