5. Leo Peloquin - Central Street/Route 140 Rezoning
Mr. Peloquin was originally looking for the board to sponsor his article.
Chairman Seifert explained that the board is two members short and will
be loosing the Planning Director. Therefore, he suggested that in all
fairness to Mr. Peloquin, that it would be better if he sponsored this
article as a individual. Mr. Peloquin said he is interested in rezoning
his property only. He pointed out that about four or five years ago,
the Planning Board had an article to rezone this area. He said he would
like to rezone this parcel to Special Business. Chairman Seifert pointed
out that the board will be reviewing this area in the master plan revi-
sion. The process of preparing the article was explained. It was
pointed out that the board will make a recommendation on this article.
6. Ronald Bonvie - Route 140/Route 106 Rezoning
Ronald Bonvie appeared before the board and said he was going to have
his architect work on this, but because he is not sure what the land
will be used as, he has not. He would like to rezone this area to
Special or General Business. He would like to use the property for a
mixed use and hopes that a zone will be created which will allow for
this. He and Al Paglia have had thoughts regarding using the property
for a small shopping center and possibly a hotel, but they aren't
certain yet. They will sponsor this article themselves. It was
explained that he needs to obtain 10 signatures and present them to
the Town Clerk. It will then go to the Selectmen and then the Planning
Board will hold a public hearing. After the hearing, the article will
go before Town Meeting.
7. Form A - Ronald Bonvie - Branch Street
This Form A appeared before the board at their December 15, 1982 meet-
ing, but the time limit had expired. Ronald Bonvie said there has
been a change on the plan. He explained that they have purchased the
golf course. The Form A shows a 20 foot right-of-way easement, not
a drainage easement. The right-of-way runs from Branch Street to the
railroad bed. He did not want the Town Clerk to sign the plan; there-
fore, he brought it back.
Motion: To sign the Form A
(DeGirolamo - WITHDRAWN
Amended Motion: To sign the Form A and stamp the right-of-way with
r the stamp that states, "Approval of this plan does
not imply the approval of any future roadway for
any future subdivision".

8. Frank Allen and Peter Fountanini - Beachwood Estates
Frank Allen and Peter Fountanini appeared before the board. The Planning
Director informed the board that this subdivision is at the completion
stage. The board is holding a contingency. At the next Town Meeting,
the Planning Board submits the roadway for acceptance. This was con-
structed in the fall of 1981. Paul has reviewed the punch list with them.
Originally there were seven items on the punch list. They have corrected
four of them. Frank Allen explained that there is a driveway that some
people asked them not to lift up because it would have trapped the water.
The driveway was put in right after the electrical work was done, and it
has a little depression in the sidewalk along the edge where the wires
were put in because it has settled. There is also a depression near the
fire pole. The Planning Director said he does not feel this road should
have to wait another year for acceptance. Paul suggested releasing the
contingency money and holding back $200 until the remaining items on the
punch list have been completed. Then the board will submit the roadway
for acceptance before February 1, 1983. The Selectmen will then be
required to hold a hearing, not the Planning board. The Planning
Director said there is a manhole in the cul-de-sac which shows up on
the sidewalk. Chadwick Maurer gave them an order to change this because they
hit alot of ledge. There is one bound that Paul can't find, but it
is certified on the as -built. Peter Fountanini said that all the bounds
have been checked. The Planning Director feels the roadway has been
constructed properly. It was pointed out that the staff members need to
put their comments in writing.
Motion: To release the contingency money and the accrued interest,
but hold back $200 until the punch list items have been
corrected.
(Brugliera - DeGirolamo, all in favor) VOTED
Motion: To authorize the Planning Board to prepare an article

10. Rezoning Request - East Street -
This is a request to rezone Lots Nos. 19 and 21 on East Street to General
Business. It was submitted by Gladys, Louise, and Sterling Conrad. It
is signed by 13 other Mansfield residents. This is a piece of land on
East Street located next to the animal hospital. The Conrads live in
Florida. They came in to discuss the rezoning with Paul in September.
At that time, the Planning Director informed them of the rezoning

procedure. Planner Brugliera said that one of the Conrads talked with
Bob Currivan and is now going to drop the rezoning request and sell the
land.
Motion: To send the Conrads a letter stating that if they are
still considering this rezoning, the Planning Board
will send it along.
(Genatossio - DeGirolamo, all in favor) VOTED
11. Plantingfield Road - Pipe Rail Fence
A letter from Mitchel Seifert was sent to Mr. and Mrs. Francis Fox, who
are the owners of the property the fence was to be installed upon. The
letter stated that the board would appreciate a response for their
January 5, 1983 meeting. No response was received.
Motion: To eliminate the requirement of the pipe rail fence
from the Plantingfield Road Subdivision Plans.
(DeGirolamo - Genatossio, all in favor) VOTED
12. Around the Table
Planner Genatossio asked if any of the board members knew about a
legislation regarding no building allowed on an aquifer as of April.
She pointed out that this came up at a Foxboro hearing. The Planning
Director said he had heard of one in Houston.
Motion: To ask the Conservation Commission if they have heard
about any such legislation given out by the Federal
EPA.
(Genatossio - Brugliera, all in favor) VOTED
It was pointed out that the articles that were up for the last Town
Meeting will have to be re -advertised for the coming Town Meeting.
The Planning Director said that all the information is in folders in
the files. After the warrant closes, the articles will be advertised.
The Planning Director suggested sending letters to Ken Parsons' and
Donald Kaufman's subcommittees informing them of their resignations
and that new members will be appointed and informed/brought up-to-date
on the master plan process. Paul said he would be able to attend a
Wednesday night meeting until the new Planning Director comes. It was
pointed out that the new Planning Board members will be appointed next
week.
Chairman Seifert asked the board members if they would like to continue
on the schedule the board had in the fall which consisted of one master
plan meeting, two Planning Board meetings, and one night off per month.
It was pointed out that the master plan committees are meeting on a
night that is convenient. This is usually not Wednesday night. Planner
Genatossio suggested having three Planning Board meetings per month and
one night off. It will be the responsiblity of each Chairperson of the
subcommittees to make sure they meet at least once per month. The board's
meeting schedule for the months of January and February is as scheduled
below:
Jan. 12 - OFF; Jan 19 - MEETING; Jan 26 - MEETING
Feb. 2 - OFF; Feb. 9 - MEETING; Feb. 16 - MEETING; Feb. 23 - MEETING

13. Public Discussion
In reference to the review of the Environmental Impact Study for Michael -
Angela Estates II, Margot Jellinek suggested having the engineering co.
that works for the Plainville Conservation Commission. She pointed out
out that the impact study talks about the rules and regulations of the
Board of Health, and it does not address soils.
The Planning Director explained that he has talked with Michael Coppola
on the telephone. Michael asked whether or not the Town of Mansfield
would be willing to split the cost of the engineering review. The
Planning Director sent a memorandum to the Town Manager regarding shar-
ing the cost of the review. A copy is in his correspondence folder.
Paul and Michael felt that Whitman and Howard would be an excellent
firm to have review the impact study. An estimate was received from
Whitman & Howard. This would cost each town approximately $350. It
was also suggested that Michael Coppola check with Foxboro's regional
agency. A copy of the review prepared by Ralph Maloon was sent to them.
It was suggested to contact the Foxboro Conservation Commission regard-
ing a wetlands hearing for Michael -Angela estates.
Mr. Shaw asked what the status of Cedar Meadows was. The Planning
Director said he has called them and wrote them a letter, but he has
not received a response as of yet. Mr. Shaw requested a copy of the
letter the Planning Director wrote.
