6. Site Plan Revision - Richard's Electric
The board reviewed the revised site plan and compared it to the one he
had originally submitted. On the revised site plan the proposed build-
ing is 10' shorter; therefore, providing more space between the two
buildings. It was pointed out that on the original staff review sheet,
the Fire Chief commented that he was concerned with accessibility to
sides and rear of the building.
Motion: To sent a letter to the Building Inspector requesting that
he show the revised site plan to Thomas Leonard, Fire Chief,
before the building permit is issued.
(Genatossio - Flynn, all in favor) VOTED
7. Site Plan Revised - ispo - Branch Street
The board reviewed the revised site plan. This showed the relocation
of the trash receptical. The letter from Town Counsel was read aloud.
This stated that the proposed parking for the building, which is located
in the agricultural zone, is not a permitted use; therefore, ispo would
need to obtain a use variance. The letter also stated that since a
Form A was filed on this property in 1982, they are protected from any
zoning change for a period of three years from the date of endorsement
by the Planning Board.
Motion: To send a negative recommendation to the Building
Inspector because the parking, as show in the
agricultural zone, is not a permitted use. A
copy of Town Counsel's letter should be attached.
(Flynn - Genatossio, all in favor) VOTED
8. Surplus Material Permit - Park Street - Housing for the Elderly
The letter from Joanne Colella was read aloud. This letter stated that
the contractor owns all unsuitable and excess material, and he must
remove the materials from the site. He must then refill the site with
materials that comply with the specifications. In reference to the sug-
gestion to store the loam on town property, it was stated that only a
small percentage of the 2,500 yards consist of loam. The rest of the
material is unsuitable. In reference to the surplus material permit,
it stated the Mansfield Housing Authority was issued a Comprehensive
Permit on May 19, 1982, by the Zoning Board of Appeals. This permit
grants, under one permit, all local permits required under the zoning
by-law.
Motion: To send a favorable recommendation regarding the surplus
material permit to the Building Inspector.
(Flynn - Genatossio, all in favor) VOTED
Motion: To send a memorandum to the Building Inspector requesting
that he inspect where the loam is being stored on Ware
Street, and informing him that the Planning Board is con-

is available at the Planning Department.
10. Cedar Meadows Draina
Acting Chairman DeGirolamo informed the board that Francis Shaw called
him and asked whether the board had heard anything from William Canaday.
The board hasn't heard from him. Acting Chairman DeGirolamo went out
tbcinspect the drainage problem with Francis Shaw. He said that part
of the problem is created by the builder because there is a pile of loam
on the edge of Francis Shaw's property. The water has created a culvert,
and it wanders outside of Mr. Shaw's yard. It eventually goes across
his yard to where there was an old culvert. There is alot of water in
Mr. Shaw's backyard, and Acting Chairman DeGirolamo feels he has a good
point. Acting Chairman DeGirolamo brought this to Bertram Cook's attention,
and they both went out to the site. Mr. Cook is going to get in touch
with William Canaday/James Cannata and have them clean it up. It was
pointed out that Mr. Shaw had a water problem before this development.
However, Acting Clerk Flynn said that he never had water coming in his
cellar in two places or a water stream going across his backyard.
Motion: To send a letter to Canaday/Cannata informing them
that the board is considering rescinding the sub-
division approval; and the Planning Board requests
that they appear before the board within two weeks
to discuss this.
(Flynn - Genatossio, all in favor) VOTED
11. Around the Table
Planner Genatossio brough up the block grant and questioned the status,
since we no longer have a Planning Director.
Motion: To send a letter to the Downtown Advisory Committee
inviting them in to discuss the status of the Block
Grant for revitalization in the downtown.
(Genatossio - Flynn, all in favor) VOTED
In reference to the request by Leo Peloquin to again reschedule his
public hearing, the board decided to keep it as scheduled.
Motion: To send a letter to SRPEDD informing them that the
Mansfield Planning Board does not appoint a new
SRPEDD representative until after Town Meeting.
(Genatossio - Fiore, all in favor) VOTED
12. Site Plan Revised - G. P. Massand - Wood Avenue
