Public Hearing Notices Planner Genatossio pointed out that public hearings have to be advertised 14 days prior to the hearing being held. The public hearings which the Planning Board advertised will only be advertised 13 days prior to the hearing. Therefore, they had to be corrected. Motion: To have Grace Genatossio contact the Mansfield News to change the dates/re-advertise for the public hearings. The hearing which was originally scheduled for March 2, 1983 will be held on March 16, 1983; and the hearing which was scheduled for March 9 will be held March 23. (Flynn - Fiore, all in favor) VOTED 6. Site Plan - Peter Saunders - Old Colony Way Chairman Seifert informed the board that the Fire Chief and the Sewer Superintendent have not reviewed the site plan. Therefore, it was the concensus of the board to wait until the meeting of March 2, 1983 to vote on it. 7. Bi -monthly Meetings With the Selectmen Chairman Seifert read the memorandum from the Board of Selectmen which requested that the Planning Board comment on whether these meetings are necessary, how often they should be held, should it be with the full board or just the chairman, and if they should be held during a regularly scheduled meeting. Planner Genatossio said that at the last year's Town Meeting, it was voted to eliminate the requirement of bi-monthly meetings from the Charter, and this is on the referendum; therefore, they may no longer be required. There was discussion on whether or not they should be held. Motion: To meet with the Selectmen as requested instead of bi-monthly meetings. (Fiore - Flynn, all in favor) VOTED Planning Board's minutes Page 3 February 23, 1983 Site Plan - ispo - Branch Street Ralph Maloon and ispo's Plant Manager appeared before the board. Ispo is proposing to construct a parking lot and an addition to their existing building. They will only be using a portion of their land. They bought four acres from Compo. It was pointed out that Compo may be in at some point for a site plan for an office. The proposed addition is approximately 22,000 square feet, or 5 percent of the site. They will be using about 1/2 acre out of the 10 they own. They are proposing 70 parking spaces. They have 30 to 35 employees, and they also hold seminar training classes to teach people how to apply their products on buildings. The parking lot Will be 10 feet off the street, and there will be a chain link fence around it. They are also proposing two light poles for lights. There is no catch basin proposed. There will be a water surface shed off. There is no grease pit propsed. The parking lot is located approximately 190 feet from the wetlands. They plow and sand their parking lot in the winter. The proposed addition is approximately 60 feet from the tank farm owned by Compo. There is a dike all around the tank farm. There was some discussion regard- ing whether a fire truck could get down beside the building. It was pointed out that it could. The building will be sprinkled. Planner Genatossio asked where the observation well is located and if it will be covered by the parking lot. Ralph Maloon will have that information for the next meeting. The addition will be 24 feet high, and it will consist of a warehouse area, seminar work area, a sample room, and a maintenance room. Upstairs will consist of a seminar classroom and a shower/locker room. The Plant Manager presented samples of the products they manufacture. It is a water base product and is non-flammable. They receive two to five trucks per day in shipping, and their largest truck is 40 to 45 feet. The trucks do not stay for any length of time. * It was the concensus of the board to take this under advisement and have the Department Heads review the site plan and put their comments in writing. 9. Variance - Joseph Dufresne - Ware Street Joseph Dufresne appeared before the board. He is seeking a variance to construct a single family dwelling on a 5 acre parcel of land at 86 Ware Street. This parcel has 45 feet frontage which is nonconforming in an Agricultural Zone. Joseph Dufresne explained that the lot goes back about 400 feet and opens into a lollypop shape. He would like to sell his pre- sent house and build a log cabin. The reason is because his family is expanding, and they need a larger home. This is the only access to the land he owns in the back. It was pointed out that this variance was approved by the Planning Board previously. Motion: To send a negative recommendation to the Zoning Board of Appeals because it doesn't meet the zoning require- ments for an Agricultural Zone in the Town of Mansfield. (Flynn - Genatossio) In Favor Opposed - Seifert, DeGirolamo, and Fiore *During this discussion, Clerk DeGirolamo left and re-entered. Planner Flynn pointed out that she voted against this variance when it appeared before the board previously. "Planning Board's minutes Page 4 February 23, 1983 Motion: To send`'a favorable recommendation to the Zoning Board of Appeals. (DeGirolamo - Fiore) In Favor Seifert VOTED Opposed - Genatossio and Flynn 10. Around the Table In reference to Mr. Unger's'surplus material permit to remove 300 yards of material from Franklin Street, Clerk DeGirolamo said it appears to him that there is more than 300 yards of material. Motion: To have Bertram Cook check the amount of material being removed by Mr. Unger from land located'on Franklin Street. (Fiore - Genatossio, all in favor) VOTED *Planner Flynn; left the meeting In reference to the letter from Compo Chemical regarding a letter written in 1981 by Whitman and Howard on the quality of water from test wells, Planner Genatossio requested that the board obtain a copy of the most recent letter regarding Compo's water quality from Karl Drown. She would, like to have this for the public`, hearing. Motion: Send a letter to Karl Drown asking him for the updated letter regarding Compo's water quality on test wells. (Genatossio - Fiore, all in favor) VOTED Planner Genatossio asked whether it was necessary to send ispo's site plan on to the Conservation Commission for their review. It was pointed out that they are on the site plan review sheet. 11. Date of Next Meeting; is Wednesday, March 2, 1983, at 7:30 P.M. 12. Public Discussion Margot Jellinek pointed out that Mr. Unger was before the Planning Board many years ago for a gravel removal permitr She feels it is a very good idea to have Bertram Cook check the amount of gravel being removed. If he is removing more than 300 yards, he will have to obtain a gravel removal permit instead of a'surplus material permit. 13. Adjournment 9:05 P.M. CL K DATE
