Mulcahy regarding Willis Pond. In this letter it states that
A pond may be developed in any zone in Massachusetts. However,
an earth removal operation is only allowed in an Agricultural
zone.
F
7 The Board reviewed the letter from RIM regarding Home Developers
Gravel pit on Maple Street. The proposal is to remove the portion'
of the hill more than 10 feet over ground water, starting 50 feet
from the property line and sloping at a 6:1 slope. 'Mr. Boutas
c intends to run the excavation himself, selling to local contractors
as the need arises.
8, Allen Willis' hearing began
Margo Jellinek said that in Mr. Willis' proposal he refers
to what Dr, Carr found at Cabot's Pond. She does not accept
that 'because his pond is across from Cabot's Pond. The material
Ar, Carr refers to does not necessarily have to be the same'
across the street,
Allen Willis stated that the material referred to has to do
witth the quality of water which definitely does have to do
with the quality downstream.
Mrs. Jellinek would also like test holes in'the;center of
the pond. She also asked about storage near Rt. 140. She said
that all the '26 acres would be exposed if that is used for storage.
Allen Willis responded by saying that he does not intend to
store in that particular area.
Margo presented a map of the Town of Mansfield from 1851 which
showed Cabot's Pond and the Grist Mill. She stated that there
was no pond ever. Mrs. Jellinek also asked the Planning Board
to deny the gravel removal, without prejudice, until;a study is
d done,

to the weigh station, as some of the Board members thought. It is
a proposal to store 40,000 gallons of septage per day on the Rumford
River, which she felt should not be allowed. There was also some
discussion on what is considered hazardous waste.

make a decision. She also pointed out that the neck of Fisher
Pond was not Willis Pond.
14. Around the Table

on the first hearing.so that Allen Willis is not granted the
permit automatically' because the Board did not make a decision
Wfthisn:the 90 days.

based on the original hearing.
