4, Norman Gray - South Main Street Rezoning.
Norman Gray presented a map which showed the proposed Industrial zone
and the present Business zone. He has met with the Light Department, '
Fire Department,Water and Sewer supervisors, and the Town Manager.
He has been in contact with Town Counsel on thesubuect'of utilities
to the area. He has spoken with the other owners. Joe and Al Delgrosso
and Julia Harris all signed the petition. Neighbors outside of the
Industrial zone also favor the petition. The frontage on the parcel
Is such that there is excellent access and egress easement. The total
number of acres in yellow is between 290-295. The total area available
for development is in the area of 225-240. He would not consider
zo niilag the parcel to special business because any development of
impoy, tance that might take place would take place only with the use
i of Revenue Bond Financing, which may not be available to a builder
in that zone. He left the proposed zoning map. It was discussed
to make a recommendation followiing the public hearing.'

Mr, Willis dug two holes approximately 10 ft, and the sides kept caving
in, The material found was fine sand with a clay level of 6 to 8 inches.
He did not put the test holes in the middle because it is swamp. The s`
conditions that are outlined have to be satisfied before the permit is
issued, He is trying to locate a company to do the test borings. These
borings would show samples of the soil as it changes. The borings would
be done after the approval has been given. Planner Flynn would like
Mr. Willis to come back to the Board with the material that is,found
before she makes her decision.
The Board reviewed the ;special permit decision. The exhibits are on
